Background Summary:
The Ocoee Police Department places a high priority on the detection and apprehension of impaired drivers. The
dangers of impaired driving are well documented with 899 deaths in Florida related to impairment in 2014 alone.
In-car video is a resource that greatly enhances the prosecution of DUI offenders as it details not only driving
behaviors but also the officer interaction as well as the field sobriety exercises. The States Attorney Office tasks
the Ocoee Police Department for In-car video on each DUI case.
The Ocoee Police Department requests to spend up to $12,000 from its State Forfeiture account that has a
current balance of $ 73,236.55 for the purchase of (2) in-car high definition video cameras to be installed in
traffic enforcement vehicles.
Issue:
Should the Honorable Mayor and Board of City Commissioners approve the Ocoee Police Department's request
for up to $12,000 from the State Equitably Shared Funds (Forfeiture Funds) for(2) in- car cameras?
Recommendations:
It is recommended that the Honorable Mayor and Board of City Commissioners approve the Ocoee Police
Department's request for up to $12,000 from the State Equitably Shared Funds (Forfeiture Funds) for (2) in-car
cameras.

SUBJECT: Request for In-Car Video System
Chief Charles Brown,
I would like to request the Department purchase an in-car video system for the assigned traffic
"ghost" cars. After comparing several different systems I would like to recommend the 4RE
system by Watch Guard. Below are some comparisons of the key features you should consider
when selecting a system.
Price
The prices I was able to locate during my research are only estimations and not actual quotes.
Based on the information I located the 4RE system is similar to the other systems and neither the
most expensive or cheapest system.
Camera/Resolution
The current systems (Kustom Signals G3) installed in vehicle 376 (traffic Chevrolet Silverado) and
the K-9 vehicles is only capable of 480 (640 x 480 pixels) resolution. This would be the equivalent
to old cable television compared to high definition; this is also the equivalent to the Sanyo SCP-
5300, flip phone, from 2002. The G3 system suffers tremendously during night time operation.
The video is grainy and does not properly adjust from unlit nighttime scenes to lit scenes (street
lights, headlights, etc...).
The 4RE system records in 720P (1280 x 720 pixels)which is the equivalent to high definition
video and by not using full high definition, 1920 x 1080 pixels, saves tremendously on storage
space with little effect on video quality.
The 4RE system also utilizes High Dynamic Range (HDR)which overlaps an under exposed and
over exposed image to create a more balance image in darkness. This helps reduce the
problems experience with the G3 system with headlight blow outs.
The higher definition and HDR capability would have been helpful on October 31, 2015, when I
conducted a traffic stop as part of a multijurisdictional DUI saturation patrol
(OCPD15OFF026729). Upon stopping the driver and passenger of the vehicle switched seats.
Although I could see this clearly the G3 system could not. The video only showed the vehicle
"jiggle" up and down. Because the system either records to dark or blows out the light it was not
able to even show shadows of the occupants switching seats.
Storage
The 4RE, MK3 HD, and G3 systems all compare similarly when it comes to storage. They each
utilize a solid state hard drive (SSD)which range in sizes up to 512GB. The 4RE however has
one key feature in this area that any officer would value over everything else. The 4RE system
records both to the SSD and to a removable USB thumb drive. This would allow an officer who
makes an arrest, such as a DUI, to remove the thumb drive and play back the video inside the
DUI testing center where the arrest report is often completed. This would allow the officer to
utilize the video during the report writing. Whereas with the current G3 system the officer
would have to complete the arrest report from memory and provide the video later. This could
unintentionally create a defense attorneys best weapon.
The 4RE also uses a smaller digital video recorder(DVR) then the G3. The G3 DVR had to be
mounted in the trunk for the K-9 cars and under the backseat in vehicle 376 due to size. The
4RE's DVR can be mounted in the center console of the "ghost" Chargers. The USB thumb drive
is located at the front of the DVR and be easy to reach is installed in the center console. The SSD
is located behind the thumb drive and is located into the DVR by key to still offer secure storage of
the SSD even if mounted inside the vehicle.
Audio
All systems compared equally in audio.
Pre-Log
Each of the systems offers pre-logging where the video goes back a set amount of time when a
recording starts. The 4RE system however, depending on SSD size, can virtual pre-log an entire
shift in a feature they call "Record-After-the-Fact" as seen on page 11 of the attached brochure.
Overall Operation/Design
The current G3 system utilizes a rear view mirror unit for playback of audio/video and to control
the unit. This removes the factory rear view mirror, which in the ghost cars, would remove the
Bluetooth hands free ability of the vehicles. It also makes it difficult for watch playback since the
screen is approximately 2.5 inches and near impossible to understand the audio on playback as
the speaker is mounted on the back of the mirror.
The 4RE system utilizes a controller equipped with a 4.3 inch screen for playback. The controller
can be mounted anywhere within the vehicle. The 4RE system is also capable of being integrated
with the in-car computer which would provide a much bigger screen and better audio for
playbacks.
