HomeMy WebLinkAbout08-25-2016 MINUTES OF THE CITIZEN ADVISORY COUNCIL OF THE OCOEE POLICE DEPARTMENT SPECIAL SESSION HELD AUGUST 25, 2016 CALL TO ORDER Chairperson Laney called the meeting to order at 7:02 p.m. in the Commission Chambers of City Hall, located at 150 N. Lakeshore Drive. Chairperson Laney led the invocation and Vice- Chairperson Santana led the Pledge of Allegiance to the Flag, the roll was called, and a quorum was declared. PRESENT: Member Ball, Chairperson Laney, Vice-Chairperson Santana, Member Titus, Member Seebeck, Member Hill, Member King, Member Murray, and Member Vines (late arrival at 7:09 PM). Also present were Staff-Liaison Sgt. Iannuzzi and Recording Clerk Garza. ABSENT: Member Clark (excused), Member Watson (unexcused), Member Heard (unexcused). Chairperson Laney welcomes everyone to the meeting and thanks everyone who was able to attend Coffee with a Cop. Staff-Liaison Sergeant Iannuzzi states she brought information flyers for upcoming events, including the S.A.F.E. Class, The Poker Tournament, and a Fundraiser for Fire Lieutenant Vince Byrd. Staff-Liaison Sgt. Iannuzzi suggests the board members address the issue of Member Watson and Member Heard not attending the meetings and Chairperson Laney adds this can be added to the agenda for the next meeting. Use of CACOPD Funds Budgeted for FY15/16 Chairperson Laney made a motion to recognize the four officers responding to the Pulse shooting by giving each of them a $50 gift card,for a total of$200, seconded by Member Titus. Vice-Chairperson Santana asks what these officers would like as recognition and Staff-Liaison Sergeant Iannuzzi suggests a more private recognition as opposed to a public one. (Member Vines arrives at 7:09 p.m.) Staff-Liaison Sergeant Iannuzzi continues by saying a better idea would be to stop by the station and meet with them to get to know them a little better. Chairperson Laney asks when it would be a good time to do this and Staff-Liaison Sergeant Iannuzzi replies evening are better. Discussions ensued. Chairperson Laney says she may be able to get refreshments donated and use the remaining $9.00 to purchase some extra refreshments. Member Murray agrees. Member King asks how this is different from the Officer of the Quarter Award to which Chairperson Laney replies there will be no public recognition. A vote was called, and the motion to recognize the four officers responding to the Pulse shooting by giving them each a $50.00 gift card,for a total of$200.00 passed unanimously. Chairperson Laney continues by saying there is a remaining balance of $209.00 and she thought it a good idea to treat the officers to dinner and a movie at AMC West Oaks; to do this, AMC would donate the movie passes and then the officer of the quarter could get the movie tickets together with the gift cards, contingent on a non-profit status. Staff-Liaison Sergeant CACOPD Special Session August 25,2016 Iannuzzi replies the Ocoee Police Department does not have a 501 foundation status but donations are tax deductible because we are a government agency. Chairperson Laney continues by saying she will contact the AMC Theater manager to let him know. Discussions ensued. Chairperson Laney also says the other idea to allocate the budget balance is to produce a recruitment video for the Police Department and she has contacted some faculty at UCF to help with this. Sub-Committee Guidelines • Staff-Liaison Sergeant Iannuzzi tells the board members the committees can be formed and meet for fact-finding purposes only. Each subcommittee can decide when and where to meet and then bring the information to the board for discussion and vote. She also adds that although the subcommittee meetings are not subject to the Sunshine Laws, the City would like to know when and where the meetings will take place and will post it publicly. Vice-Chairperson Santana asks where and when can the subcommittees meet and how can the same schedule their meetings. Staff-Liaison Sergeant Iannuzzi replies there are no limitations as to where and when the subcommittees can meet, and reminds the board members to discuss only the items for which the subcommittee was formed. Chairperson Laney says she did not know that not being part of a subcommittee would preclude her from bringing ideas to the subcommittees. Member Vines states she is not supposed to since she is not part of the subcommittee. Staff-Liaison Sergeant Iannuzzi asks if Chairperson Laney is