ISSUE:
Should the Honorable Mayor and City Commission approve the Preliminary Site Plan for Ocoee Business
Park?
BACKGROUND SUMMARY:
The applicant proposes to develop 44.12 acres of land as a light industrial/flex office park consisting of three
(3) buildings totaling a maximum of 646,366 sq. ft. Building 100 is a 96,770 SF warehouse with rear loading
truck bays facing the railroad track. Building 200 is a 406,000 SF warehouse with truck bays on the east and
west side. The eastern truck bays will be shielded by a retention pond with landscaping. The west facing
bay doors face the north bound exit ramp on SR 429. The estimated distance from the exit ramp to Building
200 is 355 feet. Building 300 is a 144,000 warehouse with bay doors facing the new Sunbelt Rental site.
The Development Plan provides for a maximum FAR (floor area ratio) of 0.33%. The maximum FAR
allowed by code is 3.0. The permitted uses will be limited to those uses permitted within the I-1 (Light
Manufacturing and Warehousing).
DISCUSSION:
Access from the site will be via two (2) access points on Maguire Road. A left turn lane and right turn lane
exists on Ocoee Business Pkwy. The traffic study indicates the northern full access requires turn lanes
including a south bound right turn lane that is 150 feet long with a 50 foot taper and a north bound left turn
lane that is 150 foot long with a 50 foot taper. This improvement is also consistent with the existing
approved subdivision plan. A third access point which will operate as an exit only is proposed on the
northern property line.
Utilities:
The site is located within the City of Ocoee utility service area and is proposing to connect to public utilities
for water and sewer. There is an existing 12" water main running along the east side of Maguire Road and a
10" gravity main running to a lift station on the north end of the property.
Drainage:
The subject site is located within the Apopka Drainage Basin and therefore, must meet the requirements of
Section 11.7 (a) SJRWMD Management and Storage of Surface Water Handbook and Wekiva Study Area
BMP's. Design of the drainage system will be evaluated in more detail prior to final engineering approval.
Recreation and Open Space:
No impacts on recreation facilities are proposed. The applicant will be required to provide twent-five (25)
percent open space.
Special Districts:
The site is located within the Wekiva Study Area and does not contain any of the protected features.
The approval of the Preliminary Site Plan will make the prior Preliminary Subdivision plan invalid.
Development Agreement
A Development Agreement will be forthcoming with the Final Site Plan.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
On September 5, 2017, the DRC met to determine if the proposed Preliminary Site Plan was consistent with
the City's regulations and policies. When the discussion was finished, the DRC voted unanimously to
recommend approval of the Preliminary Site Plan for Ocoee Business Park Project, subject to the resolution
of outstanding comments before the City Commission meeting.
PLANNING AND ZONING RECOMMENDATION:
The Planning and Zoning Commission (P&Z) reviewed the proposed Preliminary Site Plan for Ocoee
Business Park on Tuesday, October 10, 2017. Discussion ensued on impacts on the road system by the
traffic created. Several of the members of the Planning and Zoning Commission relayed issues with traffic
and the inability to justify the new traffic created without a number of improvements to the roads. Questions
to when Maguire Road would be widened and when Silver Star Road intersection would be fixed were made.
In making a motion, Chairman McKey said he is unaware of how to express their traffic concerns to the City
Commission. Staff relayed that the concerns would be stated in the Planning and Zoning Recommendation.
There were five (5) members of the Planning and Zoning Commission in attendance. The Planning and
Zoning Commission voted 5-0 to recommend approval of the Preliminary Site plan with the aforesaid traffic
comments included.
RECOMMENDATION:
Staff recommends the Honorable Mayor and City Commission approve the Preliminary Site Plan for Ocoee
Business Park Project.

NOTICE IS HEREBY GIVEN,pursuant to Article IV Section 4-3A.(3)(b)of the
City of Ocoee Land Development Code,that on TUESDAY,NOVEMBER 7,2017,
at 6:15 P.M.or as soon thereafter as practical,the OCOEE CITY COMMISSION
will hold a PUBLIC HEARING at the City of Ocoee Commission Chambers,150
North Lakeshore Drive,Ocoee,Florida,to consider the Preliminary Large Scale Site
Plan for Ocoee Business Park.The property is located south of the CSX railroad
tracks and west of Maguire Road.The parcel identification number is 18-22-28-
0000-00-026.The proposed development will consist of three(3)warehouse build-
ings totaling 646,366 square feet on a 44.12 acre parcel.
Interested parties may appear at the public hearing and be heard with re-
spect to the proposed action.The complete case file,including a complete legal
description by metes and bounds,may be inspected at the Ocoee Planning De-
partment located at 150 North Lakeshore Drive,Ocoee,Florida between the
hours of 8:00 a.m.and 5:00 p.m.,Monday through Friday,except legal holidays.
The Ocoee City Commission may continue the public hearing to other dates and
times,as it deems necessary. Any interested party shall be advised of the dates,
times,and places of any continuation of these or continued public hearings shall
be announced during the hearing and no further notices regarding these mat-
ters will be published.You are advised that any person who desires to appeal any
decision made at the public hearings will need a record of the proceedings and
for this purpose may need to ensure that a verbatim record of the proceedings
is made which includes the testimony and evidence upon which the appeal is
based. In accordance with the Americans with Disabilities Act,persons need-
ing a special accommodation or an interpreter to participate in this proceeding
should contact the City Clerk's Office 48 hours in advance of the meeting at
(407)905-3105.
