Per Florida State Statutes 932.7055 "...any local law enforcement agency that acquires at least $15,000 pursuant to
the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15 percent of such
proceeds for the support or operation of any drug treatment, drug abuse education, drug prevention, crime
prevention, safe neighborhood, or school resource officer program(s).
Issue:
Should the Honorable Mayor and Board of City Commissioners authorize the Police Department
to expend and! or grant forfeiture funds to law enforcement related uses and charities?
Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners authorize the Police Department to
expend and! or grant forfeiture funds to law enforcement related uses/ charities as follows: $1500 to Central Florida
Police Athletic League; $1500 to A Child Is Missing; $1500 to Orange County Sexual Assault Treatment Center;
$1500 to Orange County Victim Services Center; $1500 to purchase bicycle helmets to be distributed by the
Department's Crime Prevention and School Resource Officer unit; $2500 to Ocoee Police Explorers.

Financial Impact:
A total of $10,000 from the Police Forfeiture account. During fiscal year 05/06, the Police Department acquired at
least $55,000 (15% of which would be $8,250). There is approximately $32,976 in this account.

Approval to expend and! or grant forfeiture funds to law enforcement related uses/ charities
ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the Police Department
to expend and! or grant forfeiture funds to law enforcement related uses and charities?
BACKGROUND/DISCUSSION
Per Florida State Statutes 932.7055 ".. . any local law enforcement agency that acquires at least $15,000 pursuant
to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15 percent of
such proceeds for the support or operation of any drug treatment, drug abuse education, drug prevention, crime
prevention, safe neighborhood, or school resource officer program(s). The local law enforcement agency has the
discretion to determine which program(s) will receive the designated proceeds." During fiscal year 05/06, the
Police Department acquired at least $55,000 (15% of which would be $8,250). The Honorable Mayor and Board
of City Commissioners already authorized a $500 grant to Mothers Against Drunk Driving during the 05/06
fiscal year. There is approximately $32,976 in the Police Forfeiture account. Because ofthe services they
provide to the department and the community and because duplication of some of these programs by the Ocoee
Police Department is not possible, the Ocoee Police Department recommends the following grants:
$1500 to Central Florida Police Athletic League, a non-profit organization working with law enforcement that
helps keep youth crime and drug free; $1500 to A Child Is Missing, a public/private partnership, devoted to
assisting law enforcement in search and recovery efforts of missing children, elderly, and disabled persons and
notifying the public about sexual predators; $1500 to the Orange County Sexual Assault Treatment Center; and
$1500 to the Orange County Victim Services Center.
The Ocoee Police Department would also like $1500 to purchase bicycle helmets to be distributed by the
Department's Crime Prevention and School Resource Officer unit to children in need and $2500 to the Ocoee
Police Explorers. Both of these are non-budgeted programs that depend upon fundraisers and donations.
