MINUTES OF THE OCOEE BOARD OF CITY COMMISSIONERS REGULAR MEETING
~ HELD ON NOVEMBER 6, 1990
The regular meeting of the Ocoee Board of City Commissioners was
called to order by Mayor Dabbs at 7:30 p.m. in the Ocoee Woman's
Club. Commissioner Foster led in prayer and the Mayor led in the
pledge of allegiance. The roll was called and a quorum declared
present.
PRESENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson and
Woodson. Also present were City Manager Shapiro, City Attorney
Rosenthal, City Engineer/Utilities Director Shira, Public Works
Director Brenner, Planning Director Behrens, Building Official
Flippen, City Clerk Grafton, and Deputy City Clerk Green.

PRESENTATIONS AND PROCLAMATIONS
John Dittmeier, Director of Planning for the Orlando-Orange County
Expressway Authority, presented the Authority's proposed Long
Range Plan. Mark Boggs, Consultant for the Authority, showed
slides which outlined projects from the last plan update in 1983
to those proposed through the year 2010. The central connector is
now in final design, funded, and due to open in late 1993. The
southern connector, for which the bond will be issued in December,
1990, is in final design and due to open in mid-1993. The full
western beltway from I-4 in Sanford to I-4 in Osceola County and a
Maitland Boulevard extension westward from I-4 to our area are
recommended to be in place by the year 2010.
R. P. Mohnacky, 1820 prairie Lake Boulevard, asked how we might
get federal funds to help pay for the roads. Mr. Dittmeier said
that Congress will be considering a new transportation act in 1991
which may include 35% to 50% contributions toward toll roads.
When questioned about whom to lobby for funds, Mr. Dittmeier
suggested contacting the federal congressional delegation or
District 5 of the State Department of Transportation.
Bruni Massa, 611 East Lakeshore Drive, said the high tolls make
the cost of using the East-West Expressway prohibitive. Buford
Blizzard, 706 East Lakeshore Drive, said that he understood that
DOT was willing to pay for the western beltway. Mr. Dittmeier
replied that he had not heard that DOT was able to finance the
western beltway.
Mayor Dabbs said that he appreciated the presentation, but the
slides went too quickly to permit assimilation of all the
information. He requested printed materials and Mr. Dittmeier
agreed to make them available. The Mayor said he thought the

Authority was way off base on the central connector. He believed
the western beltway, if built with its tie-in to the turnpike and
I-4 west, would take a lot of traffic out of downtown Orlando.
Commissioner Foster said that many people were boycotting the
East-West Expressway due to the increased tolls. He recommended
lowering the tolls to increase ridership. He said that the
Authority exists to serve the people rather than to make money.

Commissioner Foster, seconded by Commissioner Woodson, moved to
approve the consent agenda as presented. Motion carried with
unanimous vote in favor.

COMMENTS FROM CITIZENS/PUBLIC
Patricia Williams, 2005 Shari Lynn Terrace, addressed the Board
about on-going drainage problems on her road. City Manager
Shapiro explained that sanitary sewer and storm drainage problems
exist in her area, and that we have been working on both as funds
are available. He explained that Ms. Williams problem was a
relatively small part of a much larger problem which exists in
many areas of the City. Prohibitive costs preclude solving all
the problems in the near future. However, Mr. Shapiro and the
Commissioners assured her that her problem would be addressed
immediately.

Several citizens addressed the board about the boats/commercial
vehicles in front yards issue. Steve Marbais, 716 East Lakeshore
Drive, Bruni Massa, 611 East Lakeshore Drive, and Terry
Strickland, 709 Stinnett Drive opposed limitations on parking
boats in front yards. Tom Slimick, 408 East Lakeshore Drive and
Harold Switzer, 609 East Lakeshore Drive supported the
limitations. City Manager Shapiro explained that there was no
easy solution to the problem, but the ordinance would not be
enforced until we could come up with an answer for the
Commissioners. Mayor Dabbs explained that deed restrictions
applied in Sleepy Harbour, and they would be enforced by the
Court, not the City. Attorney Rosenthal emphasized that deed
restriction was not affected by the City's law.
PUBLIC HEARINGS

