APRIL 28, 1992
ROLL CALL
PRESENT: Chairman Phillip Rowe, Frank Carlsson, Madeline Shagner,
Jim Sills, Dave Rich, Attorney Ike Cool, Code Enforcement Officer
Steve Ross, and Deputy Clerk Sherry Seaver.
ABSENT: Vice Chairman Ray Wood (excused) and Robert Imes
(unexcused)
The meeting was called to order at 7 :30 pm at the Ocoee Community
Center. Chairman Rowe led in the Pledge of Allegiance to the Flag
and in Prayer. Chairman Rowe stated for the record that there was
a quorum present.
APPROVALS
Mr. Carlsson made a motion to approve the Minutes of the March 24,
1992 Code Enforcement Board. Motion seconded by Ms. Shagner and
approved unanimously.
HEARINGS ON STATEMENTS OF VIOLATION PURSUANT TO NOTICES OF HEARING
92-29, Robert Iles &/or Betty Pedrick &/or Ken Chisolm
This case complied prior to the Hearing and was dismissed.
92-32, Gopaty Ramnarine C/O Ramnarine
At this time, Code Enforcement Officer Steve Ross and Mr.
Christopher Boyd were sworn in by Deputy Clerk Sherry Seaver. Mr.
Ross stated that there was three violations on this property but
the nuisance and menace was cleared up. Mr. Ross stated that he
spoke with Mr. Ramnarine several times and explained the violations
and what needed to be done. Mr. Ross presented pictures to the
Board for review. Chairman Rowe asked Mr. Ross about the structure
over the truck. Mr. Ross stated that it could not be considered a
carport. Mr. Carlsson asked Mr. Ross was kind of floor was under
the truck. Mr. Ross stated that it was a dirt floor. Mr. Boyd
stated that everything Mr. Ross said was true. He stated that the
trailer had been disconnected and moved. Chairman Rowe asked Mr.
Boyd if he was making any efforts to get the tags for the truck and
camper. Chairman Rowe asked Mr. Ross if the language barrier would
present special circumstances. Mr. Ross stated no. At this time,
there was a discussion on the shelter. Mr. Carlsson made a motion
to find the Respondent in non-compliance cn the junk vehicle
violation and to give them until May 12, 1992 to comply or to be
fined $50.00 a day thereafter. Motion seconded by Mr. Sills and
approved unanimously.

92-36, Robert E. Jackson
Chairman Rowe stated for the record that there was no one present
to represent this case. Mr. Ross stated that there were eight (8)
dogs at the residence. He stated that there was no one home when he
went by to check the violation. Mr. Ross stated that the Ocoee
Police Department and the Orange County Animal Control had both
been to the residence because of problems with dogs. Mr. Ross
defined kennel to the Board and stated that it was not allowed in
a residential district. Mr. Carlsson made a motion to find the
Respondent in non-compliance and to give them until May 8, 1992 or
to be fined $100.00 a day thereafter. Mr. Carlsson amended his
motion to read May 4, 1992 . Motion seconded by Mr. Sills. Mr.
Carlsson withdrew his motion and Mr. Sills withdrew his second. Ms.
Shagner made a motion to find the Respondent in non-compliance and
to give them until April 30, 1992 to comply or to be fined $100.00
a day thereafter. Motion seconded by Mr. Sills and approved
unanimously.
OTHER BUSINESS

Mr. Carlsson made a motion to sign an Order to Impose Fine and
Lien. Motion seconded by Ms. Shagner and approved unanimously.

Code Enforcement Board Officer - Praising Deputy Clerk Seaver for
a job well done.
Mr. Carlsson made a motion to adjourn. Motion seconded by Mr. Sills
and approved unanimously.
