Background Summary:
The Districting Commission ("Board") presented a report to the Ocoee City Commission at the Commission
Meeting on July 18, 2017. Districting Commission Chairman Keethler explained that after creating and
reviewing three (3) Board plans and reviewing two (2) public plans, the Districting Commission held a public
hearing on Board Plans 1 and 2. At the conclusion of their Public Hearing, the motion adopted by the Board
was to recommend Board Plan 2 to the City Commission as the most preferred plan.
After further discussion at the City Commission meeting on July 18, 2017, the commission consensus was to
have the Districting Commission reevaluate the Bay Street proposed boundary, as presented in Board Plan 2,
and consider all homes within that street be incorporated within the same district. The Districting Commission
met on August 7, 2017, and by unanimous vote moved to adopt Board Plan 4, which incorporates all the
residents on Bay Street. The Board also adjusted the boundary line to include a small census block north of
Oakland Avenue between Taylor Street and Kissimmee Avenue which is undeveloped and did not affect the
deviation percentage.
Issue:
Should the Honorable Mayor and City Commissioners accept Board Plan 4 and direct staff to prepare an
ordinance drawing new geographic boundaries for the four single-member districts as submitted by the
Districting Commission in Board Plan 4 and bring back to the Commission for public hearing and adoption?
Recommendations:
Staff recommends that the Honorable Mayor and City Commissioners accept Board Plan 4 and direct staff to
prepare and bring back to the Commission an ordinance drawing new geographic boundaries for the four
single-member districts.

Summary:
On December 6, 2016, the City Commission voted to create the Districting Commission in accordance
with the City of Ocoee Charter, Article XI, Section C-66. The Districting Commission Board (hereafter
"Board") began meeting in February 2017 and held five (5) meetings, including a Public Hearing which
was held on June 5, 2017. At their first meeting on February 27, 2017, the Board examined population
data from 2015, the half-way point between the 2010 census and the 2020 census. After considerable
discussion, it was subsequently decided by consensus of the Board to leverage data that was updated by
the City's GIS Analyst, Mike O'Halloran, considering such factors as annexations, certificates of
occupancy, and updated information on residents per dwelling, as of March 2017. Using this data, the
Board endeavored to revise the district boundaries so as to achieve a balance of population within the
legal guidelines and requirements of the City Charter. The Board created three (3) plans of its own and
considered two (2) plans submitted by the public, after which it held a public hearing on Board Plans 1
and 2. Prior to the public hearing,the Board unanimously voted to adopt a new, final Board Plan 2, which
incorporated a minor change from Board Plan 3, thereby revising a small section of district boundary to
better follow natural features. At the conclusion of the Public Hearing, the motion adopted by the Board
was to recommend the final Board Plan 2 to the City Commission as the most preferred plan.
After further discussion at the City Commission on July 18, 2017, the commission consensus was to have
the Districting Commission reevaluate the Bay Street proposed boundary and consider all homes within
that street be incorporated within the same district. The Districting Commission met on August 7, 2017,
and by unanimous vote moved to adopt Board Plan 4,which relocates the proposed district boundary line
West and South of Bay Street up to Maguire Road and North up to the railroad tracks, to include all the
residents on Bay Street and the entire census block. The Board also adjusted the boundary line to include
a small census block north of Oakland Avenue between Taylor Street and Kissimmee Avenue which is
undeveloped and did not affect the deviation percentage.
Process:
Ocoee City Charter Article XI, Section C-66(D)
Recommendations to the City Commission. All reports of the Districting Commission shall be available to
the public and submitted to the City Commission in accordance with such reasonable deadlines as may be
established by the City Commission or as may otherwise be required by law. Within two (2) months of the
receipt of any such reports, the City Commission shall accept or reject the recommendations contained
therein, or the City Commission may send such reports back to the Districting Commission for further
study and consideration. The establishment of the initial geographic boundaries of the four (4) single-
member districts and any subsequent redistricting of such boundaries shall be done by ordinance by the
City Commission; provided, however, that the City Commission shall not establish or redistrict such
boundaries until after receipt of a report from the Districting Commission containing recommendations
relating thereto, unless the Districting Commission fails to deliver its report by the deadline established by
the City Commission.
Recommendation:
By unanimous vote, the Districting Commission recommends the City Commission adopt Board Plan#4.