OTHER BUSINESS
FIRST READINGS OF ORDINANCES - Second Reading and Public Hearings
are scheduled for November 20, 1990 for Ordinance Nos. 90-80, 90-
23, 90-24, 90-25 and on November 21 for Ordinance Nos. 90-74, 90-
75, 90-76, 90-77, 90-78, and 90-79. The ordinances were presented
by title for first reading as follows:
Ordinance No. 90-80, establishing a safety manual, providing
purposes; providing rules; providing forms; providing for
severability; providing an effective date.
Ordinance No. 90-23, relating to the City of Ocoee Personnel
Rules and Regulations; repealing Section 13.07 of Appendix C
of the Ocoee City Code and adopting a new Section 13.07
thereof relating to Worker's Compensation, adopting a new
of Appendix C of the Ocoee City Code relating to DUI, DWI and
Moving Traffic Violations, repealing Section 18 of Appendix C
of the Ocoee City Code and adopting a new Section 18 thereof
relating to Safety; providing for severability; providing an
effective date.
Ordinance No. 90-24, amending Chapter 10 of the Ocoee City
Code, Fire Protection and Prevention, by adopting an Article
III entitled Sprinkler, Standpipe and Fire Protection
Systems; providing for severability; providing for an
effective date.
Ordinance No. 90-25, amending the Ocoee Boating Code which
establishes boating regulations for boating activity on
various waterways located in whole or in part within the City

Mayor Dabbs had some editorial, non-substantive corrections for
the Safety Manual, Exhibit A of Ordinance 90-80, and a grammatical
correction for Ordinance 90-23. Corrected documents will be
distributed to the Commissioners. Mayor Dabbs noted for the
record that second readings and public hearings are scheduled on
November 20, 1990 for Ordinance Nos. 90-80, 90-23, 90-24 and 90-25
and on November 21, 1990 for Ordinance Nos. 90-74, 90-75, 90-76,
90-77, 90-78 and 90-79.
Resolution No. 90-21, adopting Clean Air Commission 1990-91 Litter
Prevention Grant Rule
City Manager Shapiro read Resolution No. 90-21 by title. Mayor
Dabbs noted some grammatical corrections in the litter prevention
grant narrative. Public Works Director Brenner explained the
needs and benefits of supporting this litter prevention program.
~ Commissioner Combs moved to adopt Resolution No. 90-21,
Commissioner Woodson seconded, and the motion carried unanimously.
STAFF REPORTS
None.
COMMENTS FROM COMMISSIONERS
Commissioner Combs
1) Announced a Kiwanis Club fund raiser to be held on December 9,
1990 at 12:30 p.m. at Windermere Country Club and invited all who
could to participate. The fee will be $50.00.
2) Reported that Mrs. Dorothy Dinkel was now in a coma and on a
respirator. He asked everyone to keep her in their thoughts and
prayers.
Commissioner Foster - None.
Commissioner Johnson
1} Asked who handles the paving and striping of the road at
Kissimmee and McKey Streets. City Engineer Shira said that DOT
was responsible for it. Mr. Johnson asked that DOT be contacted
about maintaining the area as he had had some calls about it.
2) Reported street signs down in Pioneer Key I.
3) Asked for a report on the money that was diverted from Senior
~ Citizens to build the firehouse on Adair.

Commissioner Woodson
1) Inquired about the portable toilets discussed for the area down
by Starke Lake. Public Works Director Brenner said the cost would
be $50 each per month with a once per month cleaning. City
Manager Shapiro said that once a month cleaning would not be
adequate, and that the City truck might be used to service them
more frequently. City Manager Shapiro said that Staff would
report back with estimated costs for other options.
2) Reported a house on Apricot Drive had a growing collection of
tires behind it. Mr. Shapiro had asked Code Enforcement to look
into it, but he did not have their report yet. He said the Health
Department had said that the encephalitic mosquito would not breed
in the tires.
3) Announced a December 7th giant turkey shoot sponsored by the
Lions Club and the Masons at the corner of Geneva Street and
Bowness Road.
4) Issued an invitation from he and Mrs. Woodson for everyone to
come to his new home on Sunday, December 2nd between 2:00 and 4:00
p.m. to have cake.
Mayor Dabbs
1) Had received a letter from Gerald Sims, 609 Spring Lake
Circle, questioning the efficacy of the selection of three firms
for the Clark Road project rather than one.
2) Appointed Commissioner Foster to serve a second year as a
director of the West Orange Chamber of Commerce,
3) Conveyed an invitation to Commissioners and Staff from the
president of the West Orange Chamber of Commerce, Jerry Baker, to
participate in the annual legislative reception on November 29th
from 7:00 to 9:00 p.m. at the West Orange Country Club in Winter
Garden.
4) Announced a Veterans Day program scheduled for Sunday,
November 11th, at 1:00 p.m. at the monument near the Gazebo. As
Mayor Dabbs will be out of town, Commissioner Johnson will be
Acting Mayor for the occasion.
5) Mentioned a memo from Public Works Director Brenner announcing
that telephone books may be recycled by placing them in newspaper
bins from December 1st through January 31st.
6) Announced that there will be no garbage service on
Thanksgiving Thursday and Friday.
7) Announced that he and Mrs. Dabbs will have an open house at
their home, 619 Caborca Court, on November 23rd and November
24th. Specific details will be announced later.
