MINUTES OF THE CITY OF OCOEE BOARD OF CITY COMMISSION
~ REGULAR MEETING HELD January 4, 1994
CALL TO ORDER
Mayor Vandergrift called the regular meeting of the Ocoee Board of City Commissioners to
order at 7:30 p.m. in the commission chambers. The opening prayer was led by Pastor Lester
G. Weldon, Church of God of Prophecy. Mrs. Frances Watts, Senior Citizens President, led
in the pledge of allegiance. The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioners Combs, Foster, Gleason, and Johnson. Also
present were City Manager Shapiro, City Attorney Rosenthal, Administrative
Services Director Beamer, Recreation Director Beech, City Engineer/Utilities
Director Shira, Planning Director Wagner, City Clerk Grafton, and
Clerk/Stenographer Lewis.
ABSENT: None
PRESENTATIONS AND PROCLAMATIONS
There were no presentations and proclamations.

CONSENT AGENDA
The consent agenda consisted of items A, B, and C. Mavor Vanderl!l'ift. seconded by
Commissioner Johnson. moved to aoprove the consent agenda items A. B. and C as oresented.
Motion carried 5-0.
A. Acceptance and Approval of Minutes of Re~lar Commission Meetin~ of
December 21. 1993.
B. Acceptance and Authorization for Mayor and City Clerk to Execute Continuine
Geotechnical Contracts with a) LJ Nodarse & Associates. Inc.: b) Professional

C. Acceptance and Authorization for Mayor and City Clerk to Execute Addendum
to Perform Groundwater Modelin~ of Land Application of Treated

& Associates. Inc.
COMMENTS FROM CITIZENS/PUBLIC
Mrs. Frances Watts, 43 Shell Key Court, thanked the commission on behalf of the Senior
Citizens for the use of the commission chambers for their weekly meetings, and expressed her
appreciation for the support of Recreation Director Beech and Bruce Nordquist in their activities.
Mrs. Watts also thanked James Mobley for driving the bus for the seniors, and asked if
upholstery fabric could be donated for the seats and if the inside of the bus could be painted.
Commissioner Johnson. seconded by Commissioner Combs. moved to address the ourchase
'--" of a new bus during the mid-year budget considerations. Motion carried 5-0.

Recreation Director Jim Beech expressed his appreciation to the City employees and the
commission for their thoughts, calls, and prayers during his recent illness.
PUBLIC HEARINGS
There were no public hearings scheduled.
OTHER BUSINESS
GOLF COURSE FEE STRUCTURE
City Manager Shapiro advised that he had reviewed the fee structure presented by Forest Lake
Golf Group and had found it to be in order. Mr. Ken Ezell, representing the Golf Group,
reported that the new course is in good condition and is one of the finest in Florida. He said
the soft opening is scheduled for January 28 and the grand opening for February 11. Mr. Ezell
expressed his appreciation for the cooperation of the City's professional, competent and well
versed staff through the whole process of developing the course. After showing aerials of the
grounds, Mr. Ezell introduced Mr. Steve Shields, Class A golf pro, formerly with Windermere
Country Club, who will serve as golf pro for Forest Lake at Ocoee. Mr. R. P. Mohnacky
asked if the course and driving range would be open to the public and Mrs. Frances Watts
'-" asked if the club house would be available to the public. Mayor Vandergrift pointed out that
the Forest Lake Golf Club of Ocoee was a fully public course.
No commission action was necessary at this time regarding fees.
APPOINTMENTS TO BOARDS
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT
Commissioner Johnson. seconded by Commissioner Combs. moved to aoooint Karen Drolet
Snowman. 1911 Jessica Lea Lane. to the Citizens Advisorv Council for Police Deoartment
with term to exoire January. 1997. Motion carried 5-0. Following a discussion regarding the
method used in choosing board members, City Clerk was directed to change the application
provided for citizens so that applicants could indicate their degree of interest in each board.
Mayor Vandergrift asked that the board member list provided for Commission information also
include the member's district number so that Commission could distribute membership
appropriately when making appointments.
EMERGENCY ITEM: Cross Creek Development Comoany
Mayor Vandergrift declared this to be an emergency item due to the fact that immediate
Commission approval is necessary for certain changes to the water and sewer agreements
previously approved in order to avoid finding Cross Creek Development Company in technical

default, as their planned payment for ERU's included only that needed in Phase I and not the
entire property. Administrative Services Director Beamer advised that the closing between
Maguire Road Corporation (Robert Ferdinand,Trustee) and Cross Creek Development Company
(Pizzuti) had been completed, and that, pursuant to the changes in the purchase agreement
regarding the inclusion of all the 322 single family residential lots, the amended and restated
water and sewer agreements authorized for execution at the October 19, 1993 Commission
meeting must be modified. Copies of the modifications had been provided for Commission
review. Ms. Beamer advised that all monies have been received for 108 ERU's each of water
and sewer and that, at closing, the remaining 50 ERU's each of water and sewer from Maguire
Road Corporation have been reassigned to Cross Creek.
Commissioner Johnson. seconded by Commissioner Foster. moved to (1) aoorove the changes
to the amended and restated water service agreement and the amended and restated sewer service
agreement. (2) aoorove the reassie:nment of 50 ERU's of water and 50 ERU's of sewer from
Maguire Road Corooration to Cross Creek Develooment Comoanv. and (3) authorize the Mayor
and City Clerk to execute the necessarv documents. Motion carried 5-0.

COMMENTS FROM COMMISSIONERS
Commissioner Johnson:
1) Reported a citizen is displaying used cars for sale on Ocoee Hills Road/Silver Star Road
right-of-way and asked that staff stop him. City Manager Shapiro advised that a citizen
has a right to sell up to five automobiles per year without violating the law. but that
Code Enforcement could stop him from using the right-of-way for his car lot. Will
investigate both conditions.
2) Citizen advised him that his Christmas tree had been overlooked this week and will
advise staff the address on Wednesday.
Commissioner Foster: No comments at this time.
Commissioner Combs: No comments at this time.
Commissioner Gleason: No comments at this time.

Mayor Vander~ift: Asked about the Christmas tree collection schedule. City Manager
Shapiro advised that the schedule had been placed in his mailbox and that citizens could also
deliver the trees to the water plant to be ground for mulch if they wished to dispose of them
before the sanitation department picked them up.
