HomeMy WebLinkAbout09-20-95 SS MINUTES OF THE CITY OF OCOEE CITY COMMISSION SPECIAL SESSION FOR '-' FINAL BUDGET HELD September 20, 1995 CALL TO ORDER Mayor Vandergrift called the public hearing to consider the final budget for FY95-96 to order at 7:00 p.m. in the commission chambers. Upon calling the roll he declared a quorum present. PRESENT: Mayor Vandergrift, Commissioners Foster, Glass, Gleason and Johnson. Also present were City Manager Shapiro, City Attorney Rosenthal, Administrative Services Beamer, Finance Manager Horton, Personnel Director Psaledakis, Acting Police Chief Wilson, and City Clerk Grafton. ABSENT: None Mayor Vandergrift announced that this is an advertised public hearing to finalize the budget and adopt a final millage rate for the City of Ocoee. The City Commission has previously approved a tentative millage rate of 4.0 mills which represents no increase in millage over the rolled-back rate of 4.003 mills. '-" EMERGENCY ITEM - Local Option Gas Tax Distribution Debate Mayor Vandergrift declared this to be an emergency item due to time constraints and advised that the notice for the Local Option Gas Tax Distribution debate had arrived and he thought it more appropriate to appoint an elected official to attend instead of a staff member. City Manager Shapiro said that Chairman Chapin's staff had advised that the committee was to be made up of staff rather than elected officials. Mavor Vanderl!l"ift. seconded bv Commissioner Gleason. moved to appoint Administrative Services Director Montye Beamer to represent the City at the Local Option Gas Tax Distribution Debate. Motion carried 5-0. Mayor Vandergrift repeated the statement made earlier regarding the purpose of this public hearing. Briefing by City Manager on the percentage increase, if any, in millage over the rolled-back rate necessary to fund the budget and the specific purpose for which ad valorem tax revenues are being increased. City Manager Shapiro asked Ms. Beamer to present. Administrative Services Director Beamer said the Final Budget includes the City Manager's budget message as presented earlier as well as the changes that were approved prior to adopting the Tentative Budget, i.e., (1) the Merit Award was deleted and in its place an across-the-board increase of 1.5% was added for all employees effective October 1, 1995 along with the 2.5% COLA, and (2) General Fund Contingency was increased to $115,330 which included monies saved from the merit awards and the adjustment to the Occupational License Tax for the total actual billing. Other Personal Services funds were adjusted as well. Also shown are the changes to titles only in job descriptions in the Sanitation Department. There were no comments from Commission at this time. Mavor Vandenrrift. seconded bv Commissioner Johnson. moved to set the millage rate at 4.0 mills. City Attorney Rosenthal pointed out that before setting the millage rate, it should first be determined whether there were any changes to the adopted tentative budget. A brief discussion revealed that there were no further changes proposed for the adopted tentative budget. City Attorney Rosenthal announced again that the proposed final millage rate is 4.0 mills which represents no increase in the millage over the rolled back rate of 4.003 mills. Motion to adopt Resolution No. 95-14 setting the final millage rate. Mr. Rosenthal stated that the motion pronounced above was a motion to adopt Resolution No. 95-14, setting the final millage rate at 4.0 mills and he then read both the title and text of Resolution No. 95-14. ~ Comments by Citizens. There were no comments from citizens regarding the millage rate. Comments by Commissioners. There were no comments from Commissioners at this time. Vote on motion to adopt Resolution No. 95-14 setting the final millage rate. The motion to adopt Resolution No. 95-14 carried 5-0 with Mayor Vandergrift, Commissioners Foster, Glass, Gleason, and Johnson voting "Yea." Motion to adopt Resolution No. 95-15 adopting the final budget. Commissioner Foster. seconded bv Commissioner Johnson. moved to approve Resolution No. 95-15 adopting a final budget for the Fiscal Year beginning October 1. 1995 and ending September 30. 1996. City Attorney Rosenthal read the title only of the proposed Resolution. Comments by Citizens. There were no comments from citizens. Comments by Commissioners. There were no comments from Commission at this time. -...... Vote on motion to adopt Resolution No. 95-15 adopting the final budget.
