KINUTES OF THE CITY or OCOEE BOARD or COMMISSIONERS REGULAR METING HELD
November 3, 1992
The regular meeting of the Ocoee Board of City Commissioners was called to order
by Mayor Dabbs at 7:30 p.m. in the commission chambers. Coaaissioner roster led
in prayer and the pledge of allegiance to the flag. The roll was called and a
quorum declared present.
PRESENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson, and Woodson.
present were City Manager Shapiro, City Attorney Rosenthal,
Engineer /Utili ties Director Shira, Administrative Services Director
Building Official Flippen, Planner I Resnik, and City Clerk Grafton.

PRESENTATIONS AND PROCLAKATIONS
Kayor Dabbs read a proclamation proclaiming Veterans of roreign Wars Buddy
Poppies Week - November 6-11, 1992.
Request for Donation for "Toys for Tots" - Krs. Barbara Spainhoward.
Krs. Barbara Spainhoward, Chairman of Toys for Tots, requested $800 ($300 for
postage and $500 for toys) for this year's annual drive for underprivileged
children. Couissioner Johnson, seconded by Couissioner Coabs, moved to approve
a donation of $800 as requested with funds to be taken from the community
promotion accoun-t. Motion carried with unaniliiOUS' vo"te in favor-. "..

The proposed consent agenda consisted of items A, B, C, and D.
~ City Kanager Shapiro explained that the School Impact Fee (item C) had appeared
on a previous agenda and since that time it had been made clear that having an
agreement to collect the fees would provide an advantage to local residents that
would not be available without an agreement. Coaaissioner Combs pulled the item
and said he was against it when submitted.
Commissioner Foster said that he had been opposed to item D when submitted unless
there was a sign indicating "no left turn" onto Highway 50 and he asked if that
was in place. City Engineer Shira said that the sign had been posted.

B. Acceptance of Special Warranty Deed from .West Orange Keaorial
Hospital Tax District (Health Central) for Blackwood Avenue Right-
of-Way and Authorization to Execute the Developer's Agreeaent.

Coaaissioner roster, seconded by Coaaissioner Johnson, moved to approve items A,
B, and D of the consent agenda as presented. Motion carried with unanimous vote"

Impact Fee, it was established that this Commission would be voting on the
collection of the School Impact Fee imposed by Orange County and not on the
impact fee itself, and that the 3% fee paid the City for the collection would
cover the expense involved. When the vote was called for, Commissioner Combs and
Commissioner Woodson both still objected to the fee itself (but not to the
collection of it) and the -motion carried with unanimous vote in favor.

OTHER BUSIHESS
City Engineer/Utilities Director Shira directed attention to the staff report
regarding a vehicle purchase which he had distributed just prior to this meeting
and advised Commission that he had found a 1979 International truck that will
fill the utility's needs for transporting dirt and save the city approximately
$22,000 over the cost of a new truck. Kr. Shira said he had asked that the truck
be held until Friday, November 6 in order for him to seek approval and
authorization from Commission and he pointed out that the savings realized from
a previous purchase of a second hand generator as opposed to a new one could be
used for this purpose. Kayor Dabbs determined that this is an emergency item
due to the possible adverse affect if advantage is not taken of this opportunity.
Co..issioner Woodson, seconded by Coaaissioner Foster, moved to authorize staff
to utilize the savings realized from the purchase of the generator to fund the
purchase of the 1979 International dump truck from the Department of General
Services surplus federal property yard at Starke, Florida at a purchase price
not-to-exceed $7,500. Motion carried with unanimous vote in favor.

Commissioner Foster:
No comments at this time.
Commissioner Johnson: Announced that the results of the election show that he
has 541 votes vs Swilley's 360 votes; and he expressed his appreciation to his
wife and the citizens who voted for him.
Commissioner Woodson:
1) Asked candidates to give their campaign funds to the West Orange Band for
their trip to the Macy Thanksgiving Day Parade.
2} Reported that there are still problems with the South Lake garbage trucks
on Orlando Avenue.
