Background Summary: Wallrock Drive and Wallrock Court together form a cul-de-sac road, approximately 661 feet in length, in Forestbrooke subdivision. The cul-de-sac has two street suffixes. Starting from Fawnwood Drive, the first 143 feet has the street suffix "Drive" as shown on the Forestbrooke Phase 2 subdivision plat of 2003. Lots 20 and 21 of Forestbrooke were created by that plat, and therefore have the addresses 240 and 241 Wallock Drive, respectively. The remaining 518 feet of the cul-de-sac has the suffix "Court" as shown on the Forestbrooke Phase 3 plat of 2005. Lots 116 and 128 through 140 were created by this plat, and have the "Court" suffix as part of their addresses. Streets with the same base name but different street suffixes, as in this case, are considered to have duplicate street names, which cause problems for emergency service address databases. The street suffix "Court" is more appropriate for this street than "Drive,' because the street terminates in a cul-de-sac and is relatively short in length. Staff has provided written notification of the proposal to the affected property owners and residents. One advertisement was published in the West Orange Times. No responses from affected homeowners or residents have been received. Issue: Should the City Commission approve staffs proposed street name change to Wallrock Court for that portion of the street that appears on the Forestbrooke Phase 2 subdivision plat as Wallrock Drive? Recommendation: Staff recommends the City Commission authorize the City to name the entire road Wallrock Court, thereby removing the name Wallrock Drive. This will require changing the address of lot 20 from 240 Wallrock Drive to 240 Wallrock Court, and lot 21 from 241 Wallrock Drive to 241 Wallrock Court. The addresses of the remaining 14 lots in the cul-de-sac will not be affected. Staff will ask the community owners' association to change the two street signs, at Fawnwood Drive and Otter Tail Court. Staff has provided written notification of the proposal to all property owners and residents on the street. Attachments: • Map showing Wallrock Drive segment. • List of affected properties and proposed changes. • Proposed Resolution to rename Wallrock Drive. Financial Impact: The cost to the City for making this change is staff time, postage costs for notification and costs to make new street signs. WHEREAS, the name, "Wallrock Drive," is the platted name of a segment of that certain street in the City of Ocoee, Florida, located within the recorded plat of Forestbrooke Phase 2, plat book 55, pages 56 through 59, as generally depicted on Exhibit "A" attached hereto and by this reference made a part hereof; and WHEREAS, the name, "Wallrock Court," is the platted name of a segment of that certain street in the City of Ocoee, Florida, located within the recorded plat of Forestbrooke Phase 3,plat book 59, pages 105 through I l l; and WHEREAS, "Wallrock Drive" and"Wallrock Court"together form a continuous street; and WHEREAS, the City desires to change the name of Wallrock Drive to Wallrock Court because streets with the same street name but different street suffixes are considered to have duplicate street names, which causes problems for emergency service address databases. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, AS FOLLOWS: Section 1. Authority. The City Commission of the City of Ocoee has the authority to adopt this resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Renaming of Wallrock Drive. The roadway presently called Wallrock Drive, as described above, is hereby renamed and designated as "Wallrock Court," as generally depicted on Exhibit"A". Section 3. Further Acts; Notice. The City Commission of the City of Ocoee hereby authorizes the Mayor, the City Clerk, and other city staff to execute any documents and take such other actions as may be necessary to effectuate the designations referenced in Sections, above. Without limiting the forgoing, the City Clerk is hereby directed to provide notice of the adoption of this resolution to all affected property owners, the United State Postal Service, Orange County Property Appraiser's Office, Orange County Tax Collector's Office, Orange County Emergency Services, and other relevant entities. Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto.