a member of a subcommittee, to which Chairperson Laney replies no; she also adds she did not know she had to be a part of the subcommittee to participate and also adds she is concerned with this whole subcommittee idea since most of the members are new and have not had any Sunshine Law training and would like to suggest to wait until the Deputy City Clerk puts together a sunshine law training class next year. Discussions ensued. Staff-Liaison Sergeant Iannuzzi states the two pages from the Sunshine Laws manual concerning the subcommittees are included in the packet she gave all the board members for reference. She also adds the sunshine law training is a great idea and should be done when available but it should not stop the subcommittees from forming and meeting. Discussions ensued. Chairperson Laney also states she is disappointed since the Neighborhood Safety Summit was already arranged, scheduled, and voted on, and the Mayor and Commissioners were on board with this taking place on September 27. Staff-Liaison Sergeant Iannuzzi replies the summit will take place but at a later date and the subcommittee will help with gathering the facts and information for the board to decide. Discussions ensued. Member Seebeck adds he believes what is missing are the formal agenda and information pertaining to the summit for the proper authorities to approve it before it can take place. Chairperson Laney states the summit has been discussed in previous meetings and everyone in the board has been on board. Staff- Liaison Sergeant Iannuzzi replies it has been discussed for over two years now but the issue has been the no action had been taken to make the event happen, and also it needs to be approved by Chief but it has to go through the proper channels. Discussions ensued. Chairperson Laney states she will wait for the subcommittee to bring the information before the board as requested. Staff-Liaison Sergeant Iannuzzi reminds the board members that any emails concerning the 2 CACOPD Special Session August 25,2016 C.A.C.O.P.D. need to be sent to her as the Board Liaison and not to Recording Clerk Madeleine Garza so they can be addressed using the proper channels. Discussions ensued. Chairperson Laney lets the board members know that contacting staff is not a violation of the sunshine laws. Member Vines asks what the purpose of this board is because he thinks it should be a group effort as opposed to one person's efforts. Member King asks if the board should be finding resources for the Police Department and Chairperson Laney states the board should promote communication between the Ocoee Police Department and the community using media outlets and support the Ocoee Police Department's community programs. Staff-Liaison Sergeant Iannuzzi states the board's purpose is to better the relationship between the police department and the public and she believes that with the subcommittees in place this will get done. Chairperson Laney disagrees because there have been plenty of opportunities where she has brought forth ideas and plans but at some point in time a roadblock has prevented those from happening after being voted on. Staff-Liaison Sergeant Iannuzzi commends Chairperson Laney on doing everything she has so far for the board and Member Vines agrees and adds she has been undertaking all of the work and it should be shared by everyone involved to get things done; perhaps delegating, which will actually get things done. Member Hill adds everyone on the board is qualified and experienced to carry out ideas and tasks and the board needs to utilize everyone's potential and abilities. Discussions ensued. Chairperson Laney made a motion to buy four $50 gift cards for next year's Officer of the Quarter Awards for a total of$200, 7:57 PM seconded by Member Hill. Chairperson Laney asks if the board can get reimbursed for a purchase using the remaining $9.00. Member Murray adds he thinks $9.00 is not enough for refreshments. Discussions ensued. The Motion made by Chairperson Laney to buy $50 gift cards for next year's Officer of the 9uarter Awards totaling$200 did not carry, 1-8 with Chairperson Laney voting in favor and all others opposing. Member Seebeck made a motion to buy three $50 gift cards, and use $59 to buy refreshments for the recognition to the Officers in the Pulse shooting, seconded by Vice-Chair Santana. The motion passed unanimously. Staff-Liaison Sergeant Iannuzzi suggests Chairperson Laney send