CODE ENFORCEMENT BOARD MEETING
FEBRUARY 25,2003
CALL TO ORDER
Chairman Linebarier called the regular meeting of the Ocoee Code Enforcement Board to
order at 7:30 p.m. in the Commission Chambers at City Hall. Chairman Linebarier led the
Pledge of Allegiance to the Flag and Member Henderson led the Invocation. The roll was
called and a quorum was declared present.
PRESENT: Chairman Linebarier, Vice-Chairman Lenko, Members Chancey, Godek,
Henderson, Konicek and Alternate Members Donenfeld and Stanley. Also
present were Enforcement Officers Loeffler, Siegrist, and Simon, Permitting
Clerk Ramos,Attorney Sneed,and Administrative Assistant III Maxwell.
ABSENT: Member Sidles was excused.
CONSENT AGENDA
ALL MAI IFRS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD,IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED
SEPARATELY.

Amy Ward residing at 1518 Ison Lane, having been sworn, presented pictures showing trash
‘kow and debris littering her neighbors yard and drive way. Ms. Ward stated the trash and debris is

cleaned up at this time but the respondent regularly leaves trash and debris littering the
property. Attorney Sneed advised Ms. Ward that if the respondent is found in violation again
the respondent will be considered a repeat violator.
Vice-Chairman Lenko, seconded by Member Henderson, moved in Case Nos. 03-006 and
03-007 to find the Respondents in violation of Section 115-3 and 165-3 as of January 14,
2003, but in compliance as of February 25, 2003, and no fine or penalty imposed. Motion
carried 6-0.
Vice-Chairman Lenko, seconded by Member Konicek, moved to adopt testimony from Case

exhibits and gave detailed information regarding the purchase history of the property. She
further stated Kissimmee Entertainment purchased the property from the Veterans
Administration and evidently a title search was not done. Ms. Khimani asked for a reduction
of fine and lien.
Vice-Chairman Lenko, seconded by Member Donenfeld, moved in Case Nos. 02-002 and 02-
086 to combine the fines in both cases to a reduced amount of$2,000 and to be paid by March
7, 2003, or the fine reverts back to the original fine in both cases of$74,600 Motion carried
6-0.

(16, Vice-Chairman Lenko, seconded by Member Konicel, moved in Case NO. 03-005 to enter
and order imposing fine and lien effective February 5, 2003, for a total of$200. Motion
carried 6-0.

Attorney Sneed—None
Code Enforcement Officer Siegrist—None
Code Enforcement Officer Loeffler — Said he wanted to commend the board for the
decisions that are made. Mr. Loeffler also said he would like everyone to know that the
efforts the Code Enforcements Officers put forth helps prevent tragedies that have happened
in the night clubs recently.
Code Enforcement Officer Simon — Asked the board members that had not voted for the
Volunteer Award to please do so this evening.

Chairman Linebarier- Congratulated the Code Enforcement Board Members on the fine job
that they do, congratulations to Ms. Ramos and Ms. Maxwell for keeping the board and
records straight, and congratulations to the Code Enforcement Officers for the good job that
they do.
Vice-Chairman Lenko - Said the Volunteer Dinner is Friday night 6:30 p.m. - 8:30 p.m.

Member Donenfeld — Said he received a compliment from viewers watching the Code
Enforcement Board Meeting on OGTV. The viewers were impressed as to how professional
the board members handled themselves regarding their different view of each case brought
before them.
