MINUTES OF THE CITY OF OCOEE
CODE ENFORCEMENT BOARD MEETING
JULY 23, 2002
CALL TO ORDER
Vice-Chairman Lenko called the regular meeting of the Ocoee Code Enforcement Board to
order at 7:35 p.m. in the Commission Chambers at City Hall. Vice-Chairman Lenko led the
Pledge of Allegiance to the Flag and Member Donenfeld led the Invocation. The roll was
called and a quorum declared present.
PRESENT: Vice-Chairman Lenko (arrived at 7:35 p.m.), Members Chancey, Donenfeld,
Konicek, Henderson, Skiles, and Stanley. Also present were Code Enforcement
Supervisor Simon, Code Enforcement Officer Loeffler, Code Enforcement
Officer Siegrist, Building Clerk Ramos, Attorney Sneed, and Administrative
Assistant H Maxwell.
ABSENT: Chairman Linebarier and Robert Godek,who were excused.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
4111, BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD,IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED
SEPARATELY.
The Consent Agenda consisted of approval of Items A, B, & C.

2002.
B. Order of Continuance—(Meeting: July 23, 2002)
C. Order of Dismissal-None
Member Konicek seconded by Member Skiles, moved to approve the Consent Agenda as
corrected with Item A to reflect that Members Chancey and Konicek were excused. Motion
carried 7-0.

Member Konicek, seconded by Member Skiles, moved to hear Case Nos. 02-040, 01-061 and
01-063 as the next items on the agenda.

Observation: Outstanding building final inspection on carport enclosure.
Code Enforcement Supervisor Simon, having been sworn, presented exhibits, gave a detailed
history of the case and stated the property is in non-compliance.
Respondent, Rogelio Marquez, having been sworn, stated he has not finished the construction
of the building. Supervisor Simon stated the Respondent needs an inspection, which would
extend the building permit for six months.
Member Chancey, seconded by Member Henderson, moved in Case No. 02-040 to find the
Respondent in violation of Section 51-90 as of July 8, 2002, but to give until August 2, 2002,
to comply or impose fine of$25.00 per day. Motion carried 7-0.
Member Konicek, seconded by Member Skiles, moved in Case Nos. 01-061 and 01-063 to
adopt testimony as same. Motion carried 7-0.
Member Skiles, seconded by Member Konicek, moved to re-hear Case Nos. 01-061 and 01-
063. Motion carried 7-0.

Code Enforcement Officer Loeffler, having been sworn, stated the Respondent brought the
property into compliance as soon as he realized the tenant was not bringing the property into
compliance.
Respondent, Marshall L. Van Landingham, having been sworn, stated he is here asking the
Code Enforcement Board for reduction of fine.
Member Henderson, seconded by Member Skiles, moved in Case Nos. 01-061 and 01-063 to
reduce the fine to $0 and to satisfy any outstanding liens. Motion carried 7-0.

Code Enforcement Supervisor Simon, having been sworn, stated the property is in
compliance.
Member Chancey, seconded by Member Henderson, moved in Case No. 02-029 to find the
Respondent in violation of Section 119-2 as of May 24, 2002, but in compliance as of July 23,
2002, and to impose fine of$250.00. Motion carried 6-1 with Member Skiles voting no.

Building Clerk Ramos- Welcomed Ms. Stanley.
Code Enforcement Supervisor Simon — Said the Code Enforcement packets will be mailed
out to the board members starting next month and asked the board members to call if they are
unable to attend the Code Enforcement Board Meeting. Welcomed Ms. Stanley to the board
as an alternate.
Vice-Chairman Lenko — Said the Code Enforcement Board Members received an
informational letter from City Manager Gleason regarding his contact information.
Member Chancey-None
Member Donenfeld — Asked what time construction was allowed to start in the mornings.
Code Enforcement Supervisor Simon stated 7:00 a.m. except for Sundays and holidays.
Member Henderson—None
Member Konicek- Welcomed Ms. Stanley to the board.
Member Skiles- Welcomed Ms. Stanley.
Member Stanley- Said thanks for having her on the Code Enforcement Board.

Administrative Assistant II Maxwell - Said the Office of the City Clerk will be ordering
shirts for all board members and shirt sizes are needed to process the order.
