BACKGROUND SUMMARY: On March 15, 2005, the City Commission approved the final subdivision plan for Citrus Medical and Executive Office Park. This plan detailed construction of master infrastructure for the property. Since the approval of the final subdivision plan, infrastructure such as a cul-de-sac road, and lift stations have been constructed. After approval of the final subdivision plan, the developer submitted a site plan detailing the construction of eight, one- story medical/professional office buildings totaling 28,626 square feet in area with associated parking and landscaping on the property. The subject property is approximately 5.81 acres in size and is located on the south side of Old Winter Garden Road, approximately 500-feet east of the intersection of Blackwood Avenue and Old Winter Garden Road. The property to the north is zoned C-2 (Community Commercial) with a Future Land Use designation of Public Facilities/Institutional, and is the site of Health Central Hospital. The properties to the east, west and south are located within unincorporated Orange County and are developed as residential uses with a City of Ocoee / Orange County Joint Planning Area (JPA) Future Land Use designation of Low Density Residential. The Future Land Use designation for the site is "Professional Offices and Services." The property is zoned Commercial (PUD) which permits development and construction of the proposed professional office park. The site plan is consistent with the goals, objectives, and policies of the Comprehensive Plan, the Land Development Code (LDC), the requirements of the PUD, and the approved Final Subdivision Plan. DISCUSSION: As discussed above, the site plan proposes the construction of eight, one-story medical/professional office buildings totaling 28,626 square feet in area with associated parking and landscaping. The site plan indicates 21 oak trees ranging in size from 6-inches to 18-inches in diameter will be preserved along the northern, southern, and western boundaries of the property. These trees will be included in the required landscape buffers along each of the aforementioned property boundaries. Additionally, a 6-foot high block stucco wall will be constructed as part of the required buffer to the surrounding residential areas, and a 6-foot high brick wall will be constructed as part of the required buffer along Old Winter Garden Road, and portions of the eastern and western property lines. A cul-de-sac road, which was permitted with the final subdivision plan was constructed to allow access to the development. The site plan indicates that this road will be contained within a separate tract, which will be owned and maintained by a yet to be established Property Owners Association. This road will lead into a shared parking area on either side, which will also be owned and maintained by the Property Owners Association. In addition to being responsible for the ownership and maintenance of the cul-de-sac road and shared parking area, the Property Owners Association will be responsible for the ownership and maintenance of all common areas located on the site. Additionally, the site plan proposes the dedication of a 17-foot wide strip of right-of-way along Old Winter Garden Road. Since the site plan proposes the cul-de-sac road, retention pond, lift station, and dedicated strip of right-of- way to be contained within separate tracts, the property will be required to be platted. The plat must be approved before building permits are issued for the proposed buildings. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on September 18, 2006 and reviewed the Preliminary/Final Site Plan. The applicant was notified that additional fees had accrued and must be paid prior to the project going to Planning & Zoning Commission. No additional concerns were addressed, and the DRC voted unanimously to recommend approval of the Preliminary/Final Site Plan date stamped "September 26,2006". PLANNING & ZONING COMMISSION RECOMMENDATION: On October 1 0, 2006, the Planning & Zoning Commission met to review the proposed Large-Scale Site Plan for Citrus Medical and Executive Office Park. After staff's presentation, and a brief presentation from the applicant, the Commission unanimously recommended approval of the Large-Scale Preliminary/Final Site Plan. STAFF RECOMMENDATION: Based on the recommendations of the DRC and Planning & Zoning Commission, staff recommends that Honorable Mayor and City Commissioners approve the Large-Scale Preliminary/Final Site Plan for Citrus Medical and Executive Office Park as date stamped October 27,2006.
