Background Summary:
The Ocoee Fire Department is seeking grant funding opportunities to supplement the cost of a
modular live fire training structure. The training structure is a critical aspect of Insurance Service Office
(ISO) Class 1 rating. The Ocoee Fire Department is seeking financial assistance from the FEMA
Assistance to Firefighters Grant (AFG) grant to pay for 90% of the cost to purchase, install, and train
personnel on the use of the modular live fire training structure. If awarded, there will be a 10% match
in funding in order to receive the grant.
Issue:
Commission approval is required to submit the FEMA Assistance to Firefighters Grant (AFG) grant
application. Once the grant is submitted the fire department will then wait to hear if the grant was
successful during the summer of 2018. If successful, the fire department would then seek approval
from the commission to accept the grant and approve funds through the 2018/2019 budget process.
Recommendations
Staff recommends the approval to submit the grant.

Financial Impact:
The proposed grant opportunity is a 90%/10% grant opportunity and the city will be responsible for
10% of the grant total. The estimated total cost of the modular live fire structure is ($300,000). Based
on the calculations provided by FEMA, the grant contribution will be 90% ($272,728) and the city will
be responsible for the remaining 10% ($27,272).

The City of Ocoee is geographically located in a unique position in the state where five major roadways
interchange within the city limits. This includes Florida's Turnpike, State Road 50, State Road 408, the East-
West Expressway, and State Road 429. These roadways serve as a major transportation route for all of the
State of Florida. While not in the city limits, major notable organizations like Lockheed Martin utilize these
roadways from their Orlando location when transporting material to north Florida and between States. In
addition the railroad utilizes tracks that run throughout the City of Ocoee to reach a fertilizer production and
chemical storage plants. In the last two years the Ocoee Fire Department has also provided automatic aid to
the neighboring agency in response to large-scale, multiple alarm fires at their fertilizer plants involving
hazardous materials.

The City of Ocoee is a municipal corporation of the State of Florida operating under a commission/manager
form of government. The City commission, comprised of the Mayor and four commissioners, is the governing
body. The City Manager is appointed by the commission and is responsible for implementing polices adopted
by the commission and managing daily operations of the city government. Located in Central Florida,
approximately 2 miles west of Orlando, the City of Ocoee encompasses approximately 15 square miles.
Ocoee is the home to approximately 44,000 residents. The City of Ocoee population has increased by 22% in
the last ten years and trends indicate that there will be a continued growth in population. The demographic
breakdown of the city includes 53.6% Caucasians, 17.5% Black or African American, 20.8% Hispanics or
Latino, and 8.1% other. In addition to its proximity to Orlando and many tourist attractions, including Disney
World, Universal Studios, and SeaWorld, Ocoee is also conveniently located near other major employers
such as Lockheed Martin and Sysco. Ocoee offers numerous recreational opportunities and excellent schools
including six elementary schools, a middle school, a high school, and two charter schools. Ocoee Fire
Department operates with (62) career firefighters based out of (4) stations. Of the (62) firefighter, (15)
currently have less then (6) months on the job. The new firefighters were added January 2018 to provide
manpower to a new engine company put into service to cover the growth and development in the northwest
district of the city jurisdiction. Ocoee FD engines are staffed with (4) firefighters and the rescue is staffed with
(2) firefighters. A fully staffed shift consists of (19) firefighters and minimum staffing is set at (16) firefighters.
The administrative staff including a Fire Chief, Deputy Chief, (2) Fire Inspectors, an EMS/Training Officer, and
(2) administrative assistants. Of the (4) fire stations, (3) are permanent stations and the fourth is a temporary
station established in 2012 to cover the growth and development. The current setup has an engine company
housed in a strip mall occupancy next to a grocery store and the engine apparatus is housed in a temporary
building near the rear loading docks for the grocery store. The organization's strategic plan includes the
addition of a permanent fire station to replace the current temporary station. The City of Ocoee has the new
station listed as a capital improvement project for 2018/2019. The Ocoee FD frontline emergency vehicle fleet
consist of (4) Advanced Life Support Engines, (1) transport capable Advanced Life Support (ALS) Rescue, (1)
Marine Rescue Boat, (1) Brush Truck, (1) Tanker, and (1) Battalion Chief vehicle. The organization has (1)
Engine and (2) Transport Rescue in reserve status. The marine rescue, brush truck, and tanker are all
unstaffed units until operationally needed. In 2017, the Ocoee Fire Department responded to 2,065 fire/rescue
emergencies and 5,331 emergency medical calls. Currently the organization utilizes a third -party ambulance
service to provide the emergency transport services.

