MINUTES OF THE OCOEE CITY COMMISSION STORMWATER DRAINAGE
UPDATE/BUDGET WORKSHOP HELD AUGUST 20, 1997
CALL TO ORDER
Mayor Vandergrift called the Workshop to order at 7:02 p.m. in the commission chambers.
The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioners Anderson, Glass, Howell (arrived at 7:05
p.m.), and Parker. Also present were City Manager Shapiro, City Attorney
Rosenthal, Personnel Director Psaledakis, Finance Director Horton, Finance
Supervisor Carter, Budget Specialist Strickland, City Engineer/Utilities Director
Shira, Public Works Superintendent Smith, Building Official Flippen, Acting
Recreation Director Nordquist, Police Chief Mark, Fire Chief Strosnider,
Professional Engineering Consultants Hooper and Hamstra, and City Clerk
Grafton.
ABSENT: None
REVIEW DRAINAGE IMPROVEMENT PROGRAM
Engineering Consultant Ken Hooper, PEC, introduced David Hamstra, PEC Drainage
Department, who distributed the Stormwater Update dated August 20, 1997. Mr. Hamstra
reviewed the handout.
City Manager Shapiro asked Mr. Hamstra if he could provide the cost of the new sidewalk on
Palm Drive and to have it put on the south side instead of the north.
Mr. Hamstra reviewed a list developed by PEC of projects they would like pushed forward
for completion and those were as follows:
1) Center Street Ditch
2) Flewelling Street Baffle Box
3) City Hall Ditch Alum Treatment System
Of the three, the Center Street Ditch would take precedence at the moment because of the
funds available due to savings on existing projects.
Mayor Vandergrift suggested waiting three to four months before making a decision and that
four months down the line would put the City in a new grant year.
NPDES EXPLANATION
David Hamstra, Vice President for PEC, gave a brief overview of what NPDES (National
Pollutant Discharge Elimination System) permit stands for and how they operate in making
Cities address their water quality. Mr. Hamstra explained that PEC must provide an
ordinance to be adopted empowering management to enforce against illegal connections to
stormwater drainage.

Mayor Vandergrift asked that the ordinances be provide as soon as possible.
Commission reached consensus to hear about the Drainage basins (Section #3 in the
Stormwater update) at another date.

REVIEW/DISCUSSION: BUDGET FY 1997-98 - (continued)
The review of the Budget Workshop Workbook was continued beginning with page 6-1, with
the Finance Team, City Manager Shapiro, and Department Heads responding to questions
raised by Commission. There were no changes made to the line items during this session.
Ms. Psaledakis handed out a job description for Budget Specialist to take the place of the one
that had been distributed earlier.
