PRESENT: MEMBERS: Linebarier, Carroll, Sorenson, Colburn, Barker,
411, Carlsson, Deputy Clerk Jones.
ABSENT: Bourdo and Attorney Hatcher
CALL TO ORDER:
Chairman Linebarier called the regular scheduled meeting to order at
7:30 p.m. . Chairman Linebarier led those present in the Pledge of
Allegiance.
ROLL CALL
Chairman Linebarier asked the Deputy Clerk to call the roll. Roll was
called and all were present except for Mr. Bourdo, with an excused ab-
sence until October of 1984, and Mr. Hatcher, the Code Enforcement
Board Attorney.
APPROVAL OF MINUTES OF MAY 14, 1984 MEETING
Chairman Linebarier asked the Deputy Clerk to read the minutes of the
May meeting. At this point Mr. Barker motioned to accept the minutes
as written and Mr. Carroll seconded. The vote was carried unanimously.
Chairman Linebarier stated that Mr. Garlington had moved out of town
and was no longer on the Code Enforcement Board and that Mr. Frank
Carlsson had taken Mr. Garlingtons place on the board.
Chairman Linebarier asked Mr. Griffin if the City Commission had elected
to keep Mr. Colburn on the board. Mr. Griffin stated yes and that Mr.
Colburn and Mr. Carlssons terms were now do to expire in June of 1986.
HEARINGS OF STATEMENTS OF VIOLATION PURSUANT TO NOTICES OF HEARING
REPORT ON PROPERTY AT 109 SECURITY CIRCLE, CITATION NUMBER 84-2782
Deputy Clerk Jones swore in Mr. Griffin.
Mrs. Howell was present and Deputy Clerk Jones swore in Mrs. Howell.
Mr. Griffin (stated that Mrs. Howell had complied as of his reinspection
June 11, 1984. Mrs. Howell discussed her citation with the board and
Mr. Griffin.
Mr. Carroll motioned to close case number 84-2782.
Mr. Sorenson seconded the motion and the vote was carried unanimously.
REPORT ON PROPERTY AT 621 NORTH ORANGE AVENUE
Mr. Griffin stated that after his reinspection on the afternoon of
June 11, 1984, the weeds, on the north side of Mr. Bostons home, that
were cited, had been cut down by his own accord even though Mr. Boston
did not own the property himself. The lumber, cited on the north side
of the home, had been restacked neatly, and the metal, item number two
in the citation, had been leaned against the home.

At this point, Deputy Clerk Jones swore in Mr. Boston.
(11, Mr. Boston stated that the lumber was expensive Cherry Wood that he
had been trying to season.and was going to eventually use in his
home.
After considerable discussion between Mr. Boston and the Board
on the duties of the Code Enforcement Board and why Mr. Boston
was cited, Mr. Boston stated that he would remove the metal scraps
from his yard on the morning of June 12, 1984.
Chairman Linebarier asked that Mr. Griffin reinspect 621 North
Orange Avenue , on the afternoon of June 12, 1984. Mr. Griffin
stated that he would.
Mr. Carroll moved to close the case on 621 North Orange Avenue, per
Mr. Bostons promise to remove the metal. Mr. Barker seconded the
motion and the vote was carried unanimously.
REPORT ON PROPERTY AT 450 SILVER STAR ROAD , CITATION NUMBER 84-2903
Mr. Griffin stated that as of the afternoon of June 11, 1984, Mrs.
Marion H. Harper, 450 Silver Star Road, had complied with her cit-
ation.
Mr. Sorenson motioned to close the case on citation number 84-2903,
and Mr. Barker seconded the motion. The vote was carried unanimously.
REPORT ON PROPERTY AT 499 KINDLING COURT, CITATION NUMBER 84-3359
The citing police officer, Officer Harold Harrison, was sworn in by
Deputy Clerk Jones.
Officer Harrison stated that he had driven by 499 Kindling Court,
on several occasions but could not find any one home to talk to
about the violation at that address. On April 26, 1984, Officer
Harrison stopped and Mr. Setarams son was home. He then cited the
above property and gave fifteen days for Mr. Setaram to comply with
the citation.
At this time the Deputy Clerk swore in Mr. Setaram.
Mr. Setaram then handed copies of his written statement to all of
the Board members. Chairman Linebarier stated that only the last
paragraph, of the copy of statement from Mr. Setaram, pertained to
the Code Enforcement meeting and the citation given to Mr. Setaram
and only that paragraph could go into the minutes of the meeting.
The paragraph stated as follows: THERE IS IMPROVEMENT IN MY YARD.
POTS HAVE VEGETABLE PLANTS. A NEW SHED IS INSTALLED, MY YARD IS
BEING CLEARED TO A NEW AREA DEVELOPED BY ME. YES DURING THE PAST
YEARS I GREW PLANTS FOR RESIDENTS FREE OF CHARGE, AND I HAD DONE
MORE FREE TREE PLANTING THAN ANYONE. End of paragraph from Mr.

