RE: Bid#98-05 Starke Lake Boat Ramp Public Restrooms
At the April 7, 1998 Commission meeting, the plans were approved for this project and staff was
directed to advertise for bids. The bids were advertised on May 24, 1998 and were publicly
opened on June 26, 1998. Responses were received from
1) Bruns, Inc. - $55,700.00.
2) Pro-Spec, Inc. - $68,800.00.
3) C.F. Tuohey Construction- $67,000.00.
4) H.W. Fort Construction-No Bid.
5) Sierra Construction-No Bid.
6) Bolena Construction-No Bid.
Since April, 1995 the City has paid $5,751.91 on rental for the (2) portable restrooms, that are
currently in use, at $190.00 per month.
RECOMMENDATION
It respectfully is recommended that the City Commissior- direct staff to proceed with one of the
following options:
A) Reject any and all bids for this project and continue he use of the portable restrooms, with
consideration to legal time limits.
B) Authorize Bob Smith, Public Works Director and Fr d Gardner, Construction Administrator
to review the approved plans in order to reduce the sc pe of work for the project. Afterwards,
negotiate with the apparent low bidder, Bruns, Inc. fo an adjusted price on the revised scope
of work and authorize execution of the agreement b tween the City and Bruns, Inc. by the
Mayor and City Clerk and further authorize the ayor and City Clerk to execute all
documents necessary to consummate the transaction c ntemplated by the agreement.
C) Authorize staff to look into the alternative of manufac ured restrooms.

D) Award Bid#98-05, as is, to Bruns, Inc. and authorize execution of the agreement between the
City and Bruns, Inc. by the Mayor and City Clerk ad further authorize the Mayor and City
Clerk to execute all documents necessary to consu ate the transaction contemplated by the
agreement.

SUBJECT: STARKE LAKE BOAT RAMP RESTROOMS
During the May 18, 1998 Recreation Advisory Board meeting, Member Bryant,
seconded by Member Barber, moved to direct the Recording Secretary to draft a letter
to the Mayor and City Commissioners stating that while the Board feels that there was a
need for restrooms at the Starke Lake Boat Ramp, it did not support them at a cost of
$60,000 to $70,000, and they recommended that costs be kept to a minimum. Motion
carried 6-0. Members of the Board expressed their belief that they were obligated in
informing the Commission of their stand on the issue.
