Subject: Donation of two properties on Jamela Drive.
Background Summary:
The City received a proposal from Homes in Partnership, Inc. which asks for the donation of two (2)
parcels of City owned land in return for $10,000 in improvements for a city park. Homes in Partnership
intends to build a single-family dwelling on each parcel as part of their mission to provide affordable
housing to very low and low income families.
The properties requested for donation are 1104 and 1106 Jamela Drive. Both properties are vacant. Both
properties are vacant.
1106 Jamela Drive is zoned R-1 (Residential) and contains 7,270 sq. ft. The assessed land value has
risen from $6,793 in 2014 to $9,041 in 2017.
1104 Jamela Drive is zoned R-1 (Residential) and contains 7,148 sq. ft. The assessed land value has
risen from $7,150 in 2014 to $9,517 in 2017.
Issue:
Should the Honorable Mayor and City Commission approve a request to donate two (2) vacant
residential parcels owned by the City in exchange for $10,000 in improvements to a City park?
Discussion:
Homes in Partnership, Inc. (HIP) have built a number of homes in the City of Ocoee including the
subdivision Lakewood Manor on N Lakewood Avenue. The typical home in Ocoee constructed by HIP is
valued over $150,000 dollars.
For example, a house built by HIP in 2015, located on Whittier Avenue has an assessed value of
$177,622 in 2017. A second house built in 2015, located on 13th Street and Peters Ave. has an
assessed value of $195,786 in 2017. The typical taxes paid to the City are $1,000.00 ad valorem and
$452.33 in non-ad valorem assessments.

Recommendations:
The Honorable Mayor and City Commission approve the request for donation of land and acceptance of
$10,000 from HIP for improvements to a City park.
The Honorable Mayor and City Commission deny the request for donation of land.
The Honorable Mayor and City Commission continue the item to a date certain.

Dear Mr. Shadrix:
Homes In Partnership, Inc. would like to thank you and the City of Ocoee for being a strong supporter of
our mission to provide the much needed affordable housing to very low and low income families.
We know from time to time the City acquires land and may donate the lots to programs like ours. There
are currently two lots Homes In Partnership, Inc. is interested in which may further our affordable
housing mission in Ocoee, FL.
