(1, JANUARY 28, 1992
CALL TO ORDER
PRESENT: Chairman Phillip Rowe, Robert Imes, Frank Carlsson, Jim
Sills, Madeline Shagner, Attorney Ike Cool, Code Enforcement
Officers Steve Ross and Rod McDougal, Don Flippen, Building and
Zoning Official, and Deputy Clerk Sherry Seaver.
ABSENT: Vice-Chairman Ray Wood and Gary Carroll (excused)
Chairman Rowe called the meeting to order at 7:30 p.m. in the Ocoee
Community Center. Chairman Rowe led in the Pledge of Allegiance and
in prayer. Chairman Rowe stated for the record that there was a
quorum present.
APPROVAL OF MINUTES
Mr. Imes made a motion to approve the minutes of the November 26,
1991 Code Enforcement Board meeting as printed and distributed.
Motion was seconded by Mr. Carlsson and approved unanimously.
COMMENTS FROM CITIZENS
(v. A Citizen from Prima Vista complained to the Board about the Code
Enforcement Staff constantly citing him for his motor home being
parked in his driveway. He stated that there were many others and
he felt he was being singled out.
HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARING
91-123, Virginia Dodge &/or Robert Iles &/or Betty Pedrick
At this time, Rod McDougal, Steve Ross, Don Flippen and Betty
Pedrick was sworn in by Deputy Clerk Seaver. Mr. McDougal stated
that there was trash piled up on the property. Since Mr. McDougal
last inspection only a small portion had been removed. Pictures
were presented to the Board for review. Ms. Pedrick explained that
she just leases the property to Mr. Iles and that she can not do
anything about the property. Mr. Iles was sworn in by Deputy Clerk
Seaver. Mr. Iles stated that he had to get the tenants evicted from
the property before anything could be done. He stated that the
tenants had only been out of the trailer for two weeks. He
expressed a desire to work something out with Mr. McDougal but Mr.
McDougal stated that it was past that now because Mr. Iles was
before the Board. Mr. Carlsson made a motion to find Betty Pedrick
in non-compliance and to give them until February 5, 1992 or to be
fined $100.00 a day thereafter. Mr. Carlsson amended his motion to
find Robert Iles and Betty Pedrick in non-compliance and to give
them until February 5, 1992 to comply or to be fined $100.00 a day
thereafter. Motion seconded by Mr. Imes and approved unanimously.

Mr. Ross stated the inspections in the case. The violation was from
the Standard Housing Code. There was no water service connected to
the trailer at 57 W. Circle Key Drive. Mr. Wormsbacker was sworn in
by Deputy Clerk Seaver. He stated that he would be able to pay to
have the service cut on Friday, January 31, 1992 . He stated that he
has had financial problems and that the problem would be taken care
of. Mr. Carlsson made a motion to find the Respondents in non-
compliance and to give them until February 3, 1992 or be fined
$100.00 a day thereafter. Motion seconded by Mr. Sills and approved
unanimously.
OTHER BUSINESS
91-113, Bellemar Investments
Mr. Imes made a motion for a Order Imposing Fine and Lien. Motion
seconded by Ms. Shagner and approved unanimously.
COMMENTS
A. City Manager - Not Present
B. Board Members - No Comments
C. Code Enforcement Officers - No Comments
D. Citizens - Mr. Walter Moore stated that he thought the City
should make the owners pay for the water service.
E. City Staff - Mr. Flippen talked about the water service.
ADJOURNMENT
Mr. Imes made a motion to adjourn. Motion seconded by Mr. Carlsson
and approved unanimously. Meeting adjourned at 8: 19 p.m.
