Subject: Windsor Landings Subdivision Reuse Water System Extension - Change Order #1
Background Summary:
This project consisted of extending the existing reuse water main along Maguire Road approximately 1380
linear feet from Moore Road to the entrance to the Windsor Landings subdivision. The Meadow Ridge
Developer, Pulte Homes Corp. installed 12" main for a portion adjacent to the Meadow Ridge Development.
The City installed 8" main from Meadow Ridge to the Windsor Landing Subdivision. This project also
provided a stub out to the west side of Maguire Road at the Meadow Ridge intersection.
Issue:
This change order is required for an additional 75 feet of 8" pipe installed by directional bore underneath
Sagecrest Drive. This work is required to eliminate the need to close Sagecrest Drive for multiple days by
boring to the south side of the drive. This will also provide a possible future connection for Orange County
should they ever need to extend service south of town.
Recommendations
The Public Utilities and Engineering Departments recommend that the City Commission approve of the
change order with Pulte Home Corp. in the amount of $4,875.00 and 14 day contract extension. Staff also
recommends that the City Commission authorize the Mayor and City Clerk to execute change order #1 with
Pulte Homes, Corp.

CHANGES ORDERED:
I. GENERAL
This change order is issued pursuant to the applicable provisions of the Contract Documents and is intended
to provide an equitable adjustment in the Contract Sum to accommodate an unprecedented market
condition.
II. REQUIRED CHANGES
Item No. I-A: Reuse Main Extension Additional Length
This change order work consists of an additional 75 feet of 8" directional bore underneath Sagecrest Drive.
III. JUSTIFICATION
Item No.5-A: Phase lb Infrastructure Improvements
This work is required to eliminate the need to close Sagecrest Drive for multiple days by boring to the south side of
the drive. This will also provide a possible future connection for Orange County should they ever need connection on
the south side of town.
IV. NARRATIVE OF NEGOTIATIONS
Cost of the work was negotiated based upon standard industry costs and available materials.

This proposed change order is to be approved by the Ocoee City Commission.

Acknowledgements:
The aforementioned change, and work affected thereby, is subject to all provisions of the original contract not
specifically changed by this Change Order; and, it is expressly understood and agreed that the approval of the
Change Order shall have no effect on the original contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the adjustments in
Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs and
modifications of performance time incurred by the CONTRACTOR as a result of this Change Order and/or relating
to or arising out of the reasons and justifications for this Change Order. No other claim for increased costs of
performance or modifications of time will be granted by the OWNER for the Work covered by this Change Order.
Nothing contained in this action by the City shall be deemed to constitute a waiver or an estoppel to assert its rights
or remedies under the Contract Documents nor shall it be deemed to set a precedent for an equitable adjustment for
any other materials required by the Work. The CONTRACTOR hereby waives and releases any further claims for
cost or time against the OWNER arising from or relating to the matters or Work set forth or contemplated by this
Change Order and/or relating to or arising out of the reasons and justifications for this Change Order.
