HomeMy WebLinkAbout08-16-90 WS MINUTES OF THE OCOEE CITY COMMISSION BUDGET WORKSHOP HELD AUGUST 16, 1990 "-" The Ocoee City Commission budget workshop was called to order by Mayor Dabbs at 7:00 p.m. in the commission chambers. The roll was called and a quorum declared present. PRESENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson, and Woodson. Also present were City Manager Shapiro, City Engineer/Utilities Director Shira, Public Works Director Brenner, Finance Director Poston, City Accountant Gianitsis, and City Clerk Grafton. ABSENT: None Page B-51:Street Paving Priorities- Public Works Director Brenner explained that although some of the streets on the proposed list do not appear to be in terrible shape, they are on the list in order to do preventive maintenance and avoid heavy reconstruction later on. Maureen Avenue between Mona and Lady is bad. Consensus was to add Jay Street. ~ .-J.of?.fD .:..... S'S "'/.)4/911 Sidewalks: Public wor~nner advised that the cost of a 4' sidewalk is $750 per linear foot. Commissioner Woodson said that Reba, Doreen, Maureen, Perce, and Lyman do not have sidewalks and they are not on the list. Consensus was to transfer $10,000 from contingency, add the south side of Maureen and take Suzette, Crystal, and Mabel off the list as there are more children on Maureen. If there is money left over it is to be applied to those ~ small sidewalks that were removed from the list. Page C-1:Water Revenue- City Manager Shapiro said that the long dry season which caused the St. Johns Management District to restrain the use of water caused less water to be used than was budgeted for this fiscal year and that, coupled with the sewer fee cap, caused a significant loss in revenue. The guaranteed revenues which up to now have not been collected, will offset that loss substantially. Water connection fees have not been separated out before and now they are identified. Page C-3:Water Administration- The capital outlay is for work station, 6 PN plotter, and a personal computor with a printer. Page C-4:Water Services- Two more technicians are needed here. The capital outlay is for water meters, prota processor, backflow, backhoe, and folder/inserter. Page D-1 & 4:Sanitation Services- The capital outlay is for truck- lease payment, radios, and folder/inserter. The recycling projects $22,000 is money from the county. The county will be ready to take our recycling products September 1 and we will go city wide the first of the year. "-' '-" Page 2 Ocoee City Commission Budget Workshop August 16, 1990 Page E-1:Wastewater Administration- Wastewater fees are reduced for reasons already stated in the discussion about water. However, the second capacity sale is coming up and the guaranteed revenues from that sale for the rental of the capacity will be substantial. The capital outlay will go for GIS workstation, 6 PN plotter, personal computor and printer. Page E-5:Wastewater Utility- Two people will be added here. The capital outlay will go for submersible pump, auto dialer, portable radios, 6 foot disc, autoclave, computer software, folder/inserter, and sludge truck payment. Mayor Dabbs commended staff for a good job, and then the Ocoee Rent-a-Choir sang happy birthday to him with a great deal more gusto than harmony.