"Applicants should describe their financial need and how consistent it is with the intent of the AFG Program.
This statement should include details describing the applicant's financial distress, including summarizing
budget constraints, unsuccessful attempts to obtain vehicle and outside funding, and proving the trouble is out
of their control.
The fiscal operating year for the City is October 1st through September 30th. The City Manager submits an
annual budget to the city commission by the first day of August for the ensuing year. Public hearings are held
as required by the Truth in Millage Act (TRIM) prior to adoption of the millage rate and budget by the
commission. Budgetary control over expenditures is at the department level. Commission approval is required
to adjust the bottom line of a department.
The Ocoee Fire Department operates with an overall operating budget of $7,442,317, with 81 % of the budget
dedicated to personnel cost. Included in the overall operating budget, is a training budget of $40,000. The
training budget is designated for advanced training courses, props, and supplies. As part of the 2017
Assistance to Firefighters Grant process the Ocoee Fire Department is request $300,000 in financial
resources to purchase a modular live fire training structure.
The Ocoee Fire Department is currently in the planning process to construct its fourth fire station. Included in
this plan is the appropriate land and infrastructure for the modular training structure but the Ocoee Fire
Department is still in need of the funds required for the prop itself. The need for this modular training structure
could not have come at a more critical time. During the last year the Ocoee Fire Department experienced its
first two fire -related civilian fatalities. The agency has increased in size by 25% with over (15) firefighters
having under a years worth of experience. The City of Ocoee does not currently have the funds to acquire this
modular training structure without grant funding assistance. The modular training structure will have a direct
and positive effect on the civilians and firefighters in the City of Ocoee.

While this grant is not officially being submitted as a regional grant, the successful acquisition of the funds to
building the modular training facility will positively impact at least four fire service agencies including the
Ocoee Fire Department, Winter Garden Fire Rescue, Apopka Fire Department, and Orange County Fire
Rescue Department. The modular training facility will be readily available to approximately 500 firefighters
from the four agencies. Three of the four agencies are currently recognized as by the Insurance Service
Office as Class 1 departments. This comes with training requirements including multi -company drills, (18)
hours of live fire "facilities" training, and (4) hours a month of company level fire ground operations training
for each personnel. Valencia College is actively working towards moving the training facility to a new
location (20) miles making it impossible for these agencies to travel that distance for training and still meet
operational needs.

In the Ocoee Fire Departments 2017-2021 strategic plan specific goals and objectives were established to
manage the growth and development that the City of Ocoee is experiencing. To validate the data a thorough
review of the last (4) years of response data was collected. based on the NIFRS data from years 2014-2016
the Ocoee Fire Department experienced an average of 5% increase in calls for service annually. From 2016-
2018 the calls for service have increased by 19%. This noticeable jump in calls for service is a result in of
increase growth in infrastructure, commercial, and residential. Based on the 2017 community risk assessment
it was identified that there were numerous multimillion dollar construction project that would impact the Ocoee
Fire Department operations. Surrounding historic downtown Ocoee there is a $50 million dollar improvement
project ongoing which will continue to draw commercial business to the region. IN the last two years alone (2)
new assisted living facilities, (2) new schools, and (3) new multi -story apartment complexes, and a residential
neighborhoods of 1,200 new homes have all been built with the City of Ocoee. As part of the community risk
assessment gaps in service areas were identified and starting January 2018 (12) firefighters and a new
engine company was added to provide fire suppression and medical services to the northwest region of the
city.
In the next 12 months the Ocoee Fire Department also plans to transition from a third -party ambulance
service to a fire -based transport service provided by the Ocoee Fire Department. In order for this to occur the
agency must hire an additional (7) and add an additional transport capable rescue to the deployment model.
According to the 2017-2021 strategic plan this is to take full effect in October 2018.
Traditionally the City of Ocoee has been a suburban "bedroom" community with mainly residential homes.
The make up of the city is rapidly changing to accommodate more commercial and high rise growth. The
addition of (4) new multi -story apartment complexes and a new City Center project. The City Center
development principles are based on 6New Urbanism6 planning concepts, which emphasizes human -scale
communities in which a livable, traditional -style downtown core is designed to foster an improved quality of life
for residents of all ages. Bringing this principle to life includes a mix of urban housing, civic uses,
office/commercial buildings all within the city center. Planning includes approximately 500 condominium
homes, a convention center, hotel, recreational trails and more than half a million square feet of retail and

