ASSENT: Vice Chairman Joe Marbais (unexcuaed) and Member James F. Skirvin III (excused) . Chairman Linebarier called the meeting to order at 7:30 P.M. and led everyone in the Pledge of Allegiance to the flag. Mr. Carlsson then led everyone in prayer. RIYZIW AMR ANIMAL QE NIMlETIa Mr. Carroll moved to waive the reading of the minutes of the May 24, 1988 Code Enforcement Board meeting and to accept them as printed and distributed. Motion seconded by Mr. Carlsson and approved unanimously. YIQLAIIQ MIIBZR a Paulo S. Carvalho &/or Irma Carvalho - Case 88-15 Deputy Clerk Swilley swore in Code Enforcement Officer Coachignano. He stated that this came has been a challenging situation since the citizen complaint of May 05, 1988. He further stated that on May 17, 1988 a Statement of Violation was issued and two and one half (2 1/2) months later the City finally has proof of service, delivery. Code Enforcement Officer Coachignano stated that as of 5:00 p.s. today (June 28, 1988) the property is still in noncompliance. He then passed photographs to the board members. He further stated that the adjoining property had an old shed which was dragged onto this property without any permits. Code Enforcement Officer Coachignano stated that there seemed to be a problem with the tenant speaking English although Mrs. Irma Carvalho spoke with him about the shed and seemed to have no problem with the English language. He further stated that Mrs. Carvalho promised him to move the shed but that she had not. Code Enforcement Officer Coachignano stated that mail is being received by the respondents at the violation address but that they apparently did not actually live there. Chairman Linebarier asked that the records reflect that there was no one present to represent Mr. or Mrs. Carvalho. Mr. Carlsson moved to find the respondent in violation and to give 7 working days after receipt of Compliance Order to come into compliance with a fine of 825.00 per day for each day of r noncompliance thereafter. Motion seconded by Mrs. Shidel and approved unanimously. 1 CES 6/2$/N PAGE 2, Gary F. Hoffman &/or Susan D. Hoffman, Case 88-18 Code Enforcement Officer Coschignano asked the Board for a continuance on this case due to the lack of proof of service. Chairman Linebarier granted the continuance until the July meeting. Glenda Hasty Kelly, Case 88-19 Ms. Kelly complied and the case was dismissed by the City. Michael A. Bessette &/or Doreen A. Bessette, Case 88-20 Mr. & Kra. Bessette complied and the case was dismissed by the City. snug mann Chairman Linebarier requested an update on Case 88-14. Code Enforcement Officer Coschignano stated that Mr. & Mrs. Bode have removed all additions to their home as directed by the Board. He then passed photographs and a Notice of Dismissal to each Board member. Chairman Linebarier stated that Attorney Cool drew up an order to suspend fines on Case 87-43, Curtis Hodges/Reverend Pylant, as of the date of the fire, as directed by the Board at last month's meeting. He further stated that he had signed the order and that it is dust a matter of waiting to see whet the City wants to do about the lien. Chairman Linebarier stated that the Board must order foreclosure if the City so determined. UNTO' 4E NW 4EUM= Chairman Linebarier opened the floor for nominations for Chairman. Mrs. Shidal nominated Mr. Carlsson as Chairman, seconded by Mr. Carroll. There being no further nominations, the nonimations were closed. Chairman Linebarier opened the floor for nominations for Vice Chairman. Mr. Carlsson nominated Mr. Carroll, who declined. Mr. Rush nominated Mrs. Shidel, who declined. Chairman Linebarier nominated Mr. Rush, who declined. Mrs. Shidel nominated Mr. Linebarier, seconded by Mr. Rush. There being no further nominations, the nominations were closed. New officers nominated for the next year were Frank Carlsson, Chairman and John Linebarier, Vice Chairman. A. Code Enforcement Officer - None 2 CEB 6/28/414 PAGE 3 B. Police Department - None C. Board Attorney - None D. Citizens - None E. Board Members - Mr. Linebarier asked Code Enforcement Officer Coschignano if he was working on the Harper property on Ocoee Hills Road. Code Enforcement Officer Coschignano stated that he has visited the site and has spoken with Building Official Nagel about the property. He further stated that the property in question is in the the City but the adjacent property is in the County and most of the parking of heavy industrial equipment is on the county lot. Chairman Linebarier asked if any part of the shed was on the City lot. Coda Enforcement Officer Coachignano answered that he was not sure but would check. He further stated that the problem was catching his using the City lot and that it would require some detective work. Chairman Linebarier asked about the zoning. Code Enforcement Officer Coschignano answered that he was unsure but would pursue. Chairman Linebarier suggested coordination with the County Code Entoreesent Department. Sgt. Gailit stated that he would do what he could to help in this situation. Chairman Linebarier asked St. Gailit to let Chief Boyd know that he is pleased about the proposed "barking dog" Ordinance.
