Water Distribution System Project
Background Summary:
Young's Communications Co., Inc., is presently installing the water mains and service taps for reclaimed
water service in the Silver Glen Subdivision using directional boring techniques. During the course of the
project, it was discovered that additional service connections could be supplied to a portion of Center St.
within the Silver Glen Subdivision but not originally included in the project using the directional boring
method of construction. This method allows the contractor to circumvent two large trees and stay within
the narrow right of way on this portion of Center St. in order to extend service to this portion of the Silver
Glen Subdivision. The proposed increase in project scope will extend the 8-inch service main by 370
feet, provide reclaimed water service to five homes not included in the original project, and facilitate
future expansion of the reclaimed water system into the residential area west of the Silver Glen
community. The amount of the change order is an increase of $20,769.85, a cost based on the contract
unit prices and City-measured quantities, with no adjustment in contract time. The total contract price will
increase to $808,406.90.
Issue:
The Engineering Department has proposed changes to the Silver Glen Reclaimed Water Distribution
System project and requests that the City Commission approve Change Order No. 1 with Young's
Communications Co., Inc.
Recommendations
The Engineering Department recommends that the City Commission approve Change Order No. 1 for
the additional work and increase the construction contract by $20,769.85, with no adjustment in contract
time, and authorize the Mayor and City Clerk to execute the change order. To fund the change order
and accommodate other potential minor contingencies, staff recommends that the City Commission
approve the reallocation of $25,000 from the amount reserved for the Reflections and Reserve
subdivision reclaimed water system expansions to the Silver Glen Subdivision project.

Financial Impact:
The funding for this change order will be financed by the 2003 utility bond issue. Given the savings
experienced on this project by the use of directional boring methods and the expected extension of this
construction technique for the Reserve and Reflections reclaimed water distribution system projects to be
let to contract later in 2007, the reduction in remaining funds is not anticipated to result in a shortfall for
the remaining construction program.

ISSUE
The Engineering Department requests that the City Commission approve Change Order No. 1 with Young's
Communications Co., Inc., for the Silver Glen Reclaimed Water Distribution System Project in the amount of an
increase of $20,769.85, with no adjustment in contract time.
BACKGROUNDIDISCUSSION
Young's Communications Co., Inc., is presently installing the water mains and service taps for reclaimed water
service in the Silver Glen Subdivision using directional boring techniques. During the course of the project, it
was discovered that additional service connections could be supplied to a portion of Center St. within the Silver
Glen Subdivision but not originally included in the project using the directional boring method of construction.
This method allows the contractor to circumvent two large trees and stay within the narrow right of way on this
portion of Center St. in order to extend service to this portion of the Silver Glen Subdivision.

The pipeline extension will remain on the south side of Center Street within the available right of way and
extend from the original end-of-project point for a distance of 370 feet, with the five new service taps being
installed across Center Street from the north side. One 8-inch flushing valve and one 8-inch gate valve with
valve box are being relocated from the original end-of-pipe position without additional charge.

CHANGES ORDERED:
I. GENERAL
This change order is issued pursuant to the applicable provisions of the Contract Documents and is intended
to provide an equitable adjustment in the Contract Sum to accommodate an opportunity to serve additional
residential reclaimed water customers.
II. REQUIRED CHANGES
Item A:
Extend 8-inch HDPE main 370 west of the original end along Center Street.
Item B:
Install five new service taps.
Item C:
Install a Tee fitting and related flow control valves at the intersection of Center Street and Sullivan
Avenue.
III. JUSTIFICATION
Item A: The original construction plans called for termination of the main pipeline at the common parcel boundary
between 1410 Center St.. and 805 Sullivan Ave. due to the presence of a large tree, the end of Silver Glen
Subdivision homes on the south side of Center St., and limited right of way to the west. This design choice resulted
in five homes on the north side of Center St., which were also considered to be part of the Silver Glen Subdivision,
being unserved by the reclaimed water system. At the time the construction plans were prepared (1998), it was
expected that open trenching would be used as the construction method, although directional boring was an option.
The selected low bidder, however, chose to use directional boring, which can work around such obstacles as large
trees and limited right of way. Thus, it is now fiscally and fmancially feasible to extend the project to include the
remaining five Silver Glen homes. The extension also facilitates future connections in the Ridgefield Subdivision
along Sullivan Ave. and Ridgefield Ave. The proposed new end of the 8-inch main will be at a point in the southern
right of way of Center St. opposite the western parcel boundary of 1401 Center St., with appropriate relocation of the
8-inch vent valve.
Item B: The service taps are required to connect the five new customers to the reclaimed water system.
Item C: The Tee fitting and control valves will facilitate extension of the system to the Ridgefield Subdivision
without disrupting service in the Silver Glen Subdivision.
IV. NARRATIVE OF NEGOTIATIONS
Items A-C: Bid amounts were used in all cases. All fixed costs remain unchanged.

VI. APPROVAL AND CHANGE AUTHORIZATION
This proposed change to the Contract is to be approved by the Ocoee City Commission.

Acknowledgements:
The aforementioned change, and work affected thereby, is subject to all provisions of the original contract not
specifically changed by this Change Order; and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original
contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the adjustments in
Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs and
modifications of performance time incurred by the CONTRACTOR as a result of this Change Order and/or relating
to or arising out of the reasons and justifications for this Change Order.. No other claim for increased costs of
performance or modifications of time will be granted by the OWNER for the Work covered by this Change Order.
Nothing contained in this action by the City shall be deemed to constitute a waiver or an estoppel to assert its rights
or remedies under the Contract Documents nor shall it be deemed to set a precedent for an equitable adjustment for
any other materials required by the Work. The CONTRACTOR hereby waives and releases any further claims for
cost or time against the OWNER arising from or relating to the matters or Work set forth or contemplated by this
Change Order and/or relating to or arising out of the reasons and justifications for this Change Order.