an email out to board members concerning what kind of food will be purchased for the dinner and include Staff- Liaison Sergeant Iannuzzi so she can go ahead and purchase the food. Chairperson Laney asks what do the officers like and Staff-Liaison Sergeant Iannuzzi replies she will find out. Recording Clerk Garza reads into the record the names of the board members assigned to each committee. The summit committee has the following board members assigned: Member Adrian Hill, Member Braundon Vines, Member Dennis Murray, and Member Cheryl King. The C.A.C.O.P.D. recruitment video committee has the following board members assigned: Vice- Chairperson Jose Santana, Member Terry Titus, and Member Braundon Vines. Staff-Liaison 3 CACOPD Special Session August 25,2016 Sergeant Iannuzzi provides the summit sub-committee the agenda Chairperson Laney had initially drafted for their use. Additional subcommittees Vice-Chairperson Santana asks Staff-Liaison Sergeant Iannuzzi to explain the Poker Tournament and what is needed from the board members, and Staff-Liaison Sergeant Iannuzzi replies she will need assistance with registering people the day of the event, and also with putting the word out to find players. All proceeds go to benefit the Toys for Kids in Need Program. She also adds the $50 registration fee includes a bratwurst, potato chips, two drinks and 7500 chips; bringing a toy gives you 1000 extra chips for a maximum of five toys. There are several prizes for the winners. Vice-Chairperson Santana also asks about the flyer for Lt. Byrd's fundraiser to which Staff-Liaison Sergeant Iannuzzi replies it will take place at Franks Place Vice- Chairperson Santana also asks about the S.A.F.E. class and how can the board help to which Staff-Liaison Sergeant Iannuzzi replies by putting the word out. Discussions ensued. Member Hill asks if there is a possibility of having more meetings, maybe meet every other month to which Chairperson Laney replies yes, it is possible. Member Vines also suggests board members bring ideas of different events to plan for the years ahead to become more active in the community. Discussions ensued Member Hill asks if the Ocoee Police Department still has access to the substation in the West Oaks Mall to which Staff-Liaison Sergeant Iannuzzi replies it is not functional but the one at West Road is. Member Vines would like to come up with a skit by which a regular person can walk in a police officer's shoes to bring awareness of 4 CACOPD Special Session August 25,2016 what an officer goes through and in making split second decisions that can be put together for any upcoming event. Staff-Liaison Sergeant Iannuzzi reminds the board members of the simulator at the Police Department and adds it would be a good idea for the C.A.C.O.P.D. members to go through the simulator. Member King asks if the Police Department has a list of Home Owners Associations and Staff-Liaison Sergeant Iannuzzi replies yes, the City Clerk's Office has one. Member Vines thinks it a good idea to maybe have each community tour the police department to meet officers and help bridge the gap between the community and the Ocoee Police Department. Discussions ensued. Member King thinks it a good idea for the zone officers to stop at homeowners' associations meetings to meet residents and board members. Staff Liaison Sergeant Iannuzzi replies the police department goes to the meetings but the homeowners' associations need to let the police department know when the meetings take place and invite them. Discussions ensued. Chairperson Laney asks the board members to read the charter before next meeting so there can be a discussion about it and also asks for suggestions on the date for the awards to the officers. Member King suggests a Thursday evening could work since the C.A.C.O.P.D. meets on Thursdays. Staff-Liaison Sergeant Iannuzzi states that squad works every other Thursday and thinks September 22 or October 6 at 7:30 would work. Discussions ensued. Staff-Liaison Sergeant Iannuzzi requested an email from Chairperson Laney with the choice of food to purchase for the event. Chairperson Laney would like to know what kind of food do the officers like and Staff-Liaison Sergeant Iannuzzi replies she can have a response by Wednesday. A motion was made by Member Hill to let Staff-Liaison Sergeant Iannuzzi purchase the food she thinks the officers will like, seconded by Chairperson Laney. The motion passed unanimously.
