HomeMy WebLinkAbout06-04-91 '--' '-" '--' KlNUTES OF THE OCOEE BOARD OF CITY COKKISSIONERS REGULAR KEETING HELD JUlfE 4, 1991 The regular meeting of the Ocoee Board of City Commissioners was called to order by Mayor Dabbs at 7:30 p.m. in the commission chambers. Commissioner Foster led in the prayer and pledge of allegiance. The roll was called and a quorum declared present. PRESENT: Mayor Dabbs, Commissioners Foster, Johnson and Woodson. Also present were City Manager Shapiro, City Attorney Rosenthal, City Engineer/Utilities Director Shira, Director of Administrative Services Beamer, Planning Director Behrens, and City Clerk Grafton. ABSENT: Commissioner Combs (ill) PRESENTATIONS AND PROCLAMATIONS: Mayor Dabbs announced that representatives from the Citrus Council of Girl Scouts had met with him just before the meeting and had presented to him a plaque in appreciation for the assistance given to them by the City Commission. City Manager Shapiro announced that the Citizen Recognition Awards scheduled for this meeting will be made at the June 18 meeting. CONSENT AGElfDA The proposed consent agenda consists of items A, B, C, D, E, F, and G. Commissioner Woodson pulled item A and said that he felt that the minutes did not cover all of what was said as the details were omitted and he felt that his portion of the discussion was not adequately recorded. Both City Manager Shapiro and Mayor Dabbs said that the minutes were not verbatim but rather a record of the tenor of the matter, and that the clerk's duty was to record the issue, who spoke, and the vote. City Attorney Rosenthal suggested that Commissioner Woodson should present a summary as he would prefer to have the minutes read and he recommended deferring amending the minutes until next meeting so that an acceptable paragraph could be worked out. Approval and Authorization Qf Motorcade Plan Honorinji Robert W. Williams Couissioner Foster, seconded by Couissioner Johnson, moved to accept the proposed consent agenda as presented. Kotion carried with unaniaous vote in favor. City Engineer Shira pointed out three diagrams displayed which showed some of the benefits to be derived from interfacing with GIS database and explained that the County will be using the City of Ocoee as a prototype as our information is in their database already. Mohnacky, 1820 Prairie Lake Boulevard, said that he thought there should be more discussion during the meetings regarding some items. Also Mr. Mohnacky pointed out that the new policy with Sanitation not picking up furniture, etc. will cause a problem. City Manager Shapiro said that Mr. Mohnacky is right and that later special service once a month may be started, but the cost of continuing the service as it is currently provided is too high. SECOND READINGS AND PUBLIC HEARINGS OF ORDINANCES ORDINANCE NO. 91-13, "relating to water and sewers; amending the present Chapter 22 of the Code of Ordinances; amending Section 22-35 to provide an alternative method for the calculation of water capital charges; amending Section 22-65 providing for an alternative method for the calculation of sewer capital charges; providing for severability; providing an effective date" was presented by title for the second reading and public hearing. The public hearing was opened and, no one wishing to speak, was closed. Couissioner Johnson, seconded by Co..issioner Woodson, moved to enact Ordinance No. 91-13 as presented. On roll call Co..issioner Foster voted "aye," Couissioner Johnson "aye," Couissioner Woodson "aye," and Kayor Dabbs "aye." (Note: Co..issioner Coos absent.) Kotion carried with unanimous vote in favor. ~ ORDINANCE NO. 91-14, "relating to trees and landscaping; amending Article II of Chapter 1.25 of the Code of Ordinances by adopting Section 12.5-10 establishing a fee for the issuance of tree permits; providing for severability; providing an effective date" was presented by title for the second reading and public hearing. The public hearing was opened. Mr. Mohnacky asked for further clarification and City Manager Shapiro explained that this ordinance requires citizens and developers alike to obtain a permit when a tree is to be removed. The public hearing was closed. Coamissioner Woodson, seconded by Commissioner Foster, moved to enact Ordinance No. 91-14 as presented. On roll call Co_issioner Foster voted "aye," Co..issioner Johnson "aye," Co..issioner Woodson "aye," and Kayor Dabbs "aye." (Note: Couissioner