MINUTES OF THE OCOEE CITY COMMISSION BUDGET SPECIAL SESSION
HELD APRIL 27,1998
CALL TO ORDER
Mayor Vandergrift called the Special Session to order in the Commission Chambers at 7:05
p.m. and announced that the purpose of this meeting was to present the first reading of Ordinance
No. 98-08, amending the budget for fiscal year 1997-98. The roll was called and a quorum
declared present.
PRESENT: Mayor Vandergrift, Commissioners Anderson (arrived at 7:14 p.m.), Glass,
Howell (arrived at 7:13 p.m.) and Parker. Also present were City Manager
Shapiro, City Attorney Rosenthal, Community Relations/Projects Director Shira,
Personnel Director Psaledakis, Assistant City Engineer Wheeler, Police Chief
Mark, Police Captain Wilson, Fire Chief Strosnider, Recreation Director
Nordquist, Public Works Director Smith, Information Systems Manager Tartar,
Finance Director Horton, Finance Supervisor Carter, Budget Specialist Strickland,
Customer Service Supervisor Sills and City Clerk Grafton.
ABSENT: None.
FIRST READING OF ORDINANCE No. 98-08, AMENDING THE BUDGET OF FISCAL
YEAR 1997-98. Second Reading and Public Hearing Scheduled May 5, 1998 at 7:15 p.m.
City Attorney Rosenthal read the title only of Ordinance No.98-08, and Mayor Vandergrift
stated that the second reading and public hearing were scheduled for May 5, 1998 at 7: 15 p.m. or
as soon as practical thereafter.
The following items brought discussion requiring either staff action or change to the budget line
items:

Protective Inspections - Animal Control Officer (Grade 4)
Mayor Vandergrift suggested having the Animal Control position changed from full
time to part time because he did not think the City had that much of a problem and felt
there would not be much for an Animal Control Officer to do once he began to remedy
the problem. Mr. Shapiro said the City receives many calls from citizens complaining
about rogue and problem animals that the City has no way of dealing with. He feels once
citizens hear that the City now has a means of dealing with these problems, they will
receive even more calls. Mayor Vandergrift said the City should look at other
surrounding cities to see if they have an interest in this program and maybe they could
help offset the costs of this position. Mr. Shapiro said he would check with other cities
and see if they have an interest in this project.
Commissioner Anderson inquired as to the proposed purchase of the Griffin property.
Finance Supervisor Carter distributed an aerial photo of the subject property and Mr.
Shapiro explained that the idea of purchasing the property was still in the discussion

stage, but that Mr. Griffin said he would give the City the first opportunity to purchase it.
Mr. Shapiro said the City had been considering the purchase of Mr. Griffin's property
for a while, and if they succeed, would be looking to purchase other adjoining properties
to increase the Municipal Complex size.
Without objection, Mayor Vandergrift directed staff to proceed with negotiations for the
purchase ofMr. Griffin's property.

Line 6401 - Pothole Patcher Truck (Lease), Pickup Truck (Lease). Mayor Vandergrift
and Commissioner Anderson asked that the terms of the proposed leases be included in
the midyear budget report.
Mayor Vandergrift asked that trash containers in the City's parks be exchanged with brighter
colored ones and that they be fastened down to prevent them from being tipped over or thrown
into lakes. He also asked that funds be set aside to construct a sea wall, and stated he would like
to see the lakefront cleanup project continue.

Line 5217 - Water Meters. Mayor Vandergrift asked that the budget report show how
many meters the City will receive for the amount shown.

Line 6401 - Dump Truck (Lease). Mr. Shapiro explained that this dump truck will be
replacing the old one at the Wastewater Treatment Plant. Mayor Vandergrift asked that
replacement be added to the report if it applies.

Legislative Department. Mr. Shapiro proposed transferring $25,000 from the
Contingency Fund to the Community Promotions Fund so that next year Commission
has better knowledge of how much is spent on charities.
City Manager Shapiro asked Commission what items they wished to change prior to the
midyear budget's public hearing on May 5, 1998 at 7: 15 p.m.
Commissioner Anderson objected to the City hiring an Animal Control Officer. After
discussion ensued surrounding the pros and cons of having to deal with Orange County, keeping
the Officer busy and whether the funds would be spent more wisely elsewhere, Commission
reached consensus to go on with the project and look at the possibility of sharing this officer with
other cities to help offset the cost.
Mayor Vandergrift announced that he had begun research on the proposed Mayors' Gallery for
the Commission Chambers, and that the overall cost for the 11 X 14 pictures with frames and

furnishing the former Mayors' families with a photo, would be around $3000. Mr. Shapiro said
there is $100,000 available in the Contingency Fund for such projects. Mayor Vandergrift said
he would like to continue the lakefront cleanup program. Mr. Shapiro said he would get a
figure for him on the cost of this project and see if there were funds available in the Operations
Fund. Mayor Vandergrift said he would like to see a sea wall constructed behind City Hall.
Mr. Shapiro said he would see how much the project would cost and speak with DEP to see if
there are any problems in getting a permit.
