Subject: Allocation of funds to cover shortages in General Fund Expense Accounts for FY 2016
Background Summary:
Expenses for general fund legal services and fire department salaries exceeded budgeted amounts for fiscal year
2016. Funds need to be transferred to cover these shortages since there are not excess funds available in the
departments.
Issue:
Legal expenses related to contract negotiations with the police union and other police matters contributed to the
shortage in the legal expense account. The city approved retro pay for members of the fire union which
exceeded available funds for salaries. Expense accounts should not exceed the amounts budgeted thus it is
necessary to transfer funds to these accounts before we officially close the financial records for fiscal year 2016.
Recommendations
Staff recommends transfers from available funds in the Police Salary expense line to the cover the shortages as
follows: Legal Expense(001-514-00-3101) $8,200 and Fire Department Salaries(001-522-00-1200) $105,000.

The approval of this transfer will cover the current shortages and bring the city into compliance with the charter
thereby eliminating an audit comment.
