Minutes of the Human Relations Diversity Board
Regular Meeting Held on November 3,2016
I:CALL TO ORDER
I-IRBD meeting was called to order by Chair Crown at 7:03 pm in Room 109 at Ocoee City Hall located at
150 North Lakeshore Drive,Ocoee, Florida.
Pledge of Allegiance and Moment of Personal Reflection:
Member Maxwell led the board in the pledge of allegiance to the U.S.flag;followed by Chair Crown
asking that we each take a moment for personal reflection.
Roll Call and Determination of Quorum:
Secretary Washington performed roll call and determined that there was a quorum. In attendance at
the time the meeting was called to order and roll call taken were: Members Crown,Anderson-Robinson,
Dawkins, Maxwell, Hershaw and Brown; Ex Officio Member Wright. Member Foster arrived at 7:05 pm.
Absent were: Members Calloway, Briggs and Vines; Ex Officio Member Keller.
Review of Excused Absence(s): Members Calloway and Vines were excused. Member Briggs was an
unexcused absence.
Review Agenda for Tonight Meeting:
Chair Crown reviewed the agenda for the night.
Review of Minutes:
Member Maxwell made a motion to approve the minutes, seconded by Member Hershaw. Minutes of
the August 4, 2016 meeting were approved.
II:BUSINESS FOR DISCUSSION
Comments from Citizens/Public: Visiting was Lou Forges,who is interested in joining the board. Also
present were Police Chief Brown, Deputy Chief Plasencia and Community Affairs Officer Patera Scott-
Marsh.
Budget Report: Member Wright reported that the Board had a current balance of$11,388.93.
Art Festival: Member Hershaw,Chairman of the festival, wrote the letters and sent them to Member
Wright for forwarding to the high school principals and also flyers for the art teachers.
Ocoee World Fest: The World Fest has been cancelled. Member Crown wanted to thank everyone on
the committee for all their hard work and time.
MLK Parade: Discussion ensued regarding the logistics of the parade:
• One way entrance at Citrus Elementary
• List of participants and line-up in advance
• Mark spaces with numbers on a single stake
• Chief Brown and Member Wright will talk to Parks& Recreation regarding shuttle for
participants before and after the parade, and to Public Works for supplying cones, etc.
for line-up at Citrus Elementary and at the end of the parade at the West Oaks Mall
Member Dawkins volunteered as Chairman. Member Maxwell will be in charge of stage decorations.
Member Hershaw made a motion that we set aside$400 for stage decorations, seconded by Member
Dawkins and unanimously approved.
Other costs include chairs rental, set up and take down-$750;Stage rental-$200; port-a-potty rentals-
$200; photography and videography-$250; and honorariums to Allie Braswell, Brian Stamper, Ocoee HS
and possibly West Orange HS,and Wekiva HS- $500 each.
Member Hershaw made a motion of a not-to-exceed amount of$4,000.00 for the parade. Member
Maxwell seconded the motion and it was approved unanimously.
Cemetery: A survey will be done of the cemetery in the next couple of months. Member Maxwell made
comments regarding the safety of the memorial.
Other Business: Order shirts and name tags for new members.
Set Next Agenda:
Chair Crown, along with input from the board, set the agenda for the next meeting,which will be held
on December 1, 2016,said Agenda was established as listed below:
