MINUTES OF THE MEETING BETWEEN MAYOR VANDERGRIFT
AND COMMISSIONER GLASS
HELD APRIL 12, 1995
Mayor Vandergrift called the meeting to order at 12:14 p.m. in the Commission Chambers
conference room.
PRESENT: Mayor Vandergrift and Commissioner Glass. Also present was Deputy City
Clerk Green.
ABSENT:
None.
General Discussion of City Issues - including drainage, road improvements, crime, schools
and dog catcher.
Drainage
Mayor Vandergrift expressed great concern about drainage into the lakes. He felt that about
60-80% of the drainage problems could be fixed in-house. He said PEC was preparing basin
studies, but that the City needed to be looking for answers in the meantime. He spoke about the
need for swales, retention ponds, and more effective ditch maintenance. Commissioner Glass
agreed that maintenance was key, and suggested a "menzi muck" might be helpful.

Road Improvements
Mayor Vandergrift said he had been striving for two years to have the Kissimmee Avenue and
Story Road intersection improved. He said Orlando A venue/White Road needed to be repaved,
but there was no money budgeted for repaving. He suggested that the City should not put in
sidewalks unless requested to do so.
Crime
Mayor Vandergrift wanted to promote interest in a Crime Watch program among the people in
Pioneer Key I and Pioneer Key II. He said there was a need to determine the root of the problem
in Pioneer Key and work toward a solution.
Dog Catcher
Mayor Vandergrift had spoken with Orange County representatives regarding this issue, and
they were open to the idea. He suggested that Commission consider funding it in the next mid-
year budget. Commissioner Glass said he would like to see the estimated costs. He said he had
found nothing in state statutes to prohibit the City from entering into an interlocal agreement
with the County for animal control.

Mayor Vandergrift mentioned his concerns that the City was taking an isolationist attitude and
felt that should be addressed. He said there was an issue of $900,000 that Orlando might be
receiving that possibly could belong to the City. He wanted to work with Orlando Mayor Hood
regarding this issue.

Mayor Vandergrift expressed the desire for a Community Redevelopment Agency (CRA) for
downtown, and suggested that Commission address it. Commissioner Glass said he would like
to see some of the benefits of the mall spread to the downtown area, and was not opposed to
exploring the possibility of a CRA. He suggested that someone from Apopka or Winter Garden
might be invited to talk to Commission about their programs.
Mayor Vandergrift shared his vision for a recreation trail in Ocoee which might be connected to
the West Orange Trail. He also said that Coca Cola owned a 200-acre tract of land that crossed
the Trail with 3000 feet on Lake Apopka. He suggested possible uses for the tract included
schools, an environmental magnet program and a regional park.
Commissioner Glass advised that the State Parkland program was tapping into the Preservation
2000 budget and said that might be a matter to discuss with State Representative Bob Sindler.
He said he would like to see a big regional park.

Mayor Vandergrift said, if there were money available, he would be in favor of supplying
garbage carts to the remaining areas of the City. Commissioner Glass said he "was not thrilled"
with the carts. He expressed concern that residents whose subdivisions required trash cans to be
kept in garages would have a problem with the carts. He said after a year of experience with
them, the City might want to try something else. Mayor Vandergrift said he thought the lift
could be modified to accommodate a smaller cart, and if the manufacturer could not come up
with one, he wanted to find one that could. Commissioner Glass replied that he might be
inclined to go that route if the carts continued to present a problem. Mayor Vandergrift said he
had learned there was a more automated system.
Mayor Vandergrift and Commissioner Glass agreed on future meetings with consideration for
time constraints.
Commissioner Glass said problems with telecasting of Commission Meetings needed to be
addressed.
