CODE ENFORCEMENT BOARD MEETING
SEPTEMBER 26, 2000
CALL TO ORDER
Vice-Chairman Lenko called the regular meeting of the Ocoee Code Enforcement Board to
order at 7:30 p.m. in the Commission Chambers of City Hall. Vice-Chairman Lenko led the
Pledge of Allegiance to the Flag and Member Ellison led the Invocation. The roll was called
and a quorum declared present.
PRESENT: Vice-Chairman Lenko, Members Ellison, Godek, Henderson and Konicek, Also
present were Attorney Tom Feeney, Code Enforcement Supervisor Shelly
Simon, Code Enforcement Officers Ed Loeffler and Bob Siegrist, Building
Clerk Robin S. Harris, and Administrative Secretary Brenda Maxwell.
ABSENT: Chairman Linebarier, Members Chancey, Skiles, and Solomon who were
excused.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

Observation: Observed trash in front and side yard and window in need of repair.
New owners, Dave & Barbara Mathis, 330 Little Spring Hill Drive, having been sworn, stated
they purchased the home in February 1995, and spent approximately $23,000 to rehabilitate
the house. The Mathises stated the home was purchased without knowledge of a lien which
they were notified of by Gibson Mortgage Group when they applied to re-finance their
mortgage. The Mathises want to abate the lien due to the large amount of money spent to
remodel the home.
Attorney Feeney stated it is not unusual for the government to transfer property subject to quit
claim deeds. Discussion ensued.

Code Enforcement Supervisor Simon presented exhibits. Discussion ensued.
Member Henderson, seconded by Member Godek, moved to reduce the fine to $0 and satisfy
the lien in Case No. 94-039. Motion carried 5-0.

Code Enforcement Officer Siegrist, having been sworn, gave a brief history of the Case,
presented exhibits and stated as of September 26, 2000, the property is in non-compliance for
Sections 108-23 D, R (1 & 2).
Respondent, Monica Lynn Bell, having been sworn, stated she notified Officer Siegrist that
some of the items would be repaired but other items would have to wait due to lack of money
from being laid off. Ms. Bell further stated she was put on a one (1) year waiting list with
Orange County Rehabilitation for assistance with the needed repairs. Discussion ensued.
Supervisor Simon advised Ms. Bell she would check into rehabilitation funds that would be
available sooner. Discussion ensued.
Member Ellison, seconded by Member Konicek, moved to continue Case No. 00-109 until
January 2001, Code Enforcement Board Meeting. Motion carried 5-0.

Code Enforcement Officer Loeffler, having been sworn gave a brief history of the Case and stated

Supervisor Simon stated that the respondent is deceased. The city has approximately $800.00 of
mowing liens against the property and the city would like to see more liens filed against the property
to foreclose on the property.
Member Godek, seconded by Member Henderson, moved to find the respondent in Case No. 00-099,
in violation of Section 115-5 as of August 22, 2000, but to give until September 27, 2000, to comply or
be fined$250.00 a day. Motion 5-0.

per day, per violation for Case No. 00-091 as of September 02, 2000. Motion carried 5-0.
