Subject: Emergency Funding for Health Insurance
Background Summary:
In November 2007, the City of Ocoee began a self-insurance plan for health care coverage to its employees
and dependents. In April 2008, the City opened its own health care clinic to contain medical costs and provide
efficient medical services to the City's employees and their families. By self-insuring and providing medical
services through the clinic, the City has realized substantial savings over the years of approximately $600,000
yearly.
Issue:
During the past year the City has experienced several major medical claims that have strained the City's
medical financial accounts. The claims have resulted in a required increase to our surplus level of$200,000.
Recommendations:
Staff recommends City Commission approve a transfer from general fund accounts for the emergency funding
of$200,000 to the Health Insurance Fund. Enterprise funds will reimburse the General Fund when specific
accounts have been identified.

Financial Impact:
Approval of this action will provide funding to the State required level of the City's Health Fund surplus. These
funds will be reimbursed with departmental savings at a future Commission meeting.