commercial space. With this additional growth there will be the anticipated increase in calls for service but
also a new risk that the agency has limited experience with. The 2017-2021 strategic plan identifies on of the
goals to include the addition of (12-15) personnel and a truck company. Project timeframe for this is set for
October 2019.
In order to be prepared to for this growth and development, the Ocoee Fire Department must adapt to the
changing environment. In order to do that critical training infrastructure must be in place which mimics the
changing environment. The modular training facility prop identified in this grant proposal would provide a
platform to instructors to develop realistic scenarios that firefighters will encounter and provide critical
lifesaving training.

Firefighting Equipment - Narrative

The Ocoee Fire Department is currently a participating member of the Central Florida Training Consortium.
The consortium consist of ten fire service agencies from the Central Florida region. Participation in the
consortium cost the agency $100 per firefighter annually. Consortium benefits include the use of Valencia
College's Public Safety training facilities. The facilities include a three-story LP/class A burn building, a four
story training tower, apparatus bay, driving course, and various other small training props. In recent years the
facilities have been increasingly out of service for training due to maintenance, safety, and NFPA 1402
compliance concerns. Valencia College has had to supplement the training facilities with free standing connex
boxes/shipping containers for agencies to complete live fire training due to the facility maintenance issues.

While there was a time that the training facilities were state of the art, the props are now over two decades old
and have reached the point that Valencia is planning to move and replace the entire training facility to a site
20 miles away from the City of Ocoee. Currently there is no training facility closer than the facilities provided
by Valencia College. Failure to acquire the necessary funds for the modular training facility will require the
agency to continue traveling the extended distance to reach a NFPA compliant and safe training facility. The
extended distance does not allow for multiple units from the agency to attend training simultaneously since it
would deplete the city of the necessary units for emergency operational needs.
The Ocoee Fire Department is requesting $300,000 in grant assistance to purchase a modular training facility.
The modular training facility will be located in the City of Ocoee and will service the Ocoee Fire Department
and surrounding agencies in west Orange County. The modular training facility will be two stories tall, have
LP/Class A burn capabilities compliant with NFPA 1402, and provide a facility for NFPA 1001 proficiency
training. The proposed location of the modular training facility will be at the site of the City of Ocoee's new fire
station 38 set to start construction during the 2018/2019 fiscal year. The site was selected because of the (15)
acres which can be utilized for a full training area. If the agency is successful in receiving the grant funding for
the modular training facility, the proposed location will be in compliance with the Insurance Service Office
(ISO) requirements for "facilities" training. The agency recently received its "Class 1" designation from the
ISO. The modular training facility will serve a critical role in the agency's ability to maintain the highest level of
public safety to the community.
The ISO "Class 1" classification require that each firefighter within the agency complete (18) of facilities "live
fire" training annually and (4) hours of fire -related company level training month. The agency currently has
(12) NFPA 1403 live fire instructors recognized by the State of Florida Fire Marshal's Office. The acquisition of
the modular training facility located in the city's jurisdiction will allow for the training department to conduct
multi -company drills with multiple Ocoee Fire Department units. This has historically been impossible due to
the distance between the Valencia Training Facility and the City of Ocoee's jurisdiction.
An addition aspect to this project is the proficiency of the current firefighter. The agency has recently
completed its first accreditation process through the Center of Public Safety for Excellence (CPSE). One of
the recommendations provided by the peer assessment team who reviewed the agency practices was the
addition of validated NFPA 1001 proficiency training and testing annually of current personnel.

savings and/or efficiencies)? Is there a high benefit for the cost incurred? Are the costs reasonable? Provide

