Contact Number: 407-905-3159 City Manager: Robert FraI;g f Subject: Replacement of the Bulk Chlorine Storage Tanks at the Forest Oa s and South Water Treatment Plants Background Summary: The City of Ocoee water treatment facilities utilize liquid sodium hypochlorite (bleach) for the disinfection treatment of potable (drinking) water. The liquid form of chlorine is the safest and most cost effective disinfectant to be stored onsite and applied. Sodium hypochlorite is stored in two 5,000 gallon fiberglass tanks at each of the City's two water plants (four tanks total). The tanks, installed in 1997, have reached the end of their life cycle, need replacement, and are programed to be replaced in Fiscal Year 2017. Due to the critical elements involved with the removal of current, and installation of replacement tanks, staff sought proposals from the City's current supplier of bulk chlorine (Odyssey Manufacturing) and current chemical feed system vendor (Guardian Equipment). Both firms have extensive experience with tank installation and Ocoee's treatment infrastructure. Attached are quotes from each of the vendors with Guardian Equipment providing the lowest quote at $28,320 per water plant (total both plants $56,640). Odyssey Manufacturing, the higher respondent, came in at $29,800 per water plant (total both plants $59,600). Issue: Should the Mayor and City Commission authorize the City Manager to cause the replacement of four (4) bulk sodium hypochlorite (bleach) storage tanks at the City's water plants, in the amount of$56,640? Recommendations: Motion for Mayor and City Commission to authorize the City Manager to waive the formal bid process and cause the replacement of four (4) bulk sodium hypochlorite (bleach) storage tanks by contracting with Guardian Equipment for a cost of$56,640. The tanks sit on a housekeeping pad inside a concrete containment inside a metal building. The metal building was erected around the tanks and thus must be disassembled to remove and replace the tanks. The tanks were fabricated in the 1997/1998 time frame and arguably well past end of life. • Odyssey proposes to do a`tun-key"job to remove and replace the existing sodium Hypochlorite tanks. Our scope of wok would be as follows: • • FDBP NotMcation/Permiiting as required (Ocoee would pay any required FDBP fees) • Setup temporary 2,550 gallon hypochlorite tank. • • Pump remaining hypochlorite to temporary lank and put it on service. • Bring In 30 cubic yard dumpster. • • Rinse out existing FRP tanks and de-chlorinate rinse with sodium sulfite and put the rinse • down the sower. • Remove side of building. • Remove existing FRP tanks(If we can't get them out we will cut them up in place). • Cut-up existing FRP tanks on-site using suits pressurized with air. If the tanks cannot be removed easily because of their size,we will cut them up inside the building. a Increase the height of the existing housekeeping pads by 12" • Demobilize for one week and wait for concrete to cure and continue to run on the temporary • tank. • Remobilize and complete project. • Install Two 2,000-gallon Poly Processing tanks. • Re-install side of building and replace existing insulation on that side as required. • Replace all feed piping to pumps,tank vents(vent tanks outside;this is currently not being done)and fill lines. Because the project requires disassembling the building,Odyssey proposes to use the longest lasting 1 tank in the marketplace(as opposed to a less expensive tank). Most tanks fail at the bottom fitting and Poly Processing makes a molded fitting(unlike other tanks manufacturers')that has never failed (the"IMFO"fitting). The tank specifications me as follows: • Manufacturer Poly Processing • • Size: 2,000 gallons • Resin: XL.PB w/OR 1000 LDPB liner • Vent: 4" • Mari way:24"safe surge or pop-up man-way • Fill Line Connection: 2" • • Feed Line: 3"IMFO • Dimensions: 11=8'6"and D=7'1" The turn-key price for the above work is$29,800 per site or a total of$59,600. Odyssey proposes to provide a three-year pasts and labor warranty. The manufacturerwlll provide a limited five-year tank warranty. The lead time on the tanks is about six weeks. Odyssey is a licensed plumbing and general contractor who specializes in chemical system permitting,design,equipment supply and installation • • and service work.
