HomeMy WebLinkAbout04-20-99 WS MINUTES OF CITY COMMISSION WORK SESSION HELD APRIL 20, 1999 !iff CALL TO ORDER: Mayor Vandergrift called the meeting to order at 6:11 p.m. PRESENT: Mayor Vandergrift and Commissioners Anderson, Howell (arrived at 6:25 p.m.), Johnson and Parker (arrived at 6:25 p.m.). Also present were City Manager Shapiro, City Attorney Rosenthal, City Clerk Grafton, Human Resources Director Psaledakis, Finance Director Horton, Police Chief Mark, Planning Director Wagner, Fire Chief Strosnider, Director of Community Relations/Projects Shira, City Engineer/Utilities Director Shira, Public Works Director Smith, Building and Zoning Official Flippen, Buyer Meridith, Recreation Director Nordquist, Assistant City Engineer/Utilities Director/Construction Administrator Wheeler, Police Captain Wilson, Finance Supervisor Carter, and Budget Analyst Strickland. ABSENT: None. Mayor Vandergrift welcomed the EI Salvador COMURES delegation. REVIEW AGENDA FOR APRIL 20, 1999, REGULAR MEETING Commissioner Anderson referred to the following: . Item III.B. Implement a Fundraising Block Program at the Vignetti Recreation Center He said the night before at the Parks and Recreation Advisory Board meeting, he was asked to request a $500.00 grant or donation for paints, colors, brushes, drop cloths, storage bins for supplies, etc., for the program. City Manager Shapiro said the City has operating supplies. . Item III.C. Approval and Authorization to Expend $6,445.00 of Impact Fee funds for the Procurement of Exercise Equipment and Pressure Washer He asked if the exercise equipment could be put at the recreation center across the street so it could be used by citizens during the day. Mr. Shapiro said the funds had to be used for the Fire Department. The equipment could not be moved into another building and then be called Fire Department equipment. If the equipment were being paid for with general fund revenue, that could be done. Fire Chief Strosnider said a pressure washer was being borrowed from Public Works. A small portable pressure washer could be put in the back of one of the smaller trucks to use to wash the floors and equipment at all three stations. Because of the rough texture on the floors in the new stations, the floors have to be pressure washed weekly. Commissioner Anderson Meeting April 20, 1999 . Item III.F. Approval and Authorization to award a contract with Prime Construction Group, Inc. in the amount of $348,840.00 for Phase 3 Water Distribution Main Project I and $297,775.00 for Phase 3 Water Distribution Main Project Part 2 in Accordance with the following steps: (1) Authorize the Engineering Department to execute the Notices of Intent to Award and secure executed contract documents, bonds and insurance from the contractor, and (2) Authorize the Mayor and City Clerk to execute the contracts with Prime Construction Group, Inc. at such time as the contract documents are reviewed for compliance by staff and legal counsel, as needed . Part 1 allows for the installation of a new 12-inch water main along Ocoee- Apopka Road from north of Silver Star Road to Fuller's Cross Road, connecting the existing 12-inch water main on Ocoee-Apopka Road at Sobik's Sub Shop to the new water main on Fuller's Cross Road to be constructed under the Part 2 contract. Part 2 allows for the installation of a new 12-inch water main along Fuller's Cross Road and Clarcona-Ocoee Road, south along Clarcona-Ocoee Road to Wurst Road to connect to the new lines constructed under Phase I contract. Commissioner Anderson asked what this was going to accomplish. Assistant City Engineer/Utilities Director/Construction Administrator Wheeler said it would give the City some redundancy. If one of the larger mains goes out of service, there should be no reduction in pressure and flow if a section of another main has to be isolated for repair. It is also planning for future growth. The backbone system is being put in with the idea they would go back in and start doing a in-fill program to up-size some of the smaller mains and replace some of the older mains in town by mandate from EP A. Mayor Vandergrift asked if the City is doing any line-laying in-house. Mr. Wheeler said no, but the City does the repairs. However, the City does not have the manpower or equipment to do a project of this nature. Mayor Vandergrift asked how close it would go to the girls' ball field, saying they had been requesting water. Mr. Wheeler said they had been talking to them about the potential of connecting to that line. Mayor Vandergrift said he would like to reflect what the Commissioners said, particularly when dealing with sewer lines, that he would like the City to start thinking about getting something in the older neighborhoods. 