ROLL CALL PRESENT: Chairman John Linebarier, Vice Chairman Joe Marbais, Members Gary Carroll, Frank Carlsson, Kathleen Shidel, Douglas Rush and Phyllis Olmstead, Sergeant William Gailit and Deputy Clerk Susan Amesbury. ABSENT: None. Chairman Linebarier called the meeting to order at 7:27 p.m. and led everyone in the Pledge of Allegiance to the flag. Mr. Carlsson led everyone in prayer. Chairman Linebarier welcomed the new members and then introduced the new members to the old members. II. REVIEW AND APPROVAL OF MINUTES Mr. Carlsson moved to accept the minutes of the June 08, 1987 Code Enforcement Board as printed and distributed. Motion seconded by Mrs. Shidel and carried unanimously. III. VIOLATIONS HEARINGS Chairman Linebarier stated that there were no current cases for the Board to hear. IV. OTHER BUSINESS Chairman Linebarier stated that this meeting would be a general workshop and Training session with informal procedings. He further stated that since Linda Barnby of Swann and Haddock could not serve even as a temporary attorney for the Code Enforcement Board, an attorney needed to be appointed as soon as possible. Chairman Linebarier asked that the Commission be notified that pursuant to the City Code, Chapter 7.5-3 (page 480) , himself as Chairman and Gary Carroll were in violation as members since they were both serving past the allowed terms. Upon research of Florida State Statutes it was found that the Statute reads the same way. An informal discussion ensued in reference to Code Enforcement. Sergeant Gailit stated that he would be trying a written warning form hoping to save further paperwork in City Hall on Code Enforcement. He stated that he would be focusing primarly on "junk vehicles" and that he would provide a copy of this form to the Board. Chairman Linebarier asked that the booklet "Sunshine Code of Ethics" be provided to all of the Board members. He then explained for the benefit of the new members the intent of the Sunshine Law. Chairman Linebarier instructed Deputy Clerk Amesbury to briefly explain the forms and procedures of the Code Enforcement Board cases to the new members, which she did. The Board found one correction in the proposed ordinance "Ocoee Code Enforcement Board Ordinance" as follows, page 3, 7.5-6 (4) c - strike the word "be". After a lengthy discussion, it was decided that the ordinance looked O.K. with the one ( 1) typo corrections. CEB 7/13/87 PAGE 2 COMMENTS Chairman Linebarier stated that Mayor Ison promised City of Ocoee watches to the Board members and wondered when they would receive them. Deputy Clerk Amesbury was instructed to inquire and report back to the Board at their next meeting. The Board stated that they were interested in the Prepaid Legal insurance only if the City planned on paying for it.
