Development Engineer of go Contact Number: 407-554-7081 City Manager: Subject: Reclaimed Water Main Extension in the North Service Area (District 4 — Commissioner Joel Keller) Background Summary: In order to continue with our efforts to provide customers cost effective water utility services and conserve valuable potable water, the City of Ocoee has been maturing the North Service Area by construction of a perimeter loop of the area. Currently the loop is constructed on the north and west sides and portions along the south and east sides have been completed. Refer to the attached Figure 1 to see the looping and proposed links to be completed. Having a mature reclaimed system will allow the City to adequately provide reclaimed water to the current neighborhoods in the North Part of the City and the neighborhoods currently under construction such as Crown Pointe Cove, The Preserve at Crown Point, Westyn Bay Commercial, Forest Lake Estates, Arden Park, Oak Trail Reserve, and McCormick Reserve. City Staff working with the developer of the McCormick Reserve Subdivision, Ocoee II, LLC, have conditionally agreed to have Ocoee II, LLC construct a portion of the loop (east side) in the Clarke Rd right-of-way (Segment 3 in Figure 1). The City has agreed to reimburse the developer for constructing the reclaimed water extension. The portion of the main to be constructed by McCormick Reserve will be 940 linear feet of eight (8) inch reclaimed water pipe and will connect the existing main from the west entrance to Kensington Manor (Whitefriar Dr.) to a future main to be constructed by the Arden Park North Development. Attached is the IBI Group's Proposal (dated September 19, 2016) for the eight (8) inch reclaimed line on Clarke Rd which includes a construction break down by ",The Briar Team" Site Developer - Contract Cost (signed September 16, 2016) in the amount of $47,293.75. The cost appears to be in line with other costs recently experienced by the City on projects similar in nature. Also attached is the Wholesale Reclaimed Water Service Area Map. This extension of the City's Reclaimed Water System will move the City one step closer to having a mature reclaim system. A mature reclaimed water system will help reduce the demand for potable water, decrease diversion of freshwater from sensitive ecosystems, reduce the need for chemical fertilizers on yards, and will maintain groundwater recharge of our natural aquifer. Issue: Should the City accept the IBI Group's proposal for extending reclaimed water service on Clarke Road in the amount of $47,293.75 to be reimbursed by the City? Recommendations The Utilities Department recommends the acceptance of the Proposal submitted by the IBI Group for the reclaimed water main extension on Clarke Road and that the funds be released to reimburse the IBI Group accordingly ($47,293.75). Financial Impact: Funds to be used by this project will be expended from funds available due to the favorable bid of the Lake where $1,046,125 was programmed for the project.