After considerable discussion between the Board, Mr. Griffin, Officer
Harrison and Mr. Setaram, Mr. Griffin stated that he had found, through

his reinspection of 499 Kindling Court, on June 11, 1984, that
nost of the violation had been complied with. W. Griffin stated
that the pots of plants had been roved to the back yard and that
Mr. Setarams pickup, with the logo, Setarams Landscaping and Tree
Trimming, was also there and that W. Setaram had no occupational
licenses with the City of Ocoee.
Because of the absence of Attorney Hatcher, Chairman Linebarier
asked that Mr. Griffin talk to Mr. Hatcher on the subject that
Mr. Setaram did in deed have a business:: but.that.he, W. Setaram,
stated that he did not do actual landscaping or tree trimming in
the City limits of Ocoee. Mr. Setaram then dtated that the only
part of his business that was in the City limits was the office
in his home. W. Griffin stated that he would speak to Attorney
Hatcher on the subject of the occupational liscense for W. Setaram.
W. Setaram then told the board that he would remove all potted
plants that did not pertain to vegetable growth, from his yard on
June 18, 1984, along with his business equipment.
Chairman Linebarier asked Mr. Griffin to reinspect 499 Kindling
court on June 12, 1984 ,, after 5:00 p.m. . Mr. Griffin stated that
he would.
Mr. Setaram asked the board for a cantinuence, until the meeting
of the Code Enforcement Board on July 9, 1984, concerning his oc-
cupational lisence issue. The Board granted the continuance and
again asked that before the July 9, 1984, meeting Mr. Griffin talk
to the Board's attorney, W. Hatcher.
REPORT ON PROPERTY AT 492 KINDLING COURT, CITATION NUMBER 84-3363
W. Griffin stated that on the 21st of May 1984, Police Officer
Meehan inspected 492 Kindling Court and found no compliance with
the violations stated in the citation.
W. Griffin then stated that his reinspection on May 31, 1984,
found some improvement to the violation referring to the front
yard not having the potted plants. W. Griffin stated that on
reinspection of June 11, 1984, he found no plants in pots, no
motor or batteries but there were still automotive parts and
a large 100 gallon drum, some lumber and tires in back yard and
tires in side yard; the yellow couch was gone, no concrete blocks.
Deputy Clerk Jones swore in W. Paul.
After considerable discussion between W. Paul, the Board and
W. Griffin, W. Paul stated that he could be in compliance by
June 26, 1984, at 5:00 p.m. .
Chairman Linebarier asked W. Griffin to reinspect 492 Kindling
Court on June 26, 1984, on of after 5:00 p.m. , and W. Griffin
stated that he would.
Mr. Carroll motioned to give Mr.Paul fifteen days to be in cam-
lli.ance with the citation. W. Barker seconded the motion and
the vote was carried unanimously.

Chairman Linebarier , at this time, stated that he would like to
(be have a statement entered into the minutes of the meeting, to go
on official record. He stated that as Chairman of the board he
did not want to hear , from the citizens, of any charges of har-
rassement from City officials. Be stated that the Code Enforce-
ment Boards job was not to determine whether there was harrass-
ment brought upon any one but only to act upon the citations
brought before the Board. He then stated that complaints of this
nature should be taken to the City Manager, the Mayor, or the
City Commission.
REPORT ON PROPERTY AT 109 EAST SILVER STAR ROAD
Mr. Griffin stated that the Statement of Violation and Request
for Hearing and the Notice of Hearing had been sent to Mr.
Griffis by certified mail and was undeliverable by the Postal
Service. Mr. Griffin then stated that he was having the notices
delivered byhandby a police officer of the City. Mr. Griffin
then stated that as of his reinspection of 109 Fast Silver Star
Road, there had not been any compliance to the violation notice
delivered to Mr. Griffis on May 7, 1984, by certified mail.
Mr. Sorenson motioned to table the citation until July 9, 1984,
meeting of the Board. Mr. Carroll seconded the motion and the
vote was carried unanimously.
(i, OTHER BUSINESS
ELECTION OF NEW OFFICERS
Chairman Linebarier stated to the Board that the by-laws stated
that there would be an election of new officers at the June meet-
ing of each year.
After little discussion on the election of officers, Mr. Sorenson
motioned to keep Mr. Linebarier as the Chairman of the Board and
Mr. Barker as the Vice-Chairman. Mr. Carroll seconded the notion
and the vote was carried unanimously.
CITY BUILDING OFFICIAL - MR. ALDRIDGE
Mr. Griffin introduced Mr. Aldridge to the Board. Mr. Aldridge
stated that he was pleased to be at the meeting and that he would
be working very close with the Board and the Assistant City Man-
ager on helping keep the Code Enforcement regulations. enforced.
CITY MANAGER - MR. BURGESS
Mr. Burgess stated that several notices of violations had been
handed out and that there were many more to come. He also stat-
ed that the Board was doing a good job.
ASSISTANT CITY MANAGER - MR GRIFFIN
Mr. Griffin had no other comments to make to the Board.

(1, Mr. Hatcher was not present for the meeting.
COMMENTS FROM THE BOARD MEMBERS
There was no other discussion by the Board members
At this time Mr. Sorenson motioned to adjourn the meeting and
Mr. Carroll seconded the notion. The vote was carrier unanimously.
The meeting adjourned at 9:45 p.m. .
