MEETING HELD JANUARY 25, 1994
ROLL CALL
PRESENT: Chmn Jim Sills, VChmn Frank Carlsson, Carolyn Alexander,
Madeline Shagner, Mark Slaby, Denise Lenko, Scott Glass, Eric
Barnett, Attorney Ike Cool, Code Enforcement Officer Teresa Braddy,
Deputy Clerk Shelly Simon.
ABSENT: Larry Chestney (excused)
The meeting was called to order by Chairman Sills at 7 :30 pm in the
Ocoee Commission Chambers, at the Ocoee Community Center. Chairman
Sills led in the Pledge of Allegiance to the Flag and Vice Chairman
Carlsson led in prayer. Chairman Sills stated that there was a
quorum present.
APPROVALS
VChmn Carlsson made a motion to approve the minutes as printed and
distributed for the November 23, 1993 Code Enforcement Board
Meeting. The motion was seconded by Madeline Shagner and voted on
unanimously.
COMMENTS FROM CITIZENS

HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARING
93-46, Stella King
Chmn Sills advised no one was present to represent Ms. King.
Deputy Clerk Simon swore in the Code Enforcement Officer Teresa
Braddy who testified Ms. King resides in a nursing home and is

mentally incompetent to receive the notices that have been sent to
her. The Board discussed several options such as the city mowing
the lot, or advertising, or citing the acting guardian. Ms. Braddy
stated advertising would not be a good idea since it wasn't a
matter of not knowing where the owner was. She also stated that the
City Attorney was reviewing situations on what action the City
could take in cases where the owner can't be contacted etc.
Attorney Cool stated to wait and see what action the City Attorney
took and then pursue the above case. Frank Carlsson motioned to
table case 93-46 pending review by the City Attorney. The motion
was seconded by Carolyn Alexander and voted on unanimously.

Chmn Sills stated no one was present to represent Mr. or Mrs.
Pridgen. Ms. Braddy testified this case was tabled from the last
meeting and prior to that meeting she had been in contact with Mr.
Pridgen who told her he would have the violation cleaned up. Ms.
Braddy stated that to date the property had not been cleaned up.
Ms. Braddy stated that she had attempted through Orlando utilities
department, Winter Garden Utilities department, information and
other avenues to find a way to get in contact with the property
owner with no success. VChmn Carlsson suggested advertising this
case. Chmn Sills asked if testimony from the Code Enforcement
Officer about the conversation she had with Mr. Pridgen would be
considered hearsay. Attorney Cool stated it wouldn't be sufficient
since he hasn't received a Notice of Hearing. VChmn Carlsson
motioned for the City to try other means and table the case 93-62
until the next meeting. This motion was seconded by Denise Lenko
and voted on unanimously.
93-64 Donald Joseph Crawford
Chinn Sills stated no one was present to represent Mr. Crawford.
Ms. Braddy testified Mr. Crawford contacted her in reference to the
letter she had sent and is refusing to receive the letter. She
asked the Board to table this case because of non-proof of service
and maybe advertising would help in this case and she would
continue to try and make contact. Carolyn Alexander made a motion
to table case 93-64 until next meeting. Madeline Shagner seconded
the motion and it was voted on unanimously.
93-69 Groundworks of Central Fla. Inc, .
Ms. Braddy testified that the business had received an occupational
license for a portion of the building located on Maguire Rd. on
November 9, 1993. Ms. Braddy stated she had observed numerous
trucks operating for a landscape business that did not have an
occupational license. The business was instructed to cease
operations of business and was given a Notice of Violation. Ground
Works didn't pursue an occupational license until a month later and
then had to bring the property up to code with parking etc. The
property didn't come into compliance until approximately two weeks
ago. VChmn Carlsson wanted to know if they were in compliance by
Nov. 10, 1993 as per the Notice of Violation. Ms. Braddy testified
that they were not. Carlsson motion to find in non compliance as
of November 10, 1993, but no fine be imposed at this time. Denise
Lenko seconded the motion and it was voted on unanimously.
93-70 Martha Turner
Ms. Braddy stated that there were no video pictures available since
the video camera the city purchased had not been operating. Ms.
Braddy testified that the property to date was not in compliance,

and that the only improvements to the property was that some of the
debris had been covered up with a tarp, but was still in the front
yard. Carolyn Alexander made a motion to table the discussion
until next meeting. The motion was seconded by Scott Glass and
voted on unanimously.

COMMENTS
City Manager - not present
Code Enforcement - Ms. Braddy just wanted to comment that the City
was working on getting another Code Enforcement Officer so more
time could be spent on City Ordinances. Ms. Braddy stated how
presently time was split between Minimum Housing inspections and
Code Enforcement, but more time and effort was going to be focused
on Code Enforcement.
Police Department - not present
Cre Board Attorney - Attorney Cool asked in addition to videos would
still pictures be taken. Further discussion was made about video
evidence, storage, and usage of video tapes per case, as well as
Polaroids. The idea was presented that perhaps videos could be
used only in special type cases.
Board Members - no comments
ADJOURNMENT
Chmn Sills made a motion to adjourn the meeting at 8:30 p.m. The
motion was seconded by VChmn Carlsson and voted on unanimously.
