CODE ENFORCEMENT BOARD MEETING
APRIL 27, 2001
CALL TO ORDER
Chairman Linebarier called the regular meeting of the Ocoee Code Enforcement Board to
order at 7:30 p.m. in the Commission Chambers at City Hall. Chairman Linebarier led the
Pledge of Allegiance to the Flag and the Invocation. The roll was called and a quorum
declared present.
PRESENT: Chairman Linebarier, Members Chancey, Ellison, Henderson and Konicek,
Skiles, and Solomon. Also present were Attorney O'Quinn, Code Enforcement
Supervisor Simon, Code Enforcement Officer Siegrist, Building Clerk Ramos,
and Administrative Assistant II Maxwell.
ABSENT: Vice-Chairman Lenko and Member Godek, who were excused.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD,IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

Code Enforcement Officer Loeffler, having been sworn, gave a brief history of the Case,
presented exhibits and stated as of April 24, 2001,the property is in non-compliance.
Patricia Shirah, wife of Respondent, having been sworn, stated she was in the process of
applying for an Occupational License but the paperwork could not be finalized until her
husband returned home to sign the paperwork. Chairman Linebarier asked Mrs. Shirah if
she knew tractor/trailer parking was restricted in residential areas. Mrs. Shirah stated the
tractor/trailer will be parked elsewhere.
Member Ellison, seconded by Member Skiles, moved to find the Respondent in Case No.01-
002 in violation of Section 119-2 and LDC 6-4-H as of March 4, 2001, but to give until May
7, 2001, to comply or folfeit$150.00 per day. Motion carried 7-0.

Member Konicek, seconded by Member Skiles, moved to hear Case No. 01-010 as the next
item on the agenda. Motion carried 7-0.

(kw that he no longer owned the property, however, Mr. McKinley is still the property owner

L, according to Orange County Tax Records. Mrs. Simon also stated on April 9, 2001, Mr.
McKinley contacted her stating he was no longer the legal owner since filing bankruptcy
through Randy Freeman, P.A. Mrs. Simon stated she has tried unsuccessfully to contact Mr.
Freeman regarding this Case and that Mr. McKinley brought her a business card from Mr.
Freeman stating Mr. McKinley no longer owned the property located at 1241 Russell Drive,
Ocoee, Fl. Mrs. Simon stated she once again tried unsuccessfully to contact Mr. Freeman
regarding this Case. Discussion ensued.
Member Solomon, seconded by Member Skiles, moved to suspend the $100 a day fine in
Case No. 01-151 as of April 24, 2001, until the City of Ocoee can identify the owner of the
property. Motion carried 7-0.
COMMENTS
Building Clerk Ramos-None
Code Enforcement Supervisor Simon - The board has made a request to have a memo sent
to the Ocoee City Commission requesting an ordinance banning temporary accessory
structures. The Building Code addresses wind load factors and zoning requirements address set
back issues, so a building, whether it be a carport or temporary structure needs to meet all
Ocoee City Codes in order to be erected. Mrs. Simon further advised the board that she needs
some additional direction in order to pursue this issue further. Discussion ensued.
ifero Code Enforcement Officer Siegrist — Advised the board that the house at 1241 Russell
Drive, Case No. 01-151 is vacant and has no electric or water.
