FEBRUARY 10, 1986
I . ROLL CALL
PRESENT: Chairman Frank Carlsson , Vice Chairman Ed Foley, Members
John Linebarier, Joe Marbais , Bob Sorenson and Mary Ellen Frame ,
City Manager Ken Griffin, Attorney John Hatcher , Fire Inspector James
Coschignano, Building Official Sam Gerace and Deputy Clerk Susan
Amesbury .
ABSENT: Gary Carroll and Alternate Donald Barker .
Chairman Carlsson called the meeting to order at 7:30 p.m. and led
everyone in the Pledge of Allegiance to the flag. Mr . Linebarier
led everyone in prayer. Chairman Carlsson stated for the record
that they had a quorum.
II . REVIEW AND APPROVAL OF MINUTES
Mr. Linebarier moved that the minutes of the December 09 , 1985
meeting be approved and adopted as printed, seconded by Mr. Sorenson
and approved unanimously.
III . VIOLATIONS HEARINGS
401,0 Chairman Carlsson stated for the record that both Case 86-1 and 86-2
had complied and were dismissed.
IV. OTHER BUSINESS
Beatrice Salow and her neighbor Mrs. Alexander were in the audience
and introduced themselves. Beatrice Salow lives at 1101 Oakwood
Lane . They were present in reference to a letter sent to the City
on February 07, 1986 about problems in the neighborhood. City
Manager Griffin acknowledged receipt of the letter on February 10,
1986 and stated he had turned it over to Building Official Gerace .
Chairman Carlsson asked the citizens not to give the Board prior
knowledge of these potential cases as they had to be unbiased if
they were brought before them by the City .
V. COMMENTS
A. City Manager - None
B. Fire Inspector - None
C. Building Official - None
D. Board Attorney - Asked City Manager Griffin about the amendments
to the junk vehicle ordinance, was the City going to have these
sections of the ordinance reprinted as amended? City Manager Griffin
stated that these insertions were being reprinted and in late April
or early May new copies would be provided. At this time City
Manager Griffin stated Chetram Setrum had evidently asked for a
second mortgage on his home and that the mortgage company had found
the lien placed there by the City . City Manager Griffin also stated
that the Judge had been asked to dismiss the case against the City
filed by Mr. Setrum. As a matter of record, the mortgage company

paid the above mentioned lien, received by the City on January 23 ,
1986 . Attorney Hatcher stated that the amended rules for the
Code Enforcement Board were in Deputy Clerk Amesbury ' s possession
for distribution . Chairman Carlsson recommended they be provided
in the next packet .
E. Citizens - Mrs. Salow stated that she wished the Board would
clean up the City. Chairman Carlsson explained to her the time
frame involved in getting these cases before the Board. Mr .
Linebarier also addressed the issue as to the handling (fair hearing
for the citizens vs the Board' s concern in cleaning up the City . )
Chairman Carlsson stated he was glad to see concerned citizens
present .
VI . ADJOURNMENT
Mrs. Frame made a motion to adjourn, seconded by Mr . Marbais and
by unanimous consent the Board adjourned at 7:45 p.m.