2 Commissioner Anderson Meeting April 20, 1999 Regarding the block program for Vignetti Recreation Center, Mayor Vandergrift reminded Recreation Director Nordquist to get the volunteer board involved in selling the blocks. Commissioner Johnson referred to: . Item VII.D. Discussion/Action re Relocation of Fire Station One Commissioner Johnson asked about the property across from the trucking company on the east side of Bluford as an alternate site for the new fire station and was told it is too low in the back. Commissioner Anderson asked if the City had it in writing that the ISO rating would be reduced if the new station is built. Fire Chief Strosnider said in the presentation he had prepared for the Commission meeting, he would show the Commission what the Fire Department was trying to do. He said he spent a week at the ISO rating school and understands it. He said moving the fire station would probably not be the whole instrument to reduce the rating, but if the station is not put in the right place, the City will lose the mall credit, and it will go back to a five. City Manager Shapiro said they were not only concerned with getting the rating lowered but also in keeping it from going back up and increasing rates. The lower rating was given on the premise that a fire station would be located within a mile and a half of the mall. If construction is not begun, the rating will go up. With water lines up to Lakewood Avenue and the construction of fire station #4, the City will go to the next rating. Many things are taken into consideration when an ISO rating is given such as manpower, equipment, water supply, etc. Discussion followed. City Manager Shapiro said the biggest thing that stops cities from getting low ISO ratings is water lines, which is why the City is doing redundant water lines. Commissioners Howell and Parker arrived at 6:25 p.m. Mayor Vandergrift introduced Commissioners Howell and Parker to the EI Salvador delegation. Commissioner Parker advised that there are only four stations in the state of Florida that have an ISO rating of two. Ocoee would be the fifth. Orange County has an ISO rating of nine. She said the pride factor of the City comes into play. She said it is not the firefighters of Orange County who are letting down the County; it is the politicians. She said not to let down this City's firefighters. 3 Commissioner Anderson Meeting April 20, 1999 Commissioner Howell referred to: . Item III.C. Approval and Authorization to Expend $6,445.00 of Impact Fee funds for the Procurement of Exercise Equipment and Pressure Washer. . This equipment will outfit Fire Station One with the same complement of exercise equipment present in Fire Stations Three and Four. The pressure washer will be used to clean the apparatus bay floors and Fire Station buildings. Commissioner Howell asked if legally the money can be taken from the impact fees to buy the exercise equipment. Fire Chief Strosnider said it is for capital improvement equipment. He said the exercise equipment at the station belonged to a firefighter who took it with him when he left. City Manager Shapiro explained there are "circles" in the City where impact fees are collected, and those fees can be spent only in those areas. In late summer, the Commission will be asked to go to a City-wide impact fee since the law has changed. Mr. Shapiro also explained that a capital improvement, under the Accounting Code, is an expenditure of$I,500.00 or more. City Attorney Rosenthal said the Code, with respect to fire impact fees says, "The funds collected may be used for the purpose of acquisition of facilities and equipment determined to be needed to provide fire protection for new development within the City." He said if the City Commission believed this was not to serve development, it could not be used. Replacing existing equipment would not be for new development. Typically it has been said when it is new as opposed to replacement, it has been taken out of the fire impact fees. . Award of Lawn Maintenance Bid #99-05 to Groundtek of Central Florida, Inc. City Manager Shapiro said the bid came in at $74,315.00, and the Commission was given a memo showing in-house cost would be $94,390.00, which clearly shows a savings of $20,000.00 by going to bid.
