HomeMy WebLinkAbout07-23-1991 Minutes MINUTES OF THE CITY OF OCOEE CODE ENFORCEMENT BOARD MEETING HELD JULY 23, 1991 ROLL CALL PRESENT: Chairman Rowe, Gary Carroll, Robert Imes, Madeline Shagner, Frank Carlsson, Attorney Cool, Code Enforcement Officers Steve Ross and Rod McDougal, Deputy Clerk Sherry Seaver. ABSENT: Jim Sills (excused) and Ray Wood (unexcused) Chairman Rowe called the meeting to order at 7 :30 pm in the Ocoee Community Center. Chairman Rowe led in the Pledge of Allegiance to the Flag. Mr. Carlsson led in prayer. Chairman Rowe stated for the record that there was a quorum present. APPROVALS Mr. Imes made a motion to approve the minutes as printed and distributed. Motion seconded by Mr. Carlsson and approved unanimously. HEARINGS ON STATEMENTS OF VIOLATION PURSUANT TO NOTICES OF HEARING 91-076, Galante Development Group Inc. (ofCode Enforcement Officers Ross and McDougal were sworn in by Deputy Clerk Seaver. There was no one present representing Galante Development Group Inc. Mr. McDougal asked for a continuance on this case because proper proof of service had not been received. Mr. Carlsson made a motion to continue this case until the August 27, 1991 meeting. Motion seconded by Mr. Imes and approved unanimously. 91-077, Brad Kittle Chairman Rowe stated for the record that there was no one present to represent Brad Kittle. Mr. Ross stated the dates of inspections to the property have until this time remained in non-compliance. The property was located at 403 Capitol Court. Mr. Ross stated that he spoke with the owners and an application had been turned into the City but it was incomplete. Mr. Ross presented pictures to the Board for review. Mr. Carroll asked Mr. Ross how long it would take for the Respondent to comply. Mr. Ross stated a few days. Mr. Carroll made a motion to find the Respondent in non-compliance and to give him until July 26, 1991 to comply or be fined $50.00 a day thereafter. Motion seconded by Mr. Carlsson and approved unanimously. 91-079, Fantastic Sams Mr. Ross stated that all the violation were in compliance except for the sprinkler system lacking a sprinkler head in the office area. Mr. Ross read notes from Mr. Rick Holmes, Fire Inspector. Page 2 Code Enforcement Board Meeting July 23, 1991 Mr. Ross stated that there was little water pressure on these sprinkler heads and that there was a lot of paper, office furniture, and supplies that could cause fire to rapidly spread from the office area. Pictures were presented to the Board for review. Mr. Hayes was sworn in by Deputy Clerk Seaver. Mr. Hayes conveyed to the Board that he could not understand why the building has been given a Certificate of Occupancy and has been inspected for five years and just this year something was said about the sprinkler system not covering the office area. Mr. Carroll stated that he didn't understand how the building could get a Certificate of Occupancy without a inspection. Mr. Ross stated that many business' will be brought before the Board because of this same and other violations. At this time, Debbie Hayes was sworn in by Deputy Clerk Seaver. Ms. Hayes stated that she felt she should not be responsible to pay for something that the City should have required the Builder to complete at the time of construction. Mr. Carroll made a motion to continue the case until the August 27, 1991 Code Enforcement Board meeting. Motion seconded by Mr. Imes and approved unanimously. At this time, Chairman Rowe formally introduced Mrs. Madeline Shagner to the Board. Lf COMMENTS City Manager - Not Present Code Enforcement Officers - Mr. Ross stated that he would talk with Mr. Holmes about appearing at the Board meetings for fire violations. ADJOURNMENT Mr. Carroll made a motion to adjourn. Motion seconded by Mr. Imes and approved unanimously. Meeting adjourned at 8:30 pm.