The Ocoee Fire Department has an annual budget of approximately $40,000 to include specialized firefighter
training classes and the cost of training supplies. The agency now has (62) uniformed firefighters that utilize
that funding. (15) of the (62) firefighters was been hired within the last three months to fill positions vacated
through attrition and added positions to put a new engine company into service. The City of Ocoee is
experiencing tremendous growth and development. As part of the agency's 2017-2021 strategic plan will be
adding an additional (7) personnel in October 2018 and another (12-15) personnel in October 2019 for the
addition of a truck company to match the public safety needs of the community. While the growth is exciting it
raises concern that the close to half of the agency will have less than two years of experience when the full
expansion occurs. Currently every apparatus on every shift has at least one probationary firefighter. As a
result, there is an added necessity for company officers to provide training in addition to the regularly
scheduled agency training. Currently there is no facility within the jurisdiction designed to provide the training
division and company officers the ability to conduct company -level training including firefighter survival, vent,
search, hose line management, forcible entry, and other fire service related training. The modular training
facility will increase the amount of training time company officer could have with thier personnel while still
remaining within the city jurisdiction and available to be immediately recalled in case of emergency.
Each class of newly hired firefighters must spend a number of weeks in orientation depending on the class
size. Majority of the orientation period is spent at the Valencia College training facilities since there is not
adequate training facilities located in the City of Ocoee or even west Orange County. The acquisition of the
modular training facility will provide the Ocoee Fire Department with the ability to conduct majority of the new
hire orientation and probationary evaluation training within the city's jurisdiction. This would provide the ability
to introduce on duty engine companies to participate in the new hire training process throughout the

orientation period without negatively affecting the day to day operational requirements because the units can
be recalled to service on a relatively short notice.
* Section # 3 Statement of Effect: How would this award impact the daily operations of your department? How
would this award impact your department's ability to protect lives and property in your community? *4000

In 2017, the Ocoee Fire Department completed a five-year strategic plan, a self-assessment, and a
community risk assessment as part of the accreditation process for the Center of Public Safety for Excellence
(CPSE). During this process a thorough analysis of the agency's deployment methodology and response
times including baseline/benchmark data was analyzed. One of the notable areas of improvement for the
agency was unit reliability to response to calls within its first due. The availability of units to respond to
emergency calls for service within it's first due response area was at 82%. A major contributing factor which
reduced unit availability was time spent out of service for training. The current Valencia College training facility
is (13) miles as a crow flies from the City of Ocoee and take approximately (40) minutes in travel time for an
engine to arrive due. This result in each unit spending approximately (80) minutes in just travel to and from the
training facilities. multiple this by the (4) engines company's (1), rescue company, and (1) Battalion Chief and
you have 8 hours out of service just in travel time to get all units through a single training scenario at the
current Valencia College training facility. With plans in place and moving forward rapidly to move the new
Valencia training facility (7) miles further than its current location, it will be impossible for the agency to
maintain both emergency operational needs and the training requirements recommended by the NFPA and
the Insurance Service Office in order to maintain the "Class 1" designation.
Noting that the agency's unit availability is currently 82%, a benchmark has been established to improve this
statistical data to 90% based on the 90th percentile. If successful in acquiring the funds needed to purchase
the modular training facility, the agency expects to strategically position the prop so that units from the City of
Ocoee and the surrounding jurisdictions can utilize the facility and still be able to be recalled to service on
short notice to provide protection to the citizens and visitors to West Orange County and the municipalities. As
a result of the increased unit availability the agency has also established a number of benchmarks to improve
on response time baselines in hazardous materials, technical rescue, fire suppression, and emergency
medical services.
The grant funded provided through this opportunity will have a major trickle-down effect on many aspects of
the Ocoee Fire Departments ability to provide the highest level of public safety service. On the surface the
modular training facility will provide a geographically beneficial training location for all West Orange County
fire service agencies. The next layer of benefits will directly benefit the quality of critical lifesaving training
provided to an agency with a high percentage of firefighters with less than two years of experience. Finally,
the modular training facility located in the City of Ocoee will service as a major catalyst in improving unit
availability and ultimately produce a positive effect on response times of the Ocoee Fire Department
approximate 7,000 calls for service.

certifications shall be treated as a material representation of fact upon which reliance will be placed when the
Department of Homeland Security (DHS) determines to award the covered transaction, grant, or cooperative

