City Manager: ~ -====-- Sobject: Westyn Bay Phase 4 & 5 Final Subdivision Plan Project # LS-2003-005 Commission District # 1 - Gary Hood Issue: Should the Honorable Mayor and City Commissioners approve the Final Subdivision Plan for Westyn Bay Phase 4 & 5? Backaround Summary: Westyn Bay Phase 4 & 5 subdivision is a continuation of the previously approved Westyn Bay (FKA: Avanti/West Groves) residential subdivision. Westyn Bay Phase 4 & 5 is generally located between Ocoee- Apopka Road and Westyn Bay Boulevard. The development includes approximately 31.3 acres of which approximately 8.6 acres are designated as wetland/conservation to be dedicated to the City. This conservation area adjoins and connects to a series of other conservation areas already dedicated to the City. The subject property is currently undeveloped and is partially covered with a variety of trees. The Future Land Use designation is designated as "Low Density Residential" which allows up to 4 dwelling units per acre. The surrounding land use to the north, south and west is developed as part of the Westyn Bay single-family residential subdivision. It is also bounded to the east by Eagles Landing single-family residential subdivision, zoned R-1-AA. To the extreme northeast is the ForestBrook single-family residential subdivision, zoned R1-AA. On June 5, 2001, the City Commission reviewed and approved the Preliminary Subdivision Plan for Westyn Bay (FKA: Avanti/West Groves). The Final Subdivision Plan for Phase 4 & 5 as presented is consistent with the original Preliminary Subdivision Plan as approved. DISCUSSION: The Final Subdivision Plan proposes 68 single-family residential lots on approximately 31.3 acres. The property is zoned R-1AA requiring a minimum lot width of 75 feet and lot size of 9,000 SF. However, typical lot sizes proposed in this subdivision have a minimum lot width of 90 feet and lot size of 10,800 SF. As shown in the Final Subdivision Plan, Westyn Bay Phase 4 & 5 will be developed in two phases. Westyn Bay Boulevard is planned to be extended through the proposed subdivision and connect to Eagles Landing subdivision. The Developer of Westyn Bay is coordinating the utilities, road connection and the use of the community meeting room with the developer of Eagles Landing single-family subdivision, adjacent to the east. These arrangements between Westyn Bay and Eagles Landing are promulgated in a recorded Development Agreement. Recreation facilities and meeting space for the residents are provided within the main recreation complex for the Westyn Bay subdivision. Since, this is an interior infill project no privacy subdivision walls are warranted; however, entrance features and landscaping were added to enhance this final subdivision. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) reviewed the Westyn Bay Phase 4 & 5 Final Subdivision Plan on October 26, 2006. There were a few minor issues to be addressed from the Planning Division and from the Engineering Department that were identified in written staff comments and presented verbally. All of the issues were discussed and all changes to the Plan were agreed upon. Discussions occurred on the timing and construction of Westyn Bay Boulevard. The applicant was also made aware that Westyn Bay residents should be notified about the construction and the inclusion of the Eagles Landing subdivision into the Westyn Bay community. Additionally, the applicant was made aware of the responsibilities of Westyn Bay HOA in regards to the inclusion and maintenance of Eagles Landing's common areas (retaining wall, privacy wall, etc.) into the association. When the discussion was finished, the Committee voted unanimously to recommend approval of the Final Subdivision Plan, subject to making the changes agreed upon at the DRC meeting. The plans have now been revised to address the issues that were discussed at the DRC meeting. PLANNING & ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission reviewed the proposed Westyn Bay Phase 4 & 5 Final Subdivision Plan on November 14, 2006. City Staff and the Applicant answered several questions regarding location, conservation/wetland parcels, subdivision entrances and the Westyn Bay Boulevard extension including how it will connect with Eagles Landing subdivision. All of the questions were addressed adequately in the P&Z meeting. There was no one from the public to speak regarding this subdivision approval. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the Final Subdivision Plan for Westyn Bay Phase 4 & 5, as date stamped received by the City on November 7,2006. Staff Recommendation: Based on the recommendation of the Planning & Zoning Commission, Staff recommends that the Mayor and City Commissioners approve the Final Subdivision Plan for Westyn Bay Phase 4 & 5, as date stamped received by the City on November 7,2006.
