Re: Appointments to Boards
Citizen Advisory Council for Ocoee Police Department(3 year terms)
The term of Mrs. Myrtle Vaughn will expire October, 1998. She has served since May, 1996
and is willing to serve a new term should you wish to reappoint her.
Action needed: Reappointment for term to October, 2001.
Code Enforcement Board (3 year terms)
Member Alfred Luck has resigned (letter attached) and Alternate Member Roy Ellison's term
will expire October, 1998. Mr. Ellison has served since March, 1998 and is willing to serve a
new term should you wish to reappoint him. Mr. Luck's term would have expired June, 1999.
The senior alternate member on the board,Mr. Randy Chancey, has served since April, 1998.
There are no applications on file from which to fill the opening.
Action needed:(1)Appointment to complete Mr. Luck's term to June, 1999.
(2) Reappointment of Alternate Member Ellison for term to October, 2001.
Recreation Advisory Board (2 year terms)
The terms of the following four members will expire October, 1998 and they are willing to serve
new terms should you wish to reappoint them:
Mr. Gordon Applegate (first appointed January 16, 1990)
Mrs. Mary Barber (first appointed September 17, 1996)
Mr. William Chambers (first appointed September 16, 1986)
Mrs. Nancy Reilly (first appointed December 7, 1993)
A fifth member whose term would have expired in October has resigned. Mr. Chris Caldwell
resigned May 18 because he had moved from Ocoee (letter attached). There are no applications
on file from citizens who have not been appointed to other boards. However, one of the newly
appointed alternate members on the Education Commission has said she is willing to relinquish
"PRIDE OF WEST ORANGE"
her position as alternate on the Education Commission in order to serve as a regular member on
the Recreation Board, should you wish to appoint her. Her application is attached.
While historically citizens often served on more than one board, it has become Commission's
usual custom to appoint a citizen to only one board.
Action needed: Reappointment of 4 members for terms to expire October, 2000.

WORK HISTORY
1993 -present: Christian Service Center,Ocoee,Florida. Coordinator of Family and Emergency
Services for the West Orange County Office. Duties include overseeing of social service
programs including the food pantry and thrift shop distribution, interviewing clients for
assessment of services and financial assistance. Other duties include management of thrift
shop,public speaking for both fund raising purposes and informing the community and
recruitment of volunteers. Manage a staff of 20 plus volunteers on a weekly basis along
with volunteer training and development.
1982- 1989: Florida State Department of Children and Family Services,(formerly Florida State
Department of Health and Rehabilitative Services) Positions held included:

Public Assistance Specialist
Public Assistance Specialist Supervisor
Child Support Enforcement Investigator
Duties included developing and implementing programs for the mentally challenged
within the Sunland Center program. Public Assistance Specialist position encompassed
interviewing clients and the responsibility of dispersing funds within the Aid to Families
with Dependent Children program(AFDC),Medicaid programs and Food Stamp
program. Public Assistance Specialist Supervisor position involved the management of
AFDC and related programs unit along with supervision of a staff of over 10
employees. Child Support Investigator position included locating absent parents and
pursue collection of funds on behalf of children. This also involved assisting legal staff
in preparing court documents to enforce child support payment orders.
1980- 1982: Archbold Memorial Hospital,Thomasville,Georgia, Medical Social Worker. Duties
included discharge planning of patients,pediatric pre-admission program including
familiarizing children with the facility for a upcoming admission and financial
assessment of hospital bill for funds available within the hospital and area agencies.

BRIEF DESCRIPTION OF CITY BOARDS
BOARD OF ADJUSTMENT
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and recommend to
City Commission special exceptions and variances to the zoning ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive relationship
between the citizens of the City of Ocoee and the Ocoee Police Department.
CODE ENFORCEMENT BOARD
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an engineer, a
general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance and impose
fines for failure to comply.
EDUCATION COMMISSION
Meeting day, time, frequency to be determined
No less than 7 members, no more than 15 members - 2 year terms
(Membership shall include at least one representative member for each public school
within the City.)
Duties: To improve the quality of education for Ocoee students by serving as an advisory
body to the City Commission on education issues within the City.
PERSONNEL BOARD
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1 person who
holds management position with City, and 1 citizen of Ocoee who is not employed by and
does not hold office with City. All must be qualified electors of the City.)
Duties: Responsible for developing personnel policies for the City and recommending
such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
7 members, 2 alternates - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a general building
contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting development in
the City and its environs. Determines whether special proposed developments conform to
the principles and requirements of the comprehensive plan. Acts in advisory capacity to
the City Commission.
RECREATION ADVISORY BOARD
Meets 3rd Mondays, alternate months, 7:30 p.m.
7 members - 2 year terms
Duties: To advise the City Commission, City Manager and Recreation Director on the
operation of the City's parks, recreational facilities and programs.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 residents and 5th member chosen by majority of the previous 4
members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 residents and 5th member chosen by
majority of the previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for the City's police officers and firefighters.
