Legislative Affairs consulting services
Background Summary:
Economic conditions, the State Road 429 Study, and the Downtown Master Plan all contributed to a
renewed interest in economic development by the City Commission in 2016. At the time, the City
Commission sought an individual or firm to assist in promoting economic development in the City and
promoting the City in regional, state and national venues. Responsibilities desired included recruitment
of quality employers and businesses to the City through various contacts with trade industries and
associations including: National Association of Industrial Office Parks, Greater Orlando Builder's
Association, International Council of Shopping Centers, and Urban Land Institute,
The City Commission also desired that the economic development consultant would endeavor to
expand the City's tax base through the pursuit of strategic annexations and attraction of high end
development to the city, as well as serving as an advocate for City Projects. In addition, this consultant
would direct resources toward securing grant funds at the regional, state and federal level for capital
projects.
The City Commission ultimately decided to hire Central Florida Strategies (Angel de la Portilla) to fulfill
this role on a contract basis during the last several months of the year. Staff has worked closely with
Mr. de la Portilla during this time and has experienced great success in several project areas, such as
the City's Community Redevelopment Area (CRA), the West Oaks Mall, and multiple other projects.
After careful consideration and analysis, City staff concludes that this arrangement creates great value
to the City based on several reasons:
1) Hiring an employee to do the same would cost three times the amount;
2) Hiring an employee may/may not have relationships in the industries to be successful;
3) Having extensive working knowledge of the government and private side of land development
along with the financial analytical skills are rare combinations in traditional economic
development professionals.
These reasons are the basis for continuing the relationship with Central Florida Strategies, which based
on their skill set could be considered a best source vendor for economic development and legislative
consulting. City staff recommends that the City Commission waive the purchasing code requirements
and authorize the City Manager to execute the attached scope of services with Central Florida
Strategies for a one-year contract for $60,000 with automatic annual renewal for three years.
Issue:

Recommendations:
Staff recommends that the City Commission waive the purchasing code and authorize the City Manager
to hire Central Florida Strategies for economic development and legislative affairs for $60,000 annually,
renewable up to 3 years per the attached scope of services.

Proposal For Consulting Services
This constitutes a non-binding proposal tendered by Central Florida Strategies,
Inc. ("Consultant"), to assist the City of Ocoee ("City") in advancing economic
development and smart growth within the municipality.
SCOPE OF WORK
Consultant will represent the City as an economic development professional as
assigned by the City Commission with duties including but not limited to:
(1) Promotion of the City to local agencies,
(2) Participation in conference and with organizations including:
(a) National Association of Industrial Office Parks,
(b) Greater Orlando Builder's Association,
(c) International Council of Shopping Centers,
(d) Urban Land Institute,
(3) Project Development to include expanding the City's tax base through
annexation.
(4) Advocating for City Projects at a local and state level,
(5) Using resources to advance the City's status economically including:
(a) Funding for projects,
(b) Attraction of High End Development,
(c) Expertise in putting resources together for moving the city forward,
(6) Meeting weekly and providing updates and recommendations to the City
Manager and/or the Assistant City Manager.
(7) Assist on Local and State Legislative Matters.
Consultant will apply expertise citywide including the areas of:
(1) West Oaks Mall,
(2) The 429 Corridor
(3) Downtown Ocoee,
(4) Areas within the City's Community Redevelopment Areas.
(5) Coordinate and assist in the acquisition of real estate properties by the
City of Ocoee.
II. FEE
A monthly fee of$5,000 shall be paid in advanced monthly installments on the
first day of each month.
III. TERM:
The term of the agreement is for twelve months, beginning on January 3.
20,17 through December 31, 2017.
Renewals: There were will be two (2) automatic twelve (12) month renewals
beginning on January 1, 2018.
TERMINATION: Cancellation of this agreement will be done by either party
with a 30 day Notice of Termination.
IV. EXCLUSIONS TO PROPOSAL
The Scope of Work and responsibilities of Consultant do not include the following
items:
(1) Travel expenses for trips greater than sixty (60) miles from Ocoee.
(2) Admission or Sponsorship fees for conferences, events and organizations.
(3) Professional, brokerage, and marketing services necessary for negotiation or
implementation of actions recommended by the Consultant.
Any expenses to be incurred by Consultant shall first be approved in writing by an
authorized representative of the City and shall be repaid to Consulting within thirty days
of submittal of an expense reimbursement form to the City.
V. CONFLICTS OF INTEREST
During the term of this agreement, Consultant may continue to represent other
organizations including private companies, other municipalities and government
agencies. Should any matter come before the City council, board or staff in which
Consultant represents another party, Consultant will notify the City and will not
participate in negotiations for either party except as requested to by the City.
VI. CONTRACT TO FOLLOW
This Proposal shall not constitute a contract between the City and the Consultant nor
an offer by Consultant, but is a proposal of certain terms. If the City finds this proposal
acceptable, an authorized representative of the City may sign below, indicating a
request for Contractor to prepare a contract for consulting services for submittal to and
consideration by the City.
