MINUTES OF THE CITY OF OCOEE CODE ENFORCEMENT BOARD MEETING HELD
NOVEMBER 23, 1993
ROLL CALL
PRESENT: Chairman Sills, Vice Chairman Carlsson, Carolyn
Alexander, Madeline Shagner, Larry Chestney, Mark Slaby, Denise
Lenko, Scott Glass, Attorney Ike Cool, Code Enforcement Officer
Teresa Braddy, Deputy Clerk Shelly Simon.
ABSENT: Eric Barnett (unexcused)
The meeting was called to order by Chairman Sills at 7:30 pm in
the Ocoee Commission Chambers, at the Ocoee Community Center.
Chairman Sills led in the Pledge of Allegiance to the Flag and
Vice Chairman Carlsson led in prayer. Chairman Sills stated
there was a quorum present.
APPROVALS
Vice Chairman Carlsson stated he would to have a correction made
in the minutes, to change "Chairman Carlsson" to correctly read
"Vice Chairman Carlsson" (located on page 2, line 7 ) . Ms.
�r Shagner stated the sentence reading "could cited" should be
changed to "could be cited" (located on page 2, line 4 ) so the
sentence could be better understood. Vice Chairman Carlsson
motioned that the minutes of the October 26, 1993 meeting be
approved as amended. Ms. Shagner seconded the motion and it was
voted on unanimously.
COMMENTS FROM CITIZENS
No Citizens
HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF
HEARING
93-62 Douglas and/or Nancy Pridgen
Deputy Clerk Simon advised the Board that contact has not been
made with the owner at this time. She advised that the Building
Department has sent certified mail to the address as well as
having a Law Enforcement Officer attempt to hand deliver the
statement of violation and notice of hearing. At the present
time the house is vacant, but the owner of record has made
contact with the building and water departments in reference to
setting up city utilities. Vice Chairman Carlsson made a motion
in reference to case 93-62, due to nonservance of the citation
that the discussion be tabled until next meeting. Ms. Lenko
seconded the motion and it was voted on unanimously.

Case was dismissed.
OTHER BUSINESS
Vice Chairman Carlsson wanted to know if it would be more
appropriate for the roll call to be done before the Pledge of
Allegiance to the Flag to establish if there was a quorum present
before continuing on with the meeting. Attorney Cool stated that
he didn't think it really mattered and there didn't need to be a
quorum present for the Pledge of Allegiance to the Flag. Mayor
Vandergrift asked if there was not a quorum present, could those
members who were present go ahead with the meeting acting as a
committee and give their recommendations to the the Board when
there was a quorum present. Attorney Cool replied that
technically they probably could, but that it may not be
appropriate with this type of City Board.
COMMENTS

Code Enforcement - not present
Police Department - not present
Board Attorney - Attorney Cool advised Board Members that he had
prepared the form and cover letter for repeat offenders and given
it to the Board clerk.
Board Members - Ms. Lenko stated she had read in reference to
animal violations where they carried criminal penalties like
$1,000.00 fine and up to 1 year in jail. Ms. Lenko wanted to
know if the Code Enforcement Board should even be hearing these
cases. Attorney Cool replied that these types of cases can still
be heard by this Board as an alternative remedy for the City, he
also advised that this Board has the power to hear violations of
any section of the City's Codes. Chairman Sills and Scott Glass
wished everyone a Happy Thanksgiving.
ADJOURNMENT
Vice Chairman Carlsson made a motion to adjourn the meeting at
8:03 pm., The motion was seconded by Larry Chestney and voted on
unanimously.
