HELD JUNE 27, 1989
ROLL CALL
PRESENT: Chairman Frank Carlsson, Members Gary Carroll ,
Robert Imes, Pitt Varnes , Ray Wood and James Skirvin,
Attorney Ike Cool, Code Enforcement Officer Steve Ross,
Police Lieutenant William Walker and Deputy Clerk Susan
Swilley.
ABSENT: Vice Chairman Linebarier (excused) .
Chairman Carlsson called the meeting to order at 7 : 30 p.m. .
Mr. Carroll led everyone in prayer and Chairman Carlsson led
in the Pledge of Allegiance to the flag.
REVIEW AND APPROVAL OF MINUTES
Mr. Carroll moved to waive the reading of the minutes of the
May 23, 1989 Code Enforcement Board meeting and to accept
them as printed with no corrections. Motion seconded by Mr.
Imes and approved unanimously.
HEARINGS ON STATEMENTS OF VIOLATION PURSUANT TO NOTICES OF
HEARINGS
Case 89-8 , Frank A. & Emma Cinelli
Deputy Clerk Swilley swore in the respondent, Mr. Frank
Anthony Cinelli , his neighbor Mr. Salvatore Fermo and Code
Enforcement Officer Steve Ross. Code Enforcement Officer
Ross stated that on May 24 , 1989 he received a complaint
about 19 Cedar Key Court and inspected on June 07 , 1989. He
further stated that a notice of code violation was issued on
June 08 , 1989 and upon his reinspection of June 19, 1989
which found noncompliance, a statement of violation and
notice of hearing was delivered. Code Enforcement Officer
Ross stated that he has since inspected on June 26 and 27 ,
1989 and found the same violation, tires being stacked which
create a breeding place for snakes/vermin. He further stated
that there appears to be a home occupation conducted from the
residence. He stated that Mr. Cinelli runs a tire changing
business on Franklin St. in Ocoee for which he has a business
license but that it appears that Mr. Cinelli stacks the old
tires at his residence at 19 Cedar Key Court. Code
Enforcement Officer Ross then passed photographs to the Board
which he took on June 26, 1989. He also passed the
application for the occupational license that Mr. Cinelli has
for his business. Mr. Cinelli stated in rebuttal that he did
not know that his tires were bothering anyone and that he
could move them if asked. He stated that he never received
any notices prior to the notice of hearing. Code Enforcement
Officer Ross stated that Mr. Cinelli signed for the original

Chairman. Mr. Varnes nominated Mr. Linebarier, second by Mr.
Carroll . Mr. Carroll moved to close the floor for Chairman
nominations , seconded by Mr. Imes . Chairman Carlsson opened
the floor for nominations for Vice Chairman. Mr. Varnes
nominated Mr. Imes , second by Mr. Skirvin. Mr. Carroll moved
to close the floor for Vice Chairman nominations. The ballot
was accepted unanimously as presented.
COMMENTS
Code Enforcement Officer Ross stated that since the last
meeting, he has received and investigated 34 compliants , sent
20 notice of code violations , 8 statements of violations with
7 complying prior to the hearing tonight and visited 192
businesses checking for Occupational licenses. Chairman
Carlsson stated that he wished to thank Captain Coschignano,
Chief Boyd, Attorney Cool and City Manager Shapiro for the
full time Code Enforcement Officer and the two (2) new
parking Ordinances .
ADJOURNMENT
Mr. Imes moved to adjourn, seconded by Mr. Skirvin and
approved unani usly. Meeting adjourned at 8 :03 p.m. .
