BACKGROUND SUMMARY:
Prairie Lakes PUD Tract "A" is approximately 44.19 acres in size and is located on the northwest corner of the
intersection of Clarke Road and A.D. Mims Road. The Final Subdivision Plan proposes the construction of
infrastructure for a 205 lot residential subdivision consisting of single-family detached homes and townhomes.
The properties to the south are primarily developed as residential uses. The property to the north is proposed for
future residential development, and the property to the east is currently being developed for residential uses. The
property to the west is the site of a City park. All surrounding properties are located within the City of Ocoee and
have a City of Ocoee / Orange County Joint Planning Area (JPA) Future Land Use designations of Low Density
Residential, Medium Density Residential, High Density Residential, and Recreation and Open Space.
The Future Land Use designations for the property are "High Density Residential" and "Conservation", and have
zoning designations of Medium and Low Density (PUD), which permit development and construction of the
proposed residential subdivision. The Final Subdivision Plan is consistent with the goals, objectives, and policies
of the Comprehensive Plan, the Land Development Code (LDC), and the requirements of the PUD.
DISCUSSION:
As mentioned above, the Final Subdivision Plan proposes the construction of infrastructure for a 205 lot
residential development consisting of single-family detached homes and townhomes. The town home portion of
the development is situated on 13.3 acres on the southern portion of the property, adjacent to the intersection of
Clarke Road and A.D. Mims Road. Of the 205 lots that are proposed in the development, 126 will consist of
town homes.
The townhome lots will be 22-feet and 24-feet in width, and have a 20-foot front setback and a 10-foot rear
setback. A 20-foot common area to be maintained by the homeowners association has been provided between
each of the buildings. The townhome units have been designed to allow two cars to park in the driveway and two
cars to park in the garage.
The town home portion of the development will be accessed via a right-in / right-out along Clarke Road that has
been provided approximately 450-feet north of A.D. Mims Road. A second full access approximately 450-feet
north will also be provided with a left turn lane. This point of access will serve both the townhomes and the
single-family detached homes.
The single-family detached portion of the development will consist of 79 lots on 14.6 acres situated on the
northern portion of the property. The minimum lot size for the single-family lots is 55-feet by 120-feet. The single-
family lots will have a 25-foot front yard setback, 7.5-foot side yard setback, and a 25-foot rear yard setback. A 6-
foot high PVC fence will be provided that separates the town home portion of the development from the single-
family portion of the development. All internal streets within the development will have a right-of-way width of 50-
feet and a pavement width of 24-feet.
The Final Subdivision Plan proposes a 15-foot landscape buffer with a 6-foot high brick wall along the portions of
the development that front A.D. Mims Road and Clarke Road. Vegetation in this buffer will consist of Live Oaks,
Magnolias, Ligustrum Trees and Sweet Viburnum in addition to various other plant materials. Along the rear of
Lots 179 and 180 in the single-family portion of the development, which are visible from Clarke Road, the
developer will install a 6-foot high PVC fence. In addition, the developer has committed to saving many existing
trees on site and has agreed to grade the site on a lot by lot basis to assist in tree preservation. For those trees
that cannot be preserved, the developer has proposed to replace them at a 4 to 1 ratio.
The Final Subdivision Plan proposes several common elements for the development. The first of these elements
is a clubhouse and community pool. The second of the common elements that is proposed is a 5-foot wide
natural walking path adjacent to the wetland area along the northern boundary of the property. The path, in
addition to the wetland area will be dedicated to the City of Gcoee in a conservation tract. A 25-foot buffer will
be provided from the conservation area.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
The Development Review Committee (DRC) met on January 3, 2007 and reviewed the Final Subdivision Plan.
The applicant was notified of several concerns that must be satisfied prior to the project being scheduled for a
pre-construction conference. The DRC voted unanimously to recommend approval of the cinal Subdivision Plan
date stamped "January 4, 2007".
PLANNING & ZONING COMMISSION RECOMMENDATION:
The minutes of the January 9, 2007 Planning & Zoning Commission meeting in regards to this case will be
distributed prior to the City Commission meeting.
STAFF RECOMMENDATION:
Staff recommends that the Honorable Mayor and City Commissioners approve the Final Subdivision Plan for
Prairie Lakes PUD Tract "A" subject to the attached engineering corrections being incorporated into the final
plans prior to a pre-construction conference.

The following are the results of your 4th submittal for the above referenced project. If you have
any questions pertaining to the requested information, please contact our office.
1. (Repeat Comment) Show all pipes shaded back on the landscape plans. No trees shall be
planted within 10' of any utility or stormwater pipes. This comment still applies. There are
still numerous locations throughout the subdivision that there are trees shown within 10' of
water, reuse, sanitary sewer, and storm pipes. Trees may not be planted within 10' of ANY
of these pipes. The watermain along Clarke Road by the pond has many trees planted
within 10' of the pipe. Sheet L-I03 still shows a tree located within 10' from a fire
hydrant. The landscaping plans does not show the new location of the reuse main
located 5' off the property line, please revise and revise landscaping in the are to show
what was previously submitted.
2. (Repeat Comment) The emergency access tract between lots 143 and 144 needs to also
provide easement for drainage and needs to be a minimum of 30' wide to facilitate the
width of easement needed for the storm pipe. The City requires the minimum easements
over pipes to be the width of pipe plus a slope of 1: 1 from the pipe depth to the surface.
The added easement is not acceptable. Please widen Tract H to accommodate the access to
the stormwater pipe using the width of pipe plus a slope of 1: 1 from the pipe depth to the
surface. This also applies between townhome lots 94 and 95. The tract must not conflict
with any portion of the townhome structure. As discussed at the previous TSRC, add a
stormwater manhole at the property line to facilitate the maintenance to the City's
portion of the stormwater system.
3. (Repeat Comment) Indicate on the Master Utility Plan that the existing reuse water main
along Clarke Road is 16", Please see the included As-Built copy indicating that the
reclaimed water main along Clarke Road is 16" as previously stated.
4. Section B-B on sheet 7 of 25 indicates that Street C having a different cross-section than
that of the Typical Townhouse Pavement Section on sheet 18 of 25. Please clarify the
difference in the sections. The portion of the section between the townhouse and the
street C seems to show an odd section for a driveway.

1. (Repeat Comment) Relocate the master reuse meter for the townhomes to the townhomes
side of the tee. Provide gate valves throughout the single family portion of the reuse
system to allow for main isolation for maintenance and repair.