1. Lobbying
A. As required by the section 1352, Title 31 of the US Code, and implemented at 44 CFR Part 18 for persons
(entering) into a grant or cooperative agreement over $100,000, as defined at 44CFR Part 18, the applicant
certifies that:
(a) No Federal appropriated funds have been paid or will be paid by or on behalf of the
undersigned to any person for influencing or attempting to influence an officer or employee of
any agency, a Member of Congress, an officer or employee of congress, or an employee of a
Member of Congress in connection with the making of any Federal grant, the entering into of
any cooperative agreement and extension, continuation, renewal amendment or modification of
any Federal grant or cooperative agreement.
(b) If any other funds than Federal appropriated funds have been paid or will be paid to any
person for influencing or attempting to influence an officer or employee of any agency, a
Member of Congress, an officer or employee of congress, or an employee of a Member of
Congress in connection with this Federal grant or cooperative agreement, the undersigned shall
complete and submit Standard Form LLL, "Disclosure of Lobbying Activities", in accordance with
its instructions.
(c) The undersigned shall require that the language of this certification be included in the award
documents for all the sub awards at all tiers (including sub grants, contracts under grants and
cooperative agreements and sub contract(s)) and that all sub recipients shall certify and
disclose accordingly.
2. Debarment, Suspension and Other Responsibility Matters (Direct Recipient)
A. As required by Executive Order 12549, Debarment and Suspension, and implemented at 44CFR Part 67,
for prospective participants in primary covered transactions, as defined at 44 CFR Part 17, Section 17.510-A,
the applicant certifies that it and its principals:
(a) Are not presently debarred, suspended, proposed for debarment, declared ineligible,
sentenced to a denial of Federal benefits by a State or Federal court, or voluntarily excluded
from covered transactions by any Federal department or agency.
(b) Have not within a three-year period preceding this application been convicted of or had a
civilian judgment rendered against them for commission of fraud or a criminal offense in
connection with obtaining, attempting to obtain or perform a public (Federal, State, or local)
transaction or contract under a public transaction; violation of Federal or State antitrust statutes
or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records,
making false statements, or receiving stolen property.

(c) Are not presently indicted for or otherwise criminally or civilly charged by a government entity
(Federal, State, or local) with commission of any of the offenses enumerated in paragraph (1)(b)
of this certification: and
(d) Have not within a three-year period preceding this application had one or more public
transactions (Federal, State, or local) terminated for cause or default; and
B. Where the applicant is unable to certify to any of the statements in this certification, he or she shall attach
an explanation to this application.
3. Drug -Free Workplace (Grantees other than individuals)
As required by the Drug -Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for
grantees, as defined at 44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture,
distribution, dispensing, possession, or use of a controlled substance is prohibited
in the grantee's workplace and specifying the actions that will be taken against
employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees
about:
(1) The dangers of drug abuse in the workplace;
(2) The grantees policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation and employee
assistance programs; and
(4) The penalties that may be imposed upon employees for drug
abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance
of the grant to be given a copy of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a
condition of employment under the grant, the employee will:
(1) Abide by the terms of the statement and
(2) Notify the employee in writing of his or her conviction for a
violation of a criminal drug statute occurring in the workplace no later
than five calendar days after such conviction.
(e) Notifying the agency, in writing within 10 calendar days after receiving notice
under subparagraph (d)(2) from an employee or otherwise receiving actual notice
of such conviction. Employers of convicted employees must provide notice,
including position title, to the applicable DHS awarding office, i.e. regional office or
DHS office.
(f) Taking one of the following actions, against such an employee, within 30
calendar days of receiving notice under subparagraph (d)(2), with respect to any
employee who is so convicted:
(1) Taking appropriate personnel action against such an employee,
up to and including termination, consistent with the requirements of
the Rehabilitation Act of 1973, as amended; or
(2) Requiring such employee to participate satisfactorily in a drug
abuse assistance or rehabilitation program approved for such
purposes by a Federal, State, or local health, law enforcement or
other appropriate agency.
(g) Making a good faith effort to continue to maintain a drug free workplace
through implementation of paragraphs (a), (b), (c), (d), (e), and (f).
