Womack, MAyV Development Engineer Contact Number: 407-554-7081 Reviewed By. - Department Director: Chart S.E. i City Manager: Robert Fr Subject: Reclaimed Water Main Extension by the Arbours at Crown Point Apartments Background Summary: To provide customers with cost effective utility services and conserve valuable potable water, the City of Ocoee has been maturing the North Utility Service Area by constructing a looped system of reclaimed water mains. Currently the loop is constructed on Ocoee -Apopka Rd, West McCormick Rd, Ingram Rd, and the Northern portion of Clarke Rd. Please refer to the attached Figure 1 to see the system of mains and proposed links to be completed. Having a mature reclaimed system will allow the City to adequately provide reclaimed water to the current neighborhoods in the North Part of the City and the neighborhoods currently under construction such as Crown Pointe Cove, The Preserve at Crown Point, Westyn Bay Commercial, Forest Lake Estates, Arden Park, Oak Trail Reserve, McCormick Reserve, and the Arbours Apartments at Crown Point City Staff worked with the developer of the Arbours at Crown Point PUD, Arbour Valley Development, LLC, and agreed to construct a portion of the loop north of Fountains West Blvd (Segment 2 in Figure 1) provided the City reimburse the developer for the improvement. The portion of the main constructed by Arbour Valley Development was 540 linear feet of twelve (12) inch reclaimed water pipe and will stub out near the City of Winter Garden property to the north. A connection from this reclaimed water main to the City Owned Forest Lake Golf Course property will be constructed in the future. Attached is the Arbour Valley Development Reclaimed Utility Line Reimbursement Request (dated January 16, 2017) for the twelve (12) inch reclaimed line north of Fountains West Boulevard. This reimbursement request includes the direct cost paid to the contractor, direct cost paid to the civil engineer for design, and a do -not - exceed amount for legal fees associated with creating an easement for the reclaimed water main. Additionally, the Change Order by Doster Construction Company, LLC (signed September 9, 2016) in the amount of $24,772 is attached along with an invoice from Miller Legg for the Reclaim Main Design (sent August 24, 2016) in the amount of $3,500. These costs appear to be reasonable to other costs recently experienced by staff. Issue: Should the City reimburse Arbour Valley Development, LLC for the construction of 540 feet of a twelve (12) inch reclaimed main extension north of Fountains West Boulevard in the amount of $33,272? Recommendations The Utilities Department recommends the acceptance of the Proposal submitted by Arbour Valley Development, LLC for the reclaimed water main extension north of Fountains West Boulevard and that the funds be released to reimburse Arbour Valley Development, LLC accordingly ($33,272). Financial Impact: Funds to be used by this project will be expended from (408-535-10-6302) in the amount of $33,272.00 using funds available due to the favorable bid of the Lake Olympia Neighborhood Reclaimed Water Retrofit Project in the amount of $576,429.50, where $1,046,125 was programmed for the project.
