Antonio Fabre, AICP 407-905-3100 X 1019 Reviewed By: Department Director: City Manager: Subject: West Orange Investments - Preliminary/Final Site Plan Project # LS-2005-016 Background Summary: The subject 2.23 acres site is located on the northeast corner of Marshall Farms Road and State Road 50 within the City's SR 50 commercial corridor. The site itself is currently undeveloped and sparsely covered with a small mixture of pine trees, oak trees and other varieties of trees scattered around the property. The adjacent land uses to the north and west are developed as a storage facility (Extra Space Storage) and large-scale parking areas (Auto Auction) with C-3 zoning. To the east is an auto salvage facility zoned C- 2 (Ralph Johnson). Located on the south side of SR 50 is an Auto Service (Just Brakes) establishment zoned C-3. To the southeast is a 3-story storage facility (U-Haul) in unincorporated Orange County jurisdiction. The Future Land Use designation for the site is Commercial. The property is zoned General Commercial (C-3), which permits development and construction of the proposed use. Therefore, the requested use is consistent with directives of the Comprehensive Plan and the adopted Land Development Code (LDC). The subject site is designated within the State Road 50 "Activity Center" Special Development Plan and the recently created City of Ocoee CRA District. These classifications promote special development considerations in order to encourage high quality development. The facility design and associated landscaping promote these objectives. Issue: Should the Honorable Mayor and City Commissioners approve the Preliminary/Final Site Plan for West Orange Investments? DISCUSSION: The Preliminary/Final Site Plan proposes a three-story self-storage facility with a total building floor area of 63,075 square feet. The building footprint will be 21,025 square feet. The site plan has all the requisite parking and landscaping areas per the Land Development Code. In addition, a 6 feet wide concrete sidewalk with landscaping will be provided along the property boundaries to facilitate pedestrian travel. One sitting area will also be provided for pedestrian and patron use. The building is design to look like a modern three-story office building rather than a traditional mini-warehousing facility. One waiver from the Land Development Code is requested by the applicant/developer. A large-scale project of this size requires a water feature such as a fountain. The applicant's justification for not providing a water feature is the off-setting public benefit of selling additional road right-of-way to the City at a reduced cost for future widening and improvements on Marshal Farm Road. Staff recommends approval of the waiver request due to the type of use, right-of-way dedication and utilizing a dry retention area. Recommendations: DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on September 18, 2006 and reviewed the Preliminary/Final Site Plan. There were minor technical issues to be addressed from the City Attorney and Engineering Department that were identified in written staff comments and presented verbally. All of the issues were discussed and a few minor changes to the Plan were agreed upon. When the discussion was finished, the DRC voted unanimously to recommend approval of the Preliminary/Final Site Plan, subject to the developer making changes specified in the reports and incorporating the request into the proposal as discussed. These changes were made and shown on the plans date stamped "Received October 5, 2006." PLANNING AND ZONING COMMISSION RECOMMENDATION: The proposed Preliminary/Final Site Plan for the West Orange Investments Storage Facility was reviewed at a Public Hearing by the Planning and Zoning Commission on October 10, 2006. City Staff and the Applicant answered several questions regarding tree preservation, waiver for the water feature, traffic, and the roadway widening on Marshall Farm Road. The northern abutting property owner had concerns as to the site being used for a self-storage facility. He believed that the site was better suited for a retail use. The P&Z Commission commented on the self-storage use proposed. Commissioner Morris commented that the property could better serve the community with a different use other than a self-storage facility. He noted that there were several existing self-storage facilities in the surrounding area. Nevertheless, the overall P&Z Commissioners opinions were that the proposed project and use will be a positive enhancement to the area. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the West Orange Investments Storage Facility Preliminary/Final Site Plan, subject to incorporating language into the plans per the City Attorney for COA #18 pertaining to proportionate share funding of the forcemain by the Developer, illustrating the required 42" Black Aluminum Handrail on the Retention Pond Detail, adding standard COA(s) on tree preservations, and completing the City Attorney's Comments dated October 6, 2006 prior to the City Commission meeting. A revised Preliminary/Final Site Plan (date stamped October 24, 2006) incorporates the P&Z's requested changes. STAFF RECOMMENDATION: Based on the recommendation of the Planning & Zoning Commission, Staff recommends that the Mayor and City Commissioners approve the West Orange Investments Storage Facility Preliminary/Final Site Plan, as date-stamped received by the City on October 24, 2006.
