MINUTES OF THE CITY OF OCOEE BOARD OF CITY COMMISSIONERS REGULAR
MEETING HELD October 19, 1993
CALL TO ORDER
Mayor Vandergrift called the regular meeting of the Ocoee Board of City Commissioners to
order at 7:30 p.m. in the commission chambers. The opening prayer was led by Pastor Bill
Jones of the Starke Lake Baptist Church. Boy Scout Brandon Kari introduced Cub Scout Den
3 of Pack 217. Den 3 then presented the Colors and led in the pledge of allegiance to the flag.
Following the singing of the Star Spangled Banner the Colors were posted and Den 3 retired.
The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioners Combs, Foster, Johnson, and Woodson.
Also present were City Manager Shapiro, Assistant City Attorney Woodson,
Administrative Services Director Beamer, Building Official Flippen, Planning
Director Wagner, and City Clerk Grafton.
ABSENT: None
PRESENTATIONS AND PROCLAMATIONS
There were no presentations or proclamations at this time.
CONSENT AGENDA
The consent agenda consisted of items A, B, C, D, E, F and G. Mayor Vandergrift asked if
the City could use the Robert's Rise dock (item B) at either Peach Lake or Lake Moxie. City
Manaeer Shapiro said he would check into it. Mayor Vandergrift noted that Exhibits A and
B were missing from items F and G. Assistant City Attorney Woodson advised that the
exhibits will be provided before the documents are executed. Mavor Vandere:rift. seconded
bv Commissioner Combs. moved to aoorove the consent agenda as presented. Motion carried

COMMENTS FROM CITIZENS/PUBLIC
Mr. R.P. Mohnacky, 1820 Prairie Lake Blvd., asked what practice was being used for the
Commission to communicate with staff since the action that was taken at the last meeting
appeared to be designed to prevent this. Commissioner Combs responded that he has
continued. iust as in the past. to talk to staff after clearing with City Manager. City Manaa:er
Shapiro explained that the problem had not been with elected officials talking with department
heads but rather with their giving direct orders to employees. that the intent of the Charter was
to have Commission set policy and for staff to carry that policy out.

PUBLIC HEARINGS
Ordinance No. 93-17, updating Interim Services Fees. (Tabled at October 5 Meeting)
This Ordinance was presented by title only for the second reading and public hearing. The
public hearing was opened and Mayor Vandergrift explained that the state has provided that
cities can collect ad valorem taxes from the time of development rather than waiting for the
property appraiser's yearly assessment. Administrative Services Director Beamer explained
that this is updated yearly and allows for the expenditures involving the operating cost, personnel
and capital expenses for demand services to be covered by the user. Noone in the audience
wished to speak and the public hearing was closed. Commissioner Woodson. seconded bv
Commissioner Johnson. moved to adopt Ordinance No. 93-17 as presented. On roll call
Commissioner Combs voted "ave." Commissioner Foster "ave." Commissioner Johnson "ave. "
Commissioner Woodson "ave." and Mavor Vandergrift "ave." Motion carried.
OTHER BUSINESS
FIRST READING OF ORDINANCE NO. 93-19, PROVIDING FOR CABLE TELEVISION
RATE REGULATION. SECOND READING AND PUBLIC HEARING SCHEDULED FOR
NOVEMBER 2, 1993.
Mayor Vandergrift announced the time and date of the second reading and public hearing and
City Manager Shapiro explained that this Ordinance is a continuation of the process authorized
by Commission at an earlier meeting and this will provide the City the option to regulate the
basic rates for cable television to protect the citizens. The Ordinance was presented by title only
for the first reading.
APPOINTMENTS TO BOARDS.
FIRE/POLICE PENSION BOARD- Mrs. Nora Gledich, Mr. Bob Williams and Mr. Mike
Reed-2 Year Terms expire October 1993.
Commissioner Combs. seconded bv Commissioner Foster. moved to reappoint Mrs. Nora
Gledich for a one-year term (ending October 1. 1994). Mr. Bob Williams for a two-year term
(ending October 1. 1995 and Mr. Charles (Mike) Reed for a two-year term (ending October 1.
1995) on the Board of Trustees/Police Officers' and Firefighters' Retirement Trust Fund.
Motion carried 5-0.

RECOMMENDATION RE: NON-PROFIT ORGANIZATION REQUESTS.
Administrative Services Director Beamer presented the list of those non-profit organizations
which had received funding during FY92 and FY93 as directed at the October 5 meeting and
recommended that those organizations, along with the organizations who have contacted the City
for funding, be notified that Commission will be considering funding at its December 7, 1993
meeting. This notice would include a request that they provide justification along with their
request for funding. Commissioner Foster asked if those organizations listed would be the only
ones considered and Mr. Shapiro responded that there were several more, including Suicide
Prevention that should be included, and that the $7,500 was the suggested amount of the fund
which could be changed by Commission. Mavor Vander!!rift. seconded bv Commissioner
Johnson. moved as recommended to consider grants to non-profit organizations. Motion carried
5-0.
STAFF REPORTS
There were no staff reports at this time.
COMMENTS FROM COMMISSIONERS
Commissioner Woodson:
Announced that Boy Scout Troop 198 is having a sale of used office furniture at the old Publix
Store located on ~ Road at Powers Drive on weekends and some evenings.

Commissioner Combs: No comments at this time.
Commissioner Foster: Announced that Public Works will be collecting telephone books
through February 18, 1994.
Commissioner Johnson:
1) The roads in PKP #2 are caverns following the rain. This is already scheduled for
repair.
2) Problem on Sanders Street. City Manager Shapiro is familiar with the problem and is
working on it.
3) The drain in the shopping center near M&M Utilities has been enlarged into a retention
pond. Will check into this.
4) The Cumberland Farms issue.. . Building Official Flippen is taking care of this.
5) Mrs. Trixie Godbold died at 93 years of age and her funeral is Wednesday at 11:00 a.m.
at Collison Funeral Home in Winter Garden.
Mayor Vander~rift:
1) Public Works throughout the County picked up over 540 tons of telephone books last
year.

2) Oak Forest, Wesmere, and Windermere Groves will have an Ocoee mailing address and
zip code effective November 27, 1993 due to the efforts of City Manager'Shapiro, Janet
Resnik, and Post Master Ron Herrington.
3) The auction of City surplus goods held on October 16 brought in $9,118.
4) Wednesday, October 20 at 4:30 p.m. the Orlando/Orange County Expressway Authority
will hold a public workshop in the Community Center to discuss system improvements,
expansion projects and potential toll rate adjustments.
5) Reported that he had attended the Elected Municipal Officials Institute at UCF October
15-17 and appreciated the sessions; also wants each Commissioner to have the Ethics
Manual.
6) On Story Road across from the Courthouse Annex in the shopping center a metal meter
cover is missing.
7) Appreciates the signs on Clarke Road showing the directions to Fire/Police/Municipal
Complex.
8) Wants scenic routes established through town.
9) Wants to have shorter meetings and proposed having an agenda workshop just prior to
the meetings.
