HomeMy WebLinkAbout10-02-90 WS '- '-" --- MINUTES OF THE OCOEE BOARD OF CITY COMMISSIONERS WORKSHOP HELD OCTOBER 2, 1990 Mayor Dabbs called the workshop to order at 6:06 p.m. in the commission chambers. This workshop was called to review the following elements of the Comprehensive Plan: Infrastructure, Traffic Circulation, Conservation and Recreation and Open Space. PRBSENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson, and Woodson. Also present were City Manager Shapiro, Assistant City Attorney Woodson, Associate Planner Claman, Recreation Director Beech, and City Clerk Grafton. ABSENT: none Associate Planner Claman advised that in the presentation she would go over the elements she has prepared, give the source of the data and then ask for remarks from the City Commission and any members of the Planning and Zoning Commission and Citizens Advisory Board who may be present. INFRASTRUCTURE BLBMENT Ms. Claman explained that the data came from P.E.C. and that the water and wastewater sections were based on the master plan that they completed for the City last year, and that, based on the capacity sales, there should be no problem with concurrency. In the five year C.I.P. a drainage study is being done which should take care of drainage concerns in the area. The Water Management District is forming a document for acquifer recharge information and that portion of information pertinent to this area will be incorporated into our Plan. Attorney Duke Woodson requested that more specific terms regarding the reuse of .5 million gallons per day of effluent be incorporated into the Plan because of the Consumptive Use Permit issued by the St. Johns River Water Management District which is coming up for renewal in February. There was some discussion about the generic terms used in the plan as presented over-all and City Manager Shapiro advised that, unless a particular group had some specifics that should be included, a broad based approach was best. In this case, a statement should be included that the sprayfields will amount to .5 MGD and that we are entertaining discussions with golf course designers for the possibility of a golf course that will use approximately .780 MGD and also that the 4 +/- mile Clark Road Corridor will incorporate a dual water system. Mayor Dabbs said that the document should be specific here and use generic terms elsewhere. TRAFFIC CIRCULATION This element had been presented to Commission before by Mr. Bob Campbell, P.E.C., and the figures in this document were used to develop the traffic impact fee. The traffic projections are somewhat outdated as they were prepared in 1988, but the basic approach is to show that with the addition of Clark Road along with the Florida Department of Transportation improvements to the City's road system, no problems with concurrency are anticipated. Page 2 Ocoee City Commission Workshop: Comprehensive Plan '~ October 2, 1990 '-" ~ Mr. Dave Outlaw strongly urged Commission to consider including in the Plan the development of Maine Street as a major main street parallel to Highway 50 connecting with Clark Road and providing another north/south collector road as well. The Citizens Advisory Committee had looked at improvements to Blackwood north of Highway 50 and recommended that Blackwood stop at Maine Street rather than continue on to White Road. Ms. Claman said that the Citizens Advisory Committee had been divided on this issue and that Mr. Harper and City Staff had suggested, after conducting some studies, that extending Blackwood to White Road could reduce emergency response time by as much as a minute. Mr. John Bateman said that the Committee saw no advantage to having roads feeding into a 2-lane White Road or Bluford Avenue. Mayor Dabbs pointed out to Ms. Claman that the lake on White road was incorrectly referred to as Deep Lake and it should be called Mud Lake instead. There was some discussion regarding Mud Lake being a sinkhole and Mr. Goodman not acknowledging that he had in the past agreed to take care of the road and the sinkhole when this part was developed. Mayor Dabbs asked about mass transit and requested that, if it should not be included in the Comprehensive Plan, he would like for staff to be considering it outside the Comprehensive Plan. Planning Director Behrens said that when directed to do so, his department will do it. CONSERVATION Ms. Claman said that this document was based on information from the Water Management District, Orange County Environmental Protection Agency, Department of Natural Resources and the Department of Environmental Regulations. The air quality in Ocoee was analyzed and no problems were found. There were no major problems found with the water bodies. Groundwater quality was very good. Ms. Claman proposed adopting the County's well fill protection ordinance when it is prepared. Ms. Claman stated further that it is possible that some potentially threatened flora and fauna may be located in the north part of our planning area, but the low density housing and anticipated golf course should not have a severe adverse impact on them. Planning Director Behrens said that his department is working with developers to assure that wild life is preserved. RECREATION AND OPEN SPACE Ms. Claman said that the analysis in this document is based on Adjusted Levels of Service Standards from the Department of Natural Resources Parks and Recreation. The consensus of the Committee resulted in the list of improvements that is identified in the Plan. Members had been divided regarding the importance of conservation open space, passive recreation lands vs. baseball fields. Ms. Claman asked for comments from the Commission and a lengthy discussion ensued, during which Commissioner Johnson said that we must make sure there is enough land for recreation needs, especially baseball fields, P & Z Member Switzer noted that \.... Page 3 Ocoee City Commission Workshop: Comprehensive Plan October 2, 1990 '-' land was already available in existing parks that could be used for baseball fields and City Manager Shapiro stressed the need for lights on the fields. There was also discussion regarding whether ballfields should be centrally located or separated to serve different sections of the city. Ms. Claman listed those items that Planning and Zoning Commission had felt important: ballfields, pool, open space and bicycle facilities, and public restrooms at Starke Lake. When Commission was polled Commissioner Foster supported more passive parks, Commissioner had already expressed his opinion regarding ballfields, Commissioner Combs had no comment and Commissioner Woodson said more ballparks were needed but not a municipal pool. Mayor Dabbs noted that his list included bike/passive/adult to serve the needs of a broad cross section of the public and that he is not in favor of consolidating the ballfields. Commissioner Woodson and City Manager Shapiro agreed on the matter of not having a pool, and wished to have the incident made a part of the record. City Manager Shapiro said that the swimming pool business is better handled in conjunction with the schools. Mr. Switzer mentioned the need for rest room facilities at Starke Lake. Commissioners Combs and Woodson concurred. City Manager Shapiro said that he has no problem with installing the rest rooms but that it will be for special interest and will serve less than 25% of the citizens but if Commission feels that will meet the recreation needs of the community and so directs, he will see that it is done. Mrs. Pat Bond, who lives on the lake, said that she has inquired about this before, as people come to her house to use her bathroom and she can see a very real need for public facilities. There was more discussion regarding the use of port-a-lets. Recreation Director Beech said that as far as recreation is concerned we are expanding to meet the needs of the community. Grant money has been applied for to be used for bicycle/passive/adult recreation in Tiger Minor Park but that if lights were put in for a ballfield the residents there would object. Mr. Beech said that he is collaborating with YMCA for a swimming program. ADJOURNMENT The workshop adjourned at 7:15 p.m. or '-'