Coos absent.) Kotion carried with unanimous vote in favor. OTHER BUSINESS DISCUSSION REGARDING REQUESTS FOR FUNDING - OUTSIDE AGENCIES City Manager Shapiro recommended that those agencies which have asked for funds in the past be invited to present their needs during a bUdget workshop so that those funds can be a part of the bUdget process rather than drawing from contingency. Couissioner Woodson, seconded by Commissioner Johnson, moved to notify agencies (by letter and advertising in a local newspaper) who wish to petition Co..ission for donations that a budget workshop for that purpose will be held. Kotion carried with unanimous vote in favor. FIRST READIIIG OF ORDIIIAlfCES - SECOND READINGS AND PUBLIC HEARIIIGS ARE SCHEDULED FOR JUNE 18, 1991 ORDIIIAlfCE 110. 91-15, CASE NO. 1-4AR-91:GRlKES, "relating to the annexing of real property located 230' north of the northwest corner of Maguire and Roberson Roads" was presented by title only for the first reading. '-' "" Page 3 Ocoee City Commission Regular Meeting June 4, 1991 ORDI1(UCE 1(0. 91-16, CASE NO. 1-4AR-91:GRlKES, "relating to the changing of zoning classification from Orange County A-1 to P-S on real property located 230' north of the northwest corner of Maguire and Roberson Roads" was presented by title only for the first reading. ORDI1(AlfCE 1(0. 91-17, "relating to confinement of animals and fowl and providing for a caretaker for certain animals in confined area" was presented by title only for the first reading. STAFF REPORTS City Manager Shapiro reported that a grant for $115,524.00, which is 60% of the amount requested, has been awarded for the Withers-Maguire House and an RFP will be on the agenda for a July meeting. '" Mr. Shapiro reported also that the firm of Glatting Lopez Kercher and Anglin has been appointed by Florida Department of Transportation to determine where the exits should be on the Turnpike and in order for them to consider Maguire Road as a possible exit a letter must be sent within 48 hours. Mayor Dabbs declared this to be an emergency item and called for a motion. Couissioner Foster, seconded by Commissioner Johnson, moved to instruct staff to send a letter to Glatting Lopez Kercher and Anglin/Department of Transportation requesting that Kaguire Road be included in the study for exits on the Turnpike. Kotion carried with unanimous vote in favor. Mr. Shapiro noted also that the message from the City of Ocoee to the graduating class in the West Orange High School Year Book was beautifully done. COIOlERTS FROK CODISSIOIfERS Co..issioner Foster: 1) Reported that the first house north of Silver Star on the west side of Ocoee Hills Road looks like a used car lot. Staff noted that this is in the County and an ongoing problem. 2) Requested that we continue to provide police escort for funeral processions and requested also that it be included in the budget discussions. couissioner Johnson: 1) Noted that there will be no school bus service for students living within 2 miles of the schools and said that now is the time to assure that there are adequate sidewalks, crossing guards, etc. for the next school year. 2) Asked for a list of retention areas that the City maintains. 3) Said that he had requested a "Deaf Child" sign for a particular area and has been advised by Staff that the County has had a bad experience with that kind of sign and will not authorize it. .......... '-"' Page 4 Ocoee City Commission Regular Meeting June 4, 1991 Commissioner Woodson: 1) Advised that he was misquoted in the West Orange Times regarding the Arvida project and they will run a correction next week. 2) Reported the Kissimmee Avenue and Bluford Avenue railroad crossings are in bad shape again. 3) Talked about the building numbers in Good Homes Plaza. City Manager Shapiro explained that the current method of assigning numbers is not satisfactory and we are attempting to arrive at a solution to the numbering system problem. 4) Reported a basketball goal hanging in the street at 408 Apricot Drive. 5) Reported that someone was washing a paint tank on Lakeview Street and the water was running into Starke Lake. 6) Asked if the sale of 333 Enterprise Street property is complete yet. MAYOR DABBS: 1) Reported that the intersection at Geneva Street/So Lakewood Avenue needs paving again. 2) Advised that he will be out of town June 12 through 19 and again June 22 through 26 and so will not be present for the next meeting.
