HomeMy WebLinkAbout05-14-1984 Minutes MINUTES OF THE OCOEE CODE ENFORCEMENT BOARD MEETING HELD MAY 14 , 1984 PRESENT: MEMBERS: Linebarier, Carroll , Sorenson, Garlington Colburn, Attorney Hatcher, and Deputy Clerk Jones ABSENT: MEMBERS: Bourdo and Barker CALL TO ORDER: Chairman Linebarier called the regular scheduled meeting to order at 7:31 p.m. . Chairman Linebarier led those present in the Pledge of Allegiance. ROLL CALL Chairman Linebarier asked the Deputy Clerk to call the roll . Roll was called and all were present except for Mr. Bourdo, with an excused ab- sence until October of 1984, and Mr. Barker with an excused absence due to working hours. APPROVAL OF MINUTES OF APRIL 9, 1984 MEETING Chairman Linebarier asked the Deputy Clerk to read the minutes of the April meeting. At this point Mr. Garlington motioned to accept the minutes as written and Mr. Carroll seconded. The vote was carried un- animously. HEARINGS OF STATEMENTS OF VIOLATION PURSUANT TO NOTICES OF HEARING REPORT ON PROPERTY AT 109 SECURITY CIRCLE, CITATION NUMBER 84-2782 Deputy Clerk Jones swore in Mr. Griffin. Mr. Griffin, Assistant City Manager, stated he had inspected the pro- perty on April 30, 1984, and again on May 14, 1984. Mr. Griffin stated that after the latest inspection most of the citation had been complied with. The remaining portion not complied with referred to the old car battery, washing machine and window frames. After considerable dis- cussion, Mr. Colburn notioned to hold any decision on citation number 84-2782, until the next scheduled meeting because there was no proof from the postal service, to date, to show that Laura Howell had re- ceived the new citation notice. Mr. Sorenson seconded the motion and the vote was carried unanimously. REPORT ON PROPERTY AT 1703 MONA AVENUE, CITATION 84-1592 Chairman Linebarier asked Mr. Griffin to report on citation 84-1592. Deputy Clerk Jones swore in Mr. Nuckoles. Mr. Griffin stated that as of the 21st of April 1984, Mr. Nuckoles had not complied with the citation. Also as of the 30th of April 1984, there was no compliance to the citation. Mr. Griffin then stated that he had a telephone con- versation with Mr. Nuckoles on the 11th of May 1984, at which time the citation was made clear to Mr. Nuckoles. Mr. Nuckoles gave proof to the Board members that he had obtained, that day, an antique license for the truck. After discussion from the Board and Attorney Hatcher, Mr. Carroll motioned to dismiss the case against Mr. Nuckoles since he was in compliance with the citation, Mr. Sorenson seconded and the vote was carried unanimously. Page 2 CODE ENFORCEMENT BOARD MEETING HELD MAY 14, 1984 After considerable discussion pertaining to the ordinance section Ly 21-36 and 21-40 of the City Code, the Board asked City Manager Burgess to state their feelings to the City Commission pertaining to the need to revise the ordinance. OLD BUSINESS Mr. Griffin stated that in the citation against Mr. Edward Love, 468 Little Aspen, Mr. Love had complied as of May 8, 1984. Mr. Sorenson motioned to dismiss the case and Mr. Garlington seconded. The vote carried unanimously. Mr. Griffin then gave the status on Sue Wrye, 474 Meadow Sweet, as having complied to her citation. Mr. Colburn motioned to dismiss the case and Mr. Carroll seconded. The vote was carried unanimously. The status on Betty Wimer, 476 Meadow Sweet was stated by Mr. Griffin as having been complied with, pertaining to her citation. Mr. Carroll motioned to dismiss the case and Mr. Sorenson seconded. The vote was carried unanimously. Mr. Griffin gave the status on Deborah Chase, 115 Security Circle. He stated that as of April 26, 1984, Deborah Chase had complied with the citation. Mr. Carroll motioned to dismiss the case and Mr. Colburn seconded. The vote was carried unanimously. Mr. Griffin then gave the status on Mr. Frank Griffis, 109 East Silver Star Road. Mr. Griffin stated that Mr. Griffis had been cited on form 1.163. Mr. Griffin also stated that the citation had been given to Mr. Griffis several months past and when it came before the City Manager, the Building Official stated that Mr. Griffis was cleaning up the pro- perty and remodeling. Mr. Griffin stated that as of May 14, 1984, no progress had been made to comply with the citation given to Mr. Griffis. Mr. Griffin then stated that Mr. Griffis would be brought before the Board at the next regularly scheduled meetings if no progress had been made. Chairman Linebarier stated that Mr. Colburn and Mr. Ga.rlington's terms on the Code Enforcement Board would expire as of June of 1984. Mr. Griffin was asked to bring this up before the City Commission. After considerable discussion reiterating the need to revise several portions to the ordinance pertaining to section 21-36 and 21-40, Mr. Sorenson motioned to adjourn and Mr. Carroll seconded.
